Request for Information (RFI) – Questions & Answers September 27, 2024

Below are questions and responses from GSA that were received regarding RFI Number:

47QSCC24R0022.

1. Under the Berry Amendment Act, certain items such as textiles, food, and hand or measuring tools, should be 100% sourced and manufactured in the U.S. When these materials are not in stock or have limited supply anywhere in the US, can we make an exception to source globally? Is there any clearance required by GSA or DoD before we can order these materials?

A: No, all offerors must demonstrate 100% compliance with the Berry Amendment.

2. Having independent warehouses in Guam. Is there a minimum amount of warehouse's needed?

A: All interested offerors must have at least one warehouse in Guam.

3. Where did the delivery standard of 3 business days derive from? Are the 3 days to deliver to locations in Indo-PACOM negotiable?

A: These delivery dates are non-negotiable. The government posted an RFI in 2019 and found from prospective offerors they could deliver to all locations within 3 business days.

4. Please confirm if the government is using Maximo?

A: The government does not understand your question.

5. Is the “Ship to” location in the INDO-PACOM area of Guam covers only within Guam or does it include outside the Island of Guam?

A: Only covers the Island of Guam

6. Are the consumer products limited to the list provided in Excel (371 products)?

A: During this RFI, yes, the items are limited to what is being requested. Any solicitation posted may have more or less NSN's

7. Will MARAD grant a waiver for the use of non-U.S. flag vessels when P1 and P2 vessels are unavailable?

A: No.

8. Will the government provide a warehouse in addition to the contractor-owned facility?

9. If time is critical, will exceptions be made regarding compliance with the Mandatory Source requirement, such as Ability One?

10. Will the government allow for a 10% pricing preference for a HUBZONE?

11. Will the government consider a Directed Award given our very unique position in Guam?

12. What are the expected terms of the contract (i.e. Fixed Firm Price) given the requirements for warehouse stock, pick, pack, and delivery?

A: The RFI is posted to learn about industry capabilities to source, warehouse and deliver within 3 business days in Guam, including using the market research to help determine the appropriate contract vehicle/terms and conditions.

13. Will the government provide additional information regarding analytics of SKUs?

Information such as packaging size, minimum order quantity, average order size, minimum stock on hand required, and demand forecasting will allow for industry to provide more precise cost and pricing in the event of a FFP contract type.

A: Yes, the government will provide this data when a solicitation is posted.

14. What are the geographic boundaries of this AOR? Understanding that Guam is the primary place of performance, will there be a requirement to service Rofa, Tinian, or other island chains in the region?

A: Only the island of Guam.

15. How does the GSA define a warehouse? Is there a square foot requirement? Is there a security requirement?

A: The government is posting this RFI to hear from interested prospective offerors, including their definition of "warehouse" and description of their security posture in Guam.
