About this file
This is a Request for Information (RFI) questionnaire from GSA Federal Acquisition Service seeking industry feedback on security containers, vault doors, and locks for Department of Defense and civilian agencies under solicitation number 47QSHA-24-R-3040. The RFI requires respondents to complete both a questionnaire and pricing spreadsheet, with responses due by January 24, 2025 at 5:00 PM CST.
The questionnaire asks vendors to provide detailed information about their capabilities, including SAM registration status, Multiple Award Schedule contract numbers, QPL status, delivery capabilities (5-8 day requirement), EDI/Vendor Portal compliance, and Buy American Act compliance. Key requirements include FOB destination pricing, MIL-STD-129/FED-STD-123 packing and labeling compliance, and approved carrier qualifications for delivery due to national security considerations. GSA plans to host two Industry Day events - one for security container manufacturers and another for vault door and lock manufacturers. The NAICS code is 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing).

● Is your company capable of fulfilling the historical estimated demand per NSN?
● Does your company offer these NSNs under the Multiple Award Schedule (MAS)? If yes, what is your MAS contract number?
● Does your company offer any auxiliary security container related components on the Multiple Award Schedule (accessories)? If yes, please provide your MAS contract number?

● In accordance with GSA ON 16-02 (Operational Notice) dated March 30th, 2016, can you deliver within 5-8 days after receipt or orders? This includes compliance with MIL-STD-129 marking. If not, please explain why (i.e. built to order, etc.) and indicate anticipated DARO on the attached spreadsheet.
● Due the National Security nature of these NSNs, are there approved carriers qualified to handle deliveries? If so, please provide the name of these carriers.
● GSA will issue the solicitation on an FOB Destination basis. Therefore, your provided price must include delivery. Can your company adhere to this?
● Are there any IT components in any of the NSNs (within the container, lock, or door) on the attached spreadsheet? If so, please specify here regarding which NSN is affected and provide the Country of Origin of the IT component and any additional information you’d like to provide.
● Please confirm for each NSN that your company is quoting meets the requirements of the Buy American Act (BAA).
● Vendors must be fully EDI or Vendor Portal (VP) compliant and also provide order tracking information, complete with carrier information (which must be submitted prior to invoice submissions). ● Is your company familiar with the Section 889(a)(1)(Part A)(Part B) of the Fiscal Year 19 John S. McCain National Defense Authorization Act (NDAA)? The prohibition pertains to banning certain telecom, services, and video surveillance cameras for procurement.
