About this file

This is a Limited Sources Justification (LSJ) document for a call order under a Blanket Purchase Agreement (BPA) with Genesis Consulting Partners, LLC for Travel and Expense Systems Implementation and Integration Support Services. The procurement is for the Go.Gov (formerly ETSNext) program, supporting pre-deployment planning and early deployment phases, with a total 16-month performance period (4-month base and 1-year option) expiring on November 10, 2026.

The justification emphasizes the need for highly specialized Subject Matter Expert (SME) support, particularly for Financial Management (FM) system integration. Key services include solution verification, Full Operational Capability (FOC) phase design, stakeholder endorsement, and change management. The document argues that Genesis is the only contractor capable of providing these services due to their existing knowledge of the Go.Gov acquisition, ongoing work with GSA, Federal Law Enforcement Training Center (FLETC), and Bureau of Fiscal Service (BFS), and their unique expertise in legacy travel system interfaces. The total estimated value is redacted, with funding currently available only for the base period.

Federal Acquisition Service

Limited Sources Justification

FAR 8.405-6

BPA 47QMCB22A0004

BPA Call 47QMCB25F000H

1. Identification of the agency and the contracting activity

This requirement is administered by the General Services Administration (GSA) for procurement of Travel and Expense Systems Implementation and Integration Support Services.

Contracting Activity: General Services Administration (GSA), Federal Acquisition Service (FAS), Travel Acquisition Support Branch (QMACB), 1800 F Street, NW, Washington, D.C. 20405.

2. Nature and/or description of the action being approved.

The purpose of this limited source justification is to support the award of an additional call order under BPA 47QMCB22A0004 to Genesis Consulting Partners, LLC (Genesis) for continued independent verification and validation (IV&V), financial management system integration expertise, and agency transition and change management in support of the implementation of Go.GOV (formerly ETSNext) GSA originally awarded BPA 47QMCB22A0004 on September 22, 2022 using GSA’s Federal Supply Schedule (FSS) program. The ordering period is September 22, 2022, through September 22, 2027. The current ceiling for the BPA is $ Call Orders against the BPA have hit the current ceiling amount of $ This limited sources justification will increase the ceiling by $ The existing BPA is the most logical vehicle against which to fulfill this requirement as its scope includes precisely the services to be provided by this requirement and Genesis is continuing work from a similar call order.

The period of performance for this call order will be for a total of sixteen (16) months, with a four

(4) month base and one (1) year option period and will expire on November 10, 2026. The purpose of this action is to support the pre-deployment planning and early deployment phase of the Go.Gov Initial Operating Capability (IOC). The Go.Gov IOC has an anticipated start date of November 3, 2025, and GSA has an immediate need for these highly specialized services through the early stages of implementation. The scope includes independent verification and validation (IV&V), PMO expertise support, and agency transition and change management support. Additionally, the Financial Management (FM) integration work is highly specialized, and there are very few resources available that understand the financial systems and how they interact with current e-Gov Travel Service (ETS) 2 implementations. This skillset is necessary to lower transition risks.

3. A complete description of the supplies and/or services required to meet the agency’s needs (including an estimated value).

The required expertise for the services provided under this order are highly specialized. To support the Go.Gov award over the next few months, the contractor must continue providing Subject Matter Expert (SME) support activities including:

● Complete solution verification to ensure GO.gov solution has a core configuration and related managed services that are policy compliant and aligned to contract requirements.

● Full Operational Capability (FOC) phase design and solution implementation activities.

● Customer and stakeholder endorsement for Go.Gov requirements, acceptance criteria.

● Reduced transition risk and change management burden for Federal agencies for adapting to core configuration standards and FM integration support.

It is imperative that these services continue with the incumbent contractor. Awarding to any source other than the incumbent contractor will jeopardize the continued performance and support of the Go.Gov award and governmentwide implementation. As previously stated, the Financial Management (FM) integration work is highly specialized, and there are very few resources with the required government FM and legacy ETS2 application (Concur and E2 Solutions) expertise in the job market today. Knowledge of the existing interfaces, especially for the agencies currently using E2 Solutions, is necessary to build out the future state application programming interfaces (API). The incumbent completed the API requirements and provided SME support in the proposal evaluation. The level of resources required during these transition years is higher than steady state, therefore acquiring these services through award to any other contractor is not the optimal solution. Transition for the GSA, Federal Law Enforcement Training Center (FLETC), and Bureau of Fiscal Service (BFS) have already begun and changing mid-stream would not be economical or efficient. Any lapse of service will cause serious disruption to GSA’s ability to support this critical governmentwide requirement and timely transition from the current travel and expense system.

The total estimated value for this action is $ with a base period value of $ and the option period 1 value of $ The FAS commissioner provided approval to proceed for this requirement on 07/15/2025 up to the amount of $ Funding is currently only available for the base period of performance in the amount of $ funding for the optional period will be provided in FY26.

4. The authority and supporting rationale (see FAR 8.405-6 (a)(1)(i)(B) - Only one source is capable of providing the supplies and services required at the level of quantity required because the supplies or services are unique or highly specialized.

Due to the circumstances noted above, it is imperative that SME Support for pre-deployment planning and early deployment phase for Go.Gov are continued with the incumbent contractor.

The current contractor has performed the required services since September 2022 and has obtained skilled staff with detailed knowledge of the Go.Gov acquisition that cannot be replaced.

As previously stated, the incumbent has been actively assisting with the transition for the GSA, FLETC, and BFS. A new vendor would require time to on board, become familiar with the agencies' specific needs, and develop the necessary expertise for early detection of defects.

This early detection is crucial for preventing mission-critical software failures. In addition, shifting to an alternative vendor at this time would likely cause delays for these agencies in utilizing the travel system and, consequently, impact travelers' ability to make their arrangements.

Therefore, in accordance with FAR 8.405.6 (a)(1)(i)(B), Only one source is capable of providing the supplies and services required at the level of quantity required because the supplies or services are unique or highly specialized.

5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

The Contracting Officer (CO) has determined that the expected outcome of this acquisition, in the Government’s estimation, provides the greatest overall benefit in response to the requirement and therefore the best value to the Government consistent with FAR 8.404(d), based on all factors considered above.

IAW FAR 8.404(d), GSA has already determined that prices are fair and reasonable at the award of the current BPA. Pricing for this effort is in accordance with the base BPA award 47QMCB22A0004. The Contracting Officer secured additional discounts for this contract action.

6. A description of the market research conducted among schedule holders, and the results of the research, or a statement why market research was not conducted.

Market research was conducted at the base BPA level under NAICS 541611 - Management Consulting Services, and PSC Code R499 Other Professional services. An RFI was issued in FY22 which returned that five companies were capable of performing the scope of work.

Documented in Market Research dated August 12,2022. The base BPA was competed under the MAS Schedules and utilized full and open competition procedures. An annual review was conducted of the BPA 47QMCB22A0004 and placing an order under the BPA still represents the best value. The CO determined the current contractor is capable of performing this work in the time frame (July 2025 – November 2026) and expertise that is required.

7. Any other facts supporting the limited source justification

The work for this BPA Call is of the exact nature to the work that was originally awarded. The incumbent is the only source capable of completing the required work due to their experience currently performing services supporting the Go.Gov program. The current contractor has a team of highly qualified subject matter experts that are privy to contract information from the Go.Gov source selection process. Currently the incumbent is supporting the GSA, FLETC and BFS and is familiar with their agency specific needs.
