About this file
This document is a Sole Source Justification (SSJ) for a contract to refurbish a powder coating booth for the MDMC facility. The SSJ states that the government intends to negotiate a sole source contract with Southern Fluid Systems, Inc. as the only source capable of meeting the government's requirements.
The government conducted market research but found no other vendors with the necessary customized design features and specifications. Southern Fluid Systems, Inc. is the sole authorized distributor for the powder coating system manufacturer, Nordson. The contracting officer determined the anticipated pricing will be fair and reasonable based on price analysis techniques such as reviewing sales history and making comparisons to similar items. The government will re-evaluate the market prior to any subsequent procurement to determine if additional qualified sources become available.

7. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED

Because this requirement is for a sole source, the Government will be utilizing at least two (2) price analysis techniques outlined in FAR 13.106-3 by which to determine pricing submitted by Southern Fluid Systems, Inc. to be fair and reasonable. These techniques include, but not limited to the following:
● Requesting recent commercial and Government sales history
● Making indirect pricing comparisons to:
o the same or similar items in the marketplace;
o competitive published price lists;
o independent government cost estimates.
8. A DESCRIPTION OF MARKET RESEARCH CONDUCTED (SEE PART 10) AND THE
RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED
Market research was conducted in accordance with FAR Part 10 to determine the availability of products capable of meeting the Government’s requirement. A review of schedule contract vendors listed under the GSA Schedule program did not reveal any other items of similar intended functionality, specifications and customizable design features as outlined in this document that are critical to meeting the customer’s need. Also, a Sources Sought was posted with the notice of intent to negotiate with one source for 14 days. No industry inquiries or capability statements were received. As such, the results of the market research determined that only Southern Fluid Systems, Inc. was interested and capable of meeting the Government’s requirements.
