JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) Contracts Division C400.

2. Description of the Action Being Approved

a. Award of a contract on a sole source basis for refurbishment services to a Rotational Deployment Mechanism (RDM) in support of the .

b. RDM Original Equipment Manufacturer Information:

3. Description of Supplies/Services

a. Provide services to refurbish a Rotational Deployment Mechanism including inspections, repairs, painting, and testing of the Secondary Propulsion System (SPS) RDM, including the Training Motor and Rotary Joint.

b. The total estimated dollar value: $385,000.00

c. Period of Performance: JAN 2024 � JUNE 2024

8. Actions to Remove Barriers to Competition

Actions to remove future competition should be reviewed at the time the vessels are built. For example, whether component(s) being installed shipboard will remain property to the OEM. For this reasons and the rationale set forth in paragraph 5, PHNSY&IMF has no plans at this time to compete future contracts for the types of supplies/services covered by this document. PHNSY&IMF will assess whether competition for future requirements is feasible should another potential source(s) emerge.
