1.0 MISSION OBJECTIVE.
The 48th Fighter Wing Program Integration Office, Royal Air Force (RAF) Lakenheath, United Kingdom (UK), requires continuation of leasing / hire of the existing two-storey Modular Facility to serve a collaborative office space. To include all furnishings and associated connection, as well as the maintenance of the facility.
2.0 SCOPE.
2.1 Regulatory Compliance
2.1.1 National Fire Prevention Agency (NFPA) and United Kingdom Fire Safety Codes and Standards.
3.0 REQUIREMENTS.
3.1 Period of Lease/Hire.
The continuation of lease or hire of the modular facility is 12 months. One (1) additional year, known as an “Option Year,” will be required if notice is provided to the contractor in accordance with FAR 52.217-9.
3.2 ESCORTS.
3.2.1 The contractor shall submit the names of all the personnel requesting access to the base for each day, as well as the information of all vehicles accessing the installation to the 48 FW/PIO Office (Make, Model, Color, and Registration Number) at least two weeks in advance for the Government to coordinate escorts.
3.2.2 Contractor is to provide, and service fit for purpose site welfare facilities for construction workers and visitors in accordance with CDM 2015. Site welfare facilities shall have provisions to not require building service connections or any service by the US Government. The work area shall be secured with fencing for controlled access during the period of performance, the contractor shall remove the fencing from the site once construction is finished. The site boundary will be identified during the site visit.
4.0 EQUIPMENT.
Infrastructure: The Contractor shall continue to lease / hire the two-storey temporary facility of approximately 28 x 13 meters fully furnished as shown in the furniture list attached (Appendix D).
4.1.1 Fire Alarms and Suppression, Associated Signage, fire extinguishers, and fire mitigation strategy shall continue to be included in the facility. All fire protection shall continue to be in compliance with Building Regulations Part B, Fire Regulatory Reform Act and British Standards, as well as with the National Fire Protection Agency standards. All Alarm systems need to be ready for connection and compatible to the existing Monaco fire alarm system in RAF Lakenheath. The facility shall include a wet fire suppression system and the contractor shall be responsible for all installation, connection, and testing necessary to make it operational.
4.3.4 Finishes/Furnishing: The contractor will continue to lease the furniture for the entirety of the building. To include desks, under-desk storage drawers, bookcases, chairs, and tables. All of the furnishings provided by the contractor shall have a discreet marking in order to be identified by the contractor at the end of the lease.
4.2 Warranty & Service: The contractor shall continue to be responsible for manufacturer’s recommended preventative maintenance and a quarterly inspection and for all maintenance of the facility, to include fire prevention and extinguishers; additionally, the contractor shall provide the US Government a continuing Contract Maintenance Strategy. Emergency responses shall be conducted within the first 4 hours and regular maintenance calls within 1 business day (U.S. and U.K. Holidays). Custodial services shall be provided by the US Government.
4.3 Demolition/Removal: At the termination of the lease, or when informed by the US. Government, the contractor shall be responsible for all disassembly, removal of the facility and all components from site, the contractor shall be responsible for disconnecting all utilities and for returning the site to original conditions. All activities shall be accomplished within 30 days after being notified by the US Government.
4.3.1 All compliance with all applicable laws and regulations will be as of the date of award. The contractor shall include in their contract proposal all CDM 2015/Health & Safety Phase plans, JSP375 compliance building regulations compliance documents, Post Contract Maintenance Strategy, MoD fire Certification, Fire Mitigation Strategy that includes all drawings such as civil, electrical, mechanical, utilities, emergency lighting, detection, and sprinklers. (See “Appendix C” for example of previously submitted Fire Mitigation Strategy).

4.4 Equipment: Any equipment required in addition to/or in place of, shall be submitted to the 48 CONS Contracting Officer for approval.
5.0 Miscellaneous
5.1 Contractor shall not penalize the facility users for hanging items on walls (i.e. projectors, whiteboards, picture frames, etc.) or normal wear and tear of the facility, equipment, and furnishings.
5.2 The contractor shall submit to the Contracting Officer details of procedures and pricing to address damages to the facility, equipment, and furnishings caused by the Government, which are deemed beyond normal wear and tear.
5.3 The contractor shall accept and undertake the role of Principal Designer and Principal Constructor in accordance with the CDM Regulations 2015 from the point of Contract Award. The contractor shall include with their contract proposal all Risk Assessments and Methods Statements (RAMS) and all pertinent Pre-construction Health & Safety (H&S) Information as determined by law.
5.3.1 Upon appointment, the Principal Designer shall undertake a comprehensive review of the design to identify, assess and mitigate health and safety hazards throughout the design of the facility.
5.3.2 Upon appointment the Principal Designer shall submit the Health and Safety Executive (HSE) Form 10 - Notification of Construction Project to the HSE as applicable, in accordance to Schedule 1 of the CDM 2015 Regulations. Additionally, the contractor shall ensure all H&S compliance is in line with JSP 375 in all areas of work.
5.4 The contractor shall provide the government an option to purchase the facility at the end of the lease period for each corresponding initial and option year.
5.5 The contractor shall provide the government with the demobilization plans in compliance with all UK Health and Safety regulations, US OSHA standards, and RAF Lakenheath requirements (Such as the Crane Waiver/AF 103 process). If there were any conflicts between them, the US government will provide additional guidance upon request by the contractor.
