About this file

This is a Request for Information (RFI) issued by GSA's Technology Transformation Services (TTS) seeking market research on Source Issuer Verification services for the Login.gov program. The RFI specifically seeks information about SaaS solutions that can electronically verify U.S. state-issued driver's licenses and ID cards directly with record custodians in real-time, with coverage of at least 75% of the U.S. population who have such documents. Responses are due by March 19, 2025 at 5:30 PM ET.

The American Association of Motor Vehicle Administrators (AAMVA) currently provides these services through a sole-source contract under FAR 6.302-1. TTS is contemplating another sole-source award unless market research indicates other capable vendors exist. Interested vendors must submit capability statements limited to 10 pages describing how they meet requirements, including their ability to verify records without retaining PII, comply with GSA IT security policies, and handle data rights. The capability statements must include company information, relevant past performance, and specific explanations of how they would meet the draft Statement of Work requirements. All responses should be sent to jonah.jordan@gsa.gov and dustin.spiehler@gsa.gov.

2. Background In 2017, TTS designed and developed Login.gov, a shared authentication platform, to provide citizens with simple, secure access to online government services. To achieve this, Login.gov utilizes a Source Issuer Verification service to electronically verify U.S. State-issued Driver’s License (DL) and Identity (ID) card data directly with the custodian of the record in real time at Login.gov’s request. This results in a government-provided “digital identity” for each user, established at National Institute of Standards and Technology (NIST) 800-63-3 (or its successors) Identity Assurance Levels (IAL) 1 or 2 and Authentication Assurance Level (AAL) 2.

The resultant digital identity provides users the ability to sign in with a single set of credentials for all participating government programs.

The American Association of Motor Vehicle Administrators (AAMVA) currently provides the Source Issuer Verification services to Login.gov via a sole sourced standalone contract in accordance with FAR 6.302-1, Only one responsible source. This contract is the second instance of GSA sole sourcing these services to AAMVA. Pending different market research results, TTS contemplates sole sourcing a follow-on contract for these services as well.
