About this file

This document is a Limited Sources Justification (LSJ) for the Department of the Navy (DON) to procure the Interos Resilience Platform from Carahsoft Technology Corp. The acquisition is for 11,600 user licenses with advance reporting capabilities, level 3 annual support subscription, and API-based integration. The base period of performance is 12 months from September 29, 2025, to September 28, 2026, with a firm-fixed-price structure. The Interos Resilience Platform is a proprietary supply chain risk management tool that scores suppliers across six risk categories using AI-curated data, covering all eight mandatory SCRIPTS Unrestricted risk factors. The justification emphasizes the platform's unique capabilities, including proprietary risk scoring algorithms, entity resolution techniques, and extensive customization for the DON, making alternative solutions impractical and potentially disruptive to existing workflows and integrations.

4. THE AUTHORITY AND SUPPORTING RATIONALE (SEE 8.405-6(A)(1)(I)

AND (B)(1)) AND, IF APPLICABLE, A DEMONSTRATION OF THE

PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE

REQUIRED SUPPLY OR SERVICE:

Orders placed or BPAs established under Federal Supply Schedules are exempt from the requirements in Part 6. However, an ordering activity must justify its action when restricting consideration in accordance with paragraphs (a) or (b) of FAR 8.405-6:

FAR 8.405-6(a)(1): Circumstances justifying limiting the source:

______FAR 8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays;

__X__FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or

______FAR 8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

FAR 8.405-6(b): Items peculiar to one manufacturer for BRAND NAME (competition is limited to just brand-name suppliers under Schedule)

_____ To an item peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

This LSJ is being provided in accordance with the Federal Acquisition Regulation (FAR) 8.405-6 (i)(b)(1) items peculiar to one manufacturer which can be a particular brand name, product, or a feature of a product peculiar to one manufacturer. The Interos Resilience Platform meets the definition of a “brand name item” as required by the FAR clause.

The Ineros Resilience platform employs proprietary risk scoring algorithms to determine its rating systems, and these methods are not standardized across the vendor risk tool market. Consequently, the Department of the Navy (DON) is currently utilizing Interos Resilience Platform offerings and would be compelled to adopt new risk scoring algorithms if a different system were utilized. Procuring a brand other than Interos Resilience Platform would incur substantial duplication of costs, resources, and time, encompassing the evaluation and sourcing of compatible software platforms, training for a new Information and Communication Technology (ICT) Supply Chain Risk Management (SCRM) toolset, data migration from the current to a new vendor solution, and validation of migration completion. Therefore, only Interos Resilience Platform is capable of fulfilling the DON’s specialized requirements.

Interos Resilience Platform possesses proprietary entity resolution techniques, risk scoring algorithms, and event detection models that are not replicated by other vendors.

These are specifically designed to process extensive, at-scale datasets characteristic of the Department of Defense's (DoD) defense industrial base. The Interos Resilience Platform ingests thousands of unclassified data sources and utilizes unique algorithms to derive risk indicators specific to Interos Resilience, aligning data with key risk factors by company or product. It provides real-time alerts regarding significant changes in risk as new information emerges and offers supply chain sub-tier illumination maps, revealing relationships between DON vendors and other tiers of providers, thereby exposing third-party risks. Given that risk factor scoring is not standardized across the vendor risk tool market, with competitors employing disparate rating factors, risk indicators, and algorithms, the DON's reliance on continuous monitoring of vendor risk and the assessment of changes to risk scoring over time makes continuity in this methodology critical. A change in vendor tools would necessitate a new scoring system, impeding the Government's accurate assessment of risk factors and indicators it has successfully monitored with the Interos Resilience Platform for eight years, and creating unnecessary gaps in the supply chain risk security of DON’s programs.

The DON has extensively customized the Interos Resilience Platform application to categorize suppliers of interest into specific groups defined by the DON. Existing processes, procedures, and reports are dependent on these specific customizations, which would be prohibitive or impossible to implement in an alternative tool. Furthermore, the DON has integrated the use of these unique Interos Resilience risk scores into additional applications, and similarly, processes, procedures, and reports depend on accessing these unique risk scores via Interos-provisioned Application Programming Interfaces (APIs).

Replicating these integrations with another tool would also be prohibitive or impracticable.

Interos Resilience Platform constitutes an integral component of the DON's comprehensive SCRM toolset, . This acquisition represents an increase in licensing for the existing solution to include advance reporting capabilities, level 3 annual support subscription, and API-based integration. Which is consistent with their existing licensing, support, and APIs and does not constitute a replacement for existing solutions. Replacement of the
