| On page 20 Tab 11 of the RFP document, it states "Ensure mandatory requirements will be met with toner, and provide letters of authorization from manufacturers that show the contractor has authority to sell/resell/provide/distribute toner to the government." Both HP and Lexmark toner manufacturers are telling us that they no longer provide these letters since there are alternate methods of validation (such as searching their websites), so we would like the requirement changed to allow providing alternative proof of authorization. Discussion: The reference states “…7-10 business days for the ISC Kodiak Coast Guard Base on Kodiak Island and locations on the west coast of Alaska.”
Question: Specifically, which of the locations listed in Attachment 09 have a 7-10 day delivery time?

Discussion: In order to optimize our inventory to meet GSA Delivery Time Standards, as well as determining effective pricing in a period of historic part cost volatility, it will be helpful to have requisition history data by location to input into our model.
Question: To facilitate effective determination of firm fixed prices, will the government provide the volume of requisitions by NSN and by location for three years?

Discussion: The reference requires that offerors “Provide a description of, and documentation verifying, that the contractor has/will have warehouse(s) upon contract award in Alaska. This should also demonstrate the contractor's understanding that the warehouse(s) cannot be used for any other purposes but for the support of this effort.”
Due to the size of this program, it may not be efficient to provide a single use warehouse in Alaska for only this program. Additionally, while Alaska is an OCONUS location, the requirement for customs compliance is not the same as other OCONUS sites (such as Korea or Europe) and therefore the inventory can be effectively managed through dedicated storage locations within a distribution network that includes Alaska.
Question: We request the Government revise the cited paragraph to state: “Provide a description of, and documentation verifying, that the contractor has/will have a distribution network dedicated to this contract upon contract award to meet the 3 day delivery time standard in Alaska. This should also demonstrate the contractor's understanding that the storage location(s) cannot be used for any other purposes but for the support of this effort.

Discussion: The reference states, “The contractor shall not use the shipping of commodities or the warehouses used to store the commodities associated with this IDIQ contract in any capacity other than to support this contract and GSA’s requirement for Alaska.” Multiple use warehousing amongst the 3PL industry is a common practice, including where they provide direct support for Government requirements. As this requirement is in a U.S. state where import tariffs and customs bonding are not requirements, and as the materials sold on this program are contractor-owned until the point of delivery, this requirement might prevent significant efficiencies in the distribution solution that would be in the Government’s best interest.
Question: We request the referenced statement be removed from the PWS and related Section L instructions be modified accordingly.

Question: This contract includes a clause for "Economic Price Adjustment - Alaska". Does the referenced GSA Temporary Moratorium apply to this contract as well, considering the current volatility of material prices, or are the limitations in the Attachment 1 clause final for this contract?

Discussion: Some changes released with Amendment 005, including the change from TAA to BAA compliance and IT System / Live Test Demonstration changes, have impacted our solution and our proposal. Additionally, SAM.gov has acknowledged a system-wide backlog of approval delays regarding entity registrations that have remained unresolved for nearly two months, and have directly impacted offerors' ability to comply with the requirements of Volume 1, Tab 5.
Question: To accommodate changes in Amendment 005, forthcoming answers to questions, and delays experienced with SAM.gov, will the Government please provide an extension to the proposal due date?

| I have been approached by two different partners and I’m a little unclear about the intended end users for this solicitation. My interpretation was that the solicitation was to provide these items to all DOD related entities in Alaska. In other words, some product could go to an Air Force location, some to an area base, etc. Ultimately, it would be multiple end users (in my terminology, at least). I have now been told by a dealer that there is a specific end user, ISC Kodiak Coast Guard Base. | GSA created this solution to provide its military and federal customers with the ability to order and have commodities delivered within the requirements in the solicitation. |
