About this file

This document is a Statement of Work (SOW) for the maintenance and support of the Speakerbus Conference Bridge system for the Federal Emergency Management Agency (FEMA) and Department of Homeland Security (DHS). The Speakerbus system is the primary emergency conference bridge used by the FEMA Operations Center (FOC) and FEMA Alternate Operations Centers (FAOC-W and FAOC-E) to facilitate rapid notification and deployment of emergency management officials.

The SOW specifies the required tasks, which include providing maintenance and support for the Speakerbus Conference Bridge at the FOC, FAOC-W, and FAOC-E locations. The contractor must have a Top-Secret (TS) security clearance, experience supporting Emergency Alert System (EAS) and National Warning System (NAWAS), and expertise in maintaining Voice Conference Manger (VCM) and Hoot-N-Holler circuits. The period of performance is from June 1, 2024, to May 31, 2025. The contractor will not be provided government workspace and must follow all IT security requirements if accessing government systems. The SOW is associated with a pre-solicitation (Solicitation Number: 4865) issued by the FEMA National Community Section to determine if there are any contractors that can provide the required conference bridge support and maintenance.
