Dillingham Alaska Terrestrial 5MB Internet Service
CLASSIFICATION CODE: D304 – Telecommunications & Transmissions Services

Interested parties are encouraged to send an e-mail to the Contracting Officer to verify interest and provide supporting information regarding their ability to meet the requirements stated in the description section below.
DESCRIPTION: The objective of this Contract is to provide terrestrial 5MB Internet Service for the Department of Interior. The Department of the Interior relies on network communications between all DOI agencies to perform day to day operations of federally managed lands in Alaska. Remote parts of Alaska currently use satellite communications circuits to connect to the DOI network. Satellite circuits have latency values greater than 500 milliseconds with an average of 750 milliseconds for service in Alaska. Due to the extreme latency of satellite communications, this service does not allow for reliable and efficient network utilization which is having a substantial impact on the ability of DOI agencies to fulfil their mission of management in Alaska. DOI is requesting that where possible, they be allowed to use terrestrial circuits which have latency values less than 125 milliseconds since they are experiencing almost a total loss of communications at remote sites.
PROJECT DURATION: The Government anticipates a 48 month contract.
COMPETITION: Unrestricted. This procurement is being sole sourced to General Communications, Inc. (GCI) as they are the only known source to provide the required services in the remote location of Dillingham, AK.
PROCUREMENT STRATGY: The successful vendor will be selected using the Federal Acquisition Regulation (FAR) 12 in conjunction with FAR 13.5. One firm fixed price (FFP) contract is anticipated to be awarded. The successful vendor awarded the resultant contract shall be authorized to provide telecommunication/ Internet services in the State of Alaska (and any subset thereof, i.e. borough, as applicable). Proof of this certification from the applicable authorities (i.e. State Public Utility Commissions, municipalities, etc.) shall be provided with submission of proposals.
The solicitation shall require submission of proposal prepared in accordance with FAR Part 12 and 13.5. The solicitation shall require submission of technical and price proposals, which shall be evaluated separately in accordance with FAR Part 12 and any other means the Government deems necessary to determine fair and reasonableness of quote(s) received. The Government will reserve the right to make an award without discussions.
Upon award, a copy of the sole source justification will be issued through FBO with the award notice or no later than 14 days after award.
CONTRACT AWARD: GSA ITC FAS Telecom Services Contract Operations Division contemplates making one single firm fixed priced award in response to the solicitation.
SOLICITATION ISSUE DATE: The RFQ will be issued electronically on or about January 4, 2019 to the GCI.
CLOSING DATE: The closing date for receipt of quotes shall be specified in the RFQ but is estimated to be on or about 1/16/2019.
