About this file
This Limited Source Justification (LSJ) documents a delivery order for the National Institutes of Health (NIH), specifically the National Institute of Child Health and Human Development (NICHD), to procure the Beacon Cloud FedRamp Product Suite from NetComm, Inc. The software is a proprietary solution for tracking finance and human resources, with a firm-fixed-price contract valued for the base period of April 1, 2025 to March 31, 2026.
NetComm is identified as the sole provider of this software, which is unique because it offers direct access for principal investigators to efficiently track budget expenditures and serves as a downstream NIH Business System data user. The justification highlights that NetComm's product is the only software meeting the government's specific requirements, with no small business distributors or partners, and is available exclusively through a GSA contract. The NICHD Administrative Management Branch will assess the software's effectiveness during the performance period and conduct market research if the solution does not meet all requirements.

Nature of the acquisition and proposed contractor(s) unique qualifications.
The purpose of this action is to issue a delivery order to procure the Beacon Cloud FedRamp software for NICHD.
Netcomm has a proprietary software program and is a downstream NIH Business System data user. Netcomm is the only software product that has a unique user structure that allows direct access to the principal investigators to efficiently track their budget expenditures. No other similar software product meets all the Government’s requirements.
5. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).
GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
