UNC Institute for the Environment│10
The University of North Carolina at Chapel Hill The University of North Carolina at Chapel Hill, the nation’s first public university, serves North Carolina, the United States and the world through teaching, research, and public service. Founded in 1793 as the first public university in the United States, UNC is the 5th top-ranked university in the United States for federal research totaling $701 million annually. UNC conducts more than one billion dollars of sponsored research from all sources annually, making it the 12th largest US research university in research volume and annual expenditures.
UNC Institute for the Environment Within the University, the UNC Institute for the Environment (IE) (http://www.ie.unc.edu ) was formed with a vision of a world-renowned community at Carolina that is leading in innovative research, educating future leaders, and engaging the public to solve major environmental, energy, and development challenges.
Our mission it to strengthen environmental research capacity across UNC by supporting a multi-disciplinary community of scholars that enhances collaboration, increases sharing of knowledge, and identifies solutions to the world’s critical environmental problems. Further, to work in partnership across UNC and with external partners to coordinate and deliver 21st century educational programs that provide students with the experience and skills to thrive in a growing global economy. And lastly, to put new environmental knowledge into action by engaging and serving communities, here in North Carolina and around the world.
IE is leading UNC's world-renowned environmental community in developing solutions to these critical challenges. In doing so, it educates future environmental leaders and engages with the people of North Carolina and the nation to address and solve environmental challenges.
IE Center for Environmental Modeling for Policy Development IE’s Center for Environmental Modeling for Policy Development (CEMPD), is a team of research faculty, scientists and engineers dedicated to supporting sound policy making through the development and application of environmental software and models. Our clients and collaborators include government, industrial and academic professionals who utilize our services to generate and understand environmental information.
With a strong reputation in emissions, meteorology, air quality modeling, and extensive experience with the latest suite of models, CEMPD provides research, development, and application expertise in air quality modeling and related applications to federal, state, and local agencies, to regional planning organizations, to private research organizations and corporations, and to international groups.
Community Modeling and Analysis System (CMAS) Center
For Environmental Consulting, IE has an infrastructure in place with the Community Modeling and Analysis System (CMAS) Center. Under a cooperative agreement and earlier contracts with U.S. Environmental Protection Agency, the University of North Carolina’s Institute for the Environment has hosted the CMAS Center since 2001. IE performs CMAS activities within four main components: user support and training, software development, basic model research, and outreach.
The CMAS Center is designed to leverage the modeling community’s intellectual capital in air quality modeling and analyses and to continually refine the tools available for addressing air quality issues. At the core of the Center is the distribution and support of the Community Multiscale Air Quality (CMAQ) modeling system, the U.S. Environmental Protection Agency’s state-of-the-science air quality model; the Sparse Matrix Operator Kernel Emissions (SMOKE) model, an advanced emissions processor; and the Meteorology- Chemistry Interface Processor (MCIP).
The CMAS center’s analysis tools include:
Figure 1: CMAS C-Line Map to find air quality monitoring locations
The Community Multiscale Air Quality (CMAQ) Model;
The Sparse Matrix Operator Kernel Emissions (SMOKE) modeling system;
The Multimedia Integrated Modeling System (MIMS) Spatial Allocator;
The Atmospheric Model Evaluation Tool (AMET); and The Visualization Environment for Rich Data Interpretation (VERDI).
In addition, the Center distributes and supports the following models and tools:
Figure 2: TracyMyAir – Smart Phone App for Personal Exposure monitoring.
The Emissions Modeling Framework (EMF)’s Control Strategy Tool (CoST) (EMF/CoST);
The Input/Output Applications Programming Interface (I/O API);
The WRF-CMAQ system, which couples CMAQ with the Weather Research and Forecasting (WRF) model;
Figure 3: CMAS C-PORT Tool to estimate impacts of different port-related planning scenarios.
The Research LINE (R-LINE) dispersion model for near-surface releases;
The Community-LINE (C-LINE) model; the Community modeling system for near-PORT (C-PORT);
The Fertilizer Emission scenario Tool for CMAQ (FEST-C); and The Speciation Tool, which generates the factors needed to convert emissions inventory species to the lumped species used in air quality models.
Advancing Environmental Informatics Computational and big data methodologies are at the core of supporting environmental research, impact analysis, and environmental policy decisions utilizing advanced statistical and dynamical modeling tools. IE uses these tools to monitor how the environment changes and is affected by human society.
Improving Public Health Air and water pollution are among the world’s largest environmental health concerns, directly impacting respiratory health, and the safety and reliability of the food we eat and the water we drink. IE designs decision-support systems that help local and state health officials assess and develop policies to mitigate and improve environmental health, and to increase public awareness of potentially unhealthy and hazardous conditions.
Managing Environmental Risk Understanding the nature and sources of these environmental risks, particularly under conditions of climate change, is a topic of growing importance to many businesses, government agencies, and non-governmental organizations. This work identifies and characterizes financial risks linked to environmental events and transfers this work into practical application through relationships with industry and government.

Service Contract Labor Standards (SCLS) The Service Contract Labor Standards, formerly the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
