About this file
This is a Questions and Answers document that provides clarification on several aspects of RFQ 47QPCA25Q0006 for Login.gov Kantara Assessor Support services. The document reveals that the incumbent contractor is Easy Dynamics Corporation with subcontractor Slandala Company, operating under Contract 47QTCB22D0022 Order 47QPCA23F0008 with a value of $4,219,719.46.
Key clarifications include payment schedule requirements allowing vendors to propose their own delivery-based payment terms, concerns about Organizational Conflict of Interest (OCI) related to the limited number of Kantara certified organizations, and timeline considerations for the Federal Assurance Level (FAL2) assessment. The base period is specified as January 27, 2025 - October 19, 2025, with the first Annual Conformity Review (ACR) due by September 1, 2025, and a second ACR due September 1, 2026. The document notes that specific terms for optional FAL2 accreditation services will be established via modification if needed.

| Request for Quote | VII. PAYMENT SCHEDULE | |||||
| 20 | The RFQ states that "The payment schedule must be based upon the contractor’s delivery of deliverables associated with the performance of the contract." The final deliverable is the Final Login.gov Kantara Assessor Report and proceeds the Kantara ARB review and approval. Typically, support would be required through the ARB review and may require iterative updates of the S3A and Assessor Report, with no final tangible deliverable associated with the conclusion. Is there a milestone or "deliverable" the government would like to associate with the final payment/invoice? | The Government is not specifying the deliverables/partial deliveries to associate with payment. Per RFQ section 4.4.2, para. VII, "The offeror shall propose a payment schedule based on deliverables/partial deliveries." |
This provides offerors the ability to propose the payment schedule they consider to be appropriate per each delivery/partial delivery for Government review/acceptance. The Government recommends vendors include follow-on items (post assessor report) in their payment schedule.
| Potential Organizational Conflict of | ||||
| Interest Declaration | There are currently just under 20 Kantara certified organizations and 3 assessing organization, so overlap is inevitable. Several of these certified organizations operate in the same market space and competing organizations may easily share assessors. The Kantara framework and best practices call for impartially and, of course, the protection of vendor proprietary information. Is there any reason to think being the assessor for competing vendors would be considered an OCIO? | If an offeror cannot make the OCI declaration, it shall provide the information required by the RFQ for Government evaluation (RFQ Section 4.4.2, para. II, and Att. 3.3). Once the solicitation has closed, the quote information will be evaluated to determine whether an OCI exists, contractual considerations, and eligibility for award. | ||
| Combined Synopsis/Solicitation - | ||||
| Request for Quote | Combined Synopsis/Solicitation | 1 | The RFQ identified a Base Period: January 27, 2025 - October 19, 2025. Discussions with the Kantara Assessment coordinator have suggested that ARB reviews are getting longer. For the ACR this is unlikely to be an issue, but for the FAL assessment this may be a particular concern. | |
| It has not yet been determined if the Government will pursue the FAL2 accreditation. If/when the optional services are determined to be needed, specific terms, such as the timeframes and due dates, will be established via modification as indicated in the Task 2 Deliverables table in the SOW (Pgs. 5 & 6). |
