B.5 PRODUCT DESCRIPTION
1.0 PRODUCT REQUIREMENTS
The Department of Veterans Affairs, Office of Information and Technology (OI&T), Cooperative Studies Program (CSP) has a requirement for a maintenance renewal of SAS® 9.4 software (SAS). CSP needs to be updated using the current SAS release to stay current with SAS improvements. The software shall assist in providing continued statistical analysis of research data necessary to conduct multi-search research studies and ensure studies being conducted by the CSP Coordinating Center will proceed as planned.
Expert consultation is required (CLIN 0012) which will include remote consultation during deployment and configuration of the SAS software in the individual site environment. This includes providing technical expertise tailored to the technical issues related to deployment and configuration of the SAS environment. The consultant will be required to assist the Government during the deployment of SAS on a new operating system during the base year of performance.
The specific tasks that will be performed with the assistance of the expert consultant will be dependent upon issues encountered during deployment and configuration. The consultant will be providing expertise in SAS server migration, Kerberos/Centrify authentication, and verification of the ability of users to access the SAS environment using Integrated Windows Authentication for SAS Enterprise Guide. Other tasks may include, but not limited to, assisting with user administration, system logging, system configuration, and product-specific configuration and/or hot fix deployment post-deployment.
Annual maintenance is required for site number 947795, for a 64-bit rack-mounted Linux server with up to 6 processor cores, with the following products, SAS®/Office Analytics*, SAS/FSP® (Full Screen Product) , SAS/AF® (Application Facility), SAS/CONNECT®, and SAS/ACCESS® Interface to Microsoft SQL (Structured QueryLanguage) server.
*SAS/Office Analytics a suite of integrated SAS products (previously licensed separately) which will provide significant upgrades related to efficiencies/capabilities and cost savings. The suite includes all of the above in addition to the following: SAS® Web Parts for SharePoint, SAS/STAT®, SAS® Integration Technologies, SAS/GRAPH®, SAS® Enterprise Guide, SAS/BASE®, SAS/ACCESS®, SAS® Add-In for Microsoft Office, SAS® Environment Manager, and SAS® Management Console.
Annual maintenance is required for site number 50030 for Microsoft Windows desktops. The maintenance renewal will enable VA Cooperative Studies Program Coordinating Centers
(CSPCCs) located at Hines, IL; Palo Alto, CA; Perry Point, MD, and West Haven, CT to continue to utilize the SAS brand maintenance statistical computational and analytical toolset.
This allows the CSPCCs to analyze large research databases on complex VA research multi-site clinical trials to inform and enable improved outcomes for Veterans through better methodology and improved efficiency and effectiveness of VA operations.
The software maintenance shall include technical support, on-line self-help, and software patches and updates. The period of performance will be May 30, 2024 – April 29, 2025, with two
(2) additional option years.

2.0 NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING
ALL INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)
PROCUREMENTS (SECTION 508)
On January 18, 2017, the Architectural and Transportation Barriers Compliance Board (Access Board) revised and updated, in a single rulemaking, standards for electronic and information technology developed, procured, maintained, or used by Federal agencies covered by Section 508 of the Rehabilitation Act of 1973, as well as our guidelines for telecommunications equipment and customer premises equipment covered by Section 255 of the Communications Act of 1934. The revisions and updates to the Section 508-based standards and Section 255-based guidelines are intended to ensure that information and communication technology (ICT) covered by the respective statutes is accessible to and usable by individuals with disabilities.
The SAS R&D Accessibility Standard governs the conformance of SAS products, documentation, training, and support materials with level AA of the Web Content Accessibility Guidelines version 2.1 (WCAG 2.1) as defined by the World Wide Web Consortium and included by reference in the Revised Section 508 Information and Communication Technology Standards. The extent to which the proposed solution conforms with WCAG 2.1 AA varies by product. Accessibility conformance reports for SAS products are available on the SAS Disability Support Center at https://support.sas.com/accessibility/conformance/. Those conformance reports use the Voluntary Product Accessibility Template® (VPAT) as defined by the Information Technology Industry Council. EIS' and its subcontractor SAS’ sole responsibility with respect to accessibility under this Order is to publish accessibility conformance reports for SAS products.
