About this file

This is a Justification and Approval for Other Than Full and Open Competition document under FAR 6.103-1(a) for a sole-source follow-on bridge contract. The General Services Administration (GSA) Federal Acquisition Service seeks to award a Firm Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to SupplyCore LLC (303 Main Street Suite 800, Rockford, IL 61101) for OCONUS Logistics Support Services supporting INDO-PACOM Japan operations. The follow-on contract extends from March 14, 2026, through September 14, 2026 (six-month base period), with two optional three-month extension periods and an additional six-month extension under FAR 52.217-8. The contract succeeds the current 47QSCC20D0012 agreement, which expires March 13, 2026, after being awarded in September 2020.

SupplyCore LLC is required to provide comprehensive supply chain solutions encompassing procurement, warehousing, transportation, and delivery of commercially available items to military installations in Japan within three business days of order receipt. The contractor must source approximately 739 National Stock Number (NSN) items, with nearly half sourced from mandatory suppliers including AbilityOne and UNICOR distributors, while ensuring Trade Agreements Act compliance for non-mandatory items. Additional responsibilities include customs clearance, hazardous materials compliance, packaging and marking per military standards (MIL-STD-2073 and MIL-STD-129), Electronic Data Interchange compliance with GSA's Order Management Services system, and vendor portal integration. Historical sales data from the current contract (September 2020–September 2025) demonstrates consistent demand. The justification cites SupplyCore LLC's unique operational capabilities, established regional infrastructure, sophisticated import/export systems, and warehouse positioning as the sole responsible source capable of ensuring uninterrupted supply chain support during the protest resolution period for a newly awarded competitive contract (47QSCC24R0021) filed with the Government Accountability Office on February 4, 2026.
