As part of this program, the County may require the services of a certified firm to perform lead-based paint inspections and risk assessments prior to the rehabilitation of each unit; perform a clearance inspection following rehabilitation; and provide other lead sampling/testing (if any) requested by the Construction Inspector during construction. These services will support the rehabilitation of up to three (3) residential structures located within Lee County. The County anticipates issuing a Notice to Proceed within approximately 30 days of award and contract execution.
All inspection and assessment work must be completed in conformance with 24 CFR Part 35 (Final HUD Rule on Lead-Based Paint Hazards) and all applicable state and federal standards required by the North Carolina Department of Health and Human Services, Health Hazards Control Unit, as stated in the NC Lead-Based Paint Hazard Management Program (LHMP) Rules 10A NCAC 41C, Section .0900 and 40 CFR 745, Subpart L. Completed inspection, risk assessment, and clearance reports shall be submitted to the County’s designated Project Manager.
If your firm is interested in providing services to Lee County for this program, the County requires a letter of interest including your rate schedule for lead-based paint inspection, risk assessment, and clearance services.
