About this file

This is a Questions and Answers document for RFQ#47QMCA26Q0061 concerning a 40-ton hydraulic sliding axle trailer procurement.

The document addresses four vendor inquiries regarding specifications in the solicitation. The government confirmed that a strobe light package requirement mentioned on the headache rack was a typographical error and is not required. However, the government affirmed that ISO/CONEX container twist lock pocket requirements are mandatory, clarifying that the trailer must accommodate one 40-foot container, two 20-foot containers, six TRICONs, and eight QUADCONs, or combinations thereof, with dimensions specified for each container type. The trailer must feature permanently affixed twist lock pockets below deck height with removable locks that do not protrude above the deck surface or hang down during transport. The government also confirmed that ratchet winch reels with twelve 4-inch nylon winch straps rated at 5,500 pounds working load limit (minimum) on the driver side, combined with 2-way chain slots accommodating 3/8-inch chains on outer side main beams, are valid requirements for securing cargo. Finally, the government clarified that ATTLA Air Certification is not a requirement for this acquisition, contrary to specifications in previous versions of the solicitation.

40T Hydraulic Sliding Axle Trailer Vendor Questions

Question 1- Strobe light package on the headache rack? Need more details on what is required for this.

Gov’t Answer- This is not a requirement, it is a typo in the PD.

Question 2- Trailer must come equipped with permanently affixed recess below deck height twist lock ISO container locks and must have enough ISO locks to meet the configurations below for the trailer to secure and carry all at once. Twist locking handles shall not hang down while in transport mode, and ISO lock when not in use shall not protrude above the surface of the main deck surface.

Load configuration 6 TRI-CONs. This appears to be from another specification and likely not applicable for the sliding axle trailer. Is this possibly a mistake on the PD. Also this would affect the location of the requested chain slots.

Gov’t Answer – This is a requirement - Trailer Hydraulic Sliding Axle 40T W/ISO Locks will help support loading, offloading, transport, and recovery of rolling support equipment, ISO/CONEX containers to include One (1) 40-ft., Two (2) 20-foot, Six (6) TRICONs, and Eight

(8) QUADCONs, or combination of, and various kits, to and from applicable work sites, on improved and unimproved surfaces, on and off road (unimproved dirt trails and grassed fields), under all weather and terrain conditions, and in permissive to austere environmental conditions.

The trailer must allow equipment to be rolled on and off of the deck for rapid response, deployment, and sustainment –

Specs

ISO/CONEX Container Twist Lock Pockets and removable twist locks to accept the following configurations:

1. One (1) ISO Container 40ft.

2. Two (2) ISO Containers 20ft.

3. Six (6) ISO Container TRICONs

4. Eight (8) ISO Container QUADCONs

5. (6ft 5-1/ 2 in. (L) x 8ft. (W) x 8ft. (H).

6. (Size 4ft. 9-3/8 in. (L) x

7. 8ft. (W) x 6ft. 10in. (H).

Question 3- Trailer also must be equipped from front to back both sides of main deck with linear adjustable with no less than 12 EA 4” ratchet straps. Appears to be from a different PD. Does not make sense to have on this trailer in lieu of chaining?

Gov’t Answer – This is a valid requirement –

Ratchet winch reels/spools (Fixed), twelve (12) (minimum) driver side, with 4-inch nylon winch straps, rated at 5,500 pounds (WLL) (minimum). Chain Slots: 2-Way on Outer Side Main Beams to accommodate 3/8 inch size chains (qty TBD).

Question 4- Air Certification ATTLA has been removed from previous PD -Is that correct that they no longer require Air Certification?

Gov’t Answer – ATTLA Air Certification is not a requirement for this acquisition.
