Untitled Question
Non-manufacturer Rule: Will the Government consider waiving this rule for small business non-manufacturers as the requested items are primarily made by large businesses? No, the government will not waive this rule. Offerors that are not the manufacturer of the items in the kit themselves, must demonstrate that they will be in compliance of FAR 19.102(f)(2): A concern which purchases items and packages them into a kit is considered to be a non-manufacturer small business and can qualify as such for a given acquisition if it meets the size qualifications of a small non-manufacturer for the acquisition, and if more than 50 percent of the total value of the kit and its contents are accounted for by items manufactured by small business.
Will the Government be able to send a representative to inspect the first kit to ensure it conforms to contract requirements prior to completion/shipping of all kits? No, the government will not be sending a representative to inspect the first kit.
Is this a new requirement or has the Government procured these kits before? This is the first time GSA has been asked to have a vendor procure all items at once and put into a kit.
How does the government want the FEMA logo placed on the shipping containers? Is a paper logo inserted into a plastic sleeve acceptable? What size logo is required? Is the government providing the logo?Yes, the awardee may insert a paper logo into a plastic sleeve. The logo must be on a 8 1/2 x 11 sheet of paper. The government will not be providing the logo.
In Executive Orders 13909 (issued on March 18, 2020) and Executive Order 13911 (issued on March 27, 2020), the President delegated exclusive authority to the Departments of Health and Human Services (HHS) and Homeland Security (DHS) to place DPA rated orders for “health and medical resources needed to respond to the spread of COVID-19. Will the government provide a DPA rating for ordering of items in these kits that are regulated by the Departments of Health and Human Services (HHS) and Homeland Security (DHS)? Without a DPA rating it may be difficult to procure all of the items in this kit and ensure delivery by 1/29/2021 in the midst of the pandemicNo, these orders will not be rated.
For line item 1: please advise if you are willing to accept stations that already come with both the stand and a refillable dispenser
Question 1: No, as stated in the solicitation section D, One Mass Care Pandemic Kit is intended to support one 50-person shelter. In total, 200 kits will be required for this request. The items must be kitted prior to delivery to FEMA.
For line item 2: please advise if you are willing to accept gallon jugs that are compatible with refillable dispenserQuestion 2: No, gallon jugs are not compatible to the requirements in the soliciation.
Are you accepting quotations that include partial fulfillments? In other words, are you accepting quotations to fulfill some item types included in the kits but not all, provided that the offeror can provide a complete quantity of each item they can provide? No, the offeror must be able to provide all items and kitting prior to delivery to FEMA.
Would previous large orders of PPE goods be considered relevant past experience, or is an offeror required to show past experience assembling kits? For example, our company has provided large orders of gloves and masks (>10,000 quantity) in the past (of varying sizes and types per order), but this would be our first kit order. Is this considered relevant enough to the size and scope of the project or would we be considered “not relevant” for factor 4 of the solicitation? The soliciation stated the government evaluation will include an analysis of the offeror’s past performance on contracts with commercial entities or federal, local, or state governments that are ongoing or have been completed within the three years prior to the closing date of the RFQ. The government will evaluate the past performance record to determine the relevancy of the performance. The government will not review your past performance information ahead of time to determine if it meets the relevancy as stated in the solicitation.
Delivery – In regards to the 200 Kits being delivered by 01/29/2021, we would like clarification whether it is to be a one time delivery or if we can break up deliveries over a short period of time concluding on or before 01/29/2021?All kits awarded by GSA must be delivered by January 29, 2021. Delivery can occur anytime after contract award and but must be finised by January 29, 2021.
If one(1) kit is comprised of 10 pallets, would each pallet need to have an RFID CLIN or would standard RFID labeling suffice? An RFID label is acceptable.
Line item 17 – Pallet Pack Containers – Per the RFQ it states that each kit is to contain (15) fifteen Pallet Pack Containers per kit. Is this accurate or was this supposed to be a lesser quantity? At (15) fifteen per kit you are looking at a total of 3000 Pallet Pack Containers. Please see Amendment 0002 that states: Packaging shall be shipped in one of the pallet jack containers on industry standard-size pallets (57" x 48" x 50" Pallet Pack 2000lb capacity and stackable.) Anything that cannot fit into the container, like partitions, shall be shipped on industry standard-size pallets (48 inches in length x 40 inches in width, 4-way).
While I understand this question was asked and answered in the previous solicitation, I would like to address again. For Clin 0001, you are requesting 2 each of a Touch Free Dispenser Floor Stand only. For Clin 0002 you are requesting 10 each of a touch free dispenser only. There is no request for any actual hand sanitizer to go into these dispensers. So each kit will have 2 floor stands, 10 dispensers, of which 2 will connect onto the floor stand, what will the remainder of the 8 dispensers be used for? Will they be hung on a wall? Does FEMA already have the liquid to go into these sanitizers? It would make sense if they were requesting 2 each of an actual hand sanitizing station for Clin 0001, which contains 2 floor stands AND 2 dispensers. Then for Clin 0002, they were requesting the actual liquid sanitizer that goes into the dispensers. Can you request FEMA to look at question again and confirm? That is correct under CLIN 0001, the requirement is for dispensers only.
Will these kits be used indoors or outdoors? The government intends to use the items in either situation.
As an experienced kitter we know the perils of an unreliable supply chain as one delayed delivery can cause a contractor to hold millions of dollars of inventory for an unknown period of time. With the pandemic wreaking havoc on the supply chain for things like Gloves, sanitizing stations and wipes is the customer willing to provide some type of financial relief to small businesses should some of these products become unavailable as they did in the beginning of this pandemic resulting in millions of dollars of unshippable goods sitting in their warehouse? The Government will not be providing financial relief if the products become unavailable.
As an experience supplier to DLA and a regular shipper to the Tracy, CA distribution depot we wanted to confirm if this Tracy ship to address is the same DLA distribution depot? No, the delivery address is the FEMA Distriubtion Center in Tracy, California.
Is the customer aware that this kit will require approximately 100 truck loads to arrive at the same time? We have been rejected when requesting to schedule a delivery for much smaller shipments causing delays in delivery, acceptance and payment. The awardee(s) must delivery all commodites by January 29, 2021.
Has GSA ever purchased this kit (or similar kits) in the past?GSA has not purchased Pandemic Kits in the past but has purchased Hygiene kits.
Will the customer consider paying the awardee(s) for each kit component as it arrives at their facility (material cost only) to mitigate the availability risk associated with these products during this pandemic? The Government will not be providing payment per kit .
About ½ of the exact products they need have been backordered since March. In most cases we have found multiple alternate products that have the same function but with slightly different specs. What exceptions is the customer willing to accept to the specs called out in the BOM?Commodities must meet the specs outlined in the solicitation.
Item #1 - 400 floor stands & item #2 - 2000 1200mL dispensers. Is the intent to have 400 stand up stations and 1600 wall mounted dispensers? How does the customer intend on filling the dispensers with antibacterial since they are not requesting compatible refills?

They have included links to the Purell models which are backordered and only work with Purell refill bags. We need to make sure we are offering a version that will work with the antibacterial they intend to fill them with.

Please follow the guidance in the RFQ and make sure that items quoted align with the technical requirements
We are gathering as many backup options as possible due to the risk of inventory being depleted at time of order. Due to the Qty needed of each product to fill 200 kits, are they willing to accept more than 1 brand for each product? This will help us understand if our goal should be finding 1 or 2 suppliers with enough availability or finding as many suppliers as possible that can meet the exact specs regardless of how many they can supply. If the multiple brands meet the requirements of the RFQ and are considered technically acceptable FEMA will accept multiple brands.
There are sections in the RFQ for exceptions to any Non-BAA compliant items. If there are items that are unattainable due to higher costs or unavailability and meet the BAA requirements of exceptions granted, will we need to fill these line items out in their respective locations in the RFQ?Yes, please follow the guidance in the RFQ.
The 2 oz sanitizer, does it have to have a pump top or can it be a squeeze bottle top?hand sanitizer must meet the specs outlined in the solicitation.
Will exceptions be made in BAA compliant circumstances where BAA does not restrict foreign offers when “unreasonable costs” as compared to an offer containing foreign end products. The government will allow commodities that meet the Buy America defintion and exceptions listed in FAR 52.225
Do we have to provide BAA certificates with each line item?Offeror must demonstrate how each item meets the requirement
Will a larger pack size of any of the wipes be accepted if compliant with BAA and equal in price per unit to the provided links? All packs must meet the salient characteristics provided in the solicitation.
Can we have the partitions delivered on a separate truck than the container packs with the remaining contents, or must all the kits be grouped together on the same truck?Awardee(s) must have all delverires by Janaury 29, 2021. How you make those delveries is up to the awardee as long as it meets the packaging, trackign and deadline requriements in the solicitation.
When would the contract be awarded after close of offers? We cannot provide an exact date when the contract will be rewarded
Does Sanitizer and thermometers qualify as a COTS item?Yes
Some of the sanitizer stands and dispensers will come combined in the same box. will this be acceptable? Please refer to the RFQ for packaging and kitting requirements
Does the batteries for dispensers need to be included with the kit?Batteries must be included in the kit.
Do the nitrile gloves need to have a certain Mil spec? Do the gloves count as a COTS items? Do the gloves need to be a Medium/large or separate boxes of medium and large. If separate sizes are required, 33 boxes need to be split into 17 medium boxes and 16 large or vice versa? The gloves are required to be size medium. Please refer to the description in the RFQ
