About this file

This is a Justification and Approval (J&A) for a Sole Source Acquisition document for P-8A Poseidon Sonobuoy Storage Racks. The U.S. Naval Air Systems Command (NAVAIR) is procuring 16 total Sonobuoy Storage Racks (8 right and 8 left) from Amprior Aerospace Portland, Inc. through an Open Market Purchase Order, with a total estimated contract value of $1,254,950.00. The procurement is being conducted as a sole source acquisition because Amprior is the sole designer, developer, and manufacturer of these specialized storage racks for the P-8A Poseidon aircraft, with no authorized distributors.

The justification includes market research conducted via a seven-day Notice of Intent posted on SAM.gov on October 17, 2024, which received no responses. The government determined that awarding to any other source would disrupt ongoing P-8A production, as qualifying an alternative source would take approximately three years. The contract is being processed under simplified acquisition procedures for commercial products, with the Contracting Officer planning to use multiple price analysis techniques to ensure fair and reasonable pricing. The document is dated 12/20/2024 and includes approvals from multiple GSA and NAVAIR officials, including a Competition Advocate's certification.
