About this file

This document is a Sole Source Justification for a contract between the General Services Administration (GSA) Fleet and the National Law Enforcement Telecommunications System (NLETS). The contract will provide a secure connection enabling law enforcement officials to check the status of U.S. Government vehicles in real-time using vehicle identification numbers (VIN) or license plate numbers through the Federal Motor Vehicle Registration System (FMVRS). The GSA 2025 contract will have a one 12-month base period and four 12-month option periods, with NLETS being identified as the only responsible source capable of providing this specialized service due to its unique network that connects law enforcement, criminal justice, and public safety information systems across all U.S. states and territories.

The justification emphasizes NLETS' exclusive capabilities, including being the sole provider of technical support services and the only entity that can provide access to vehicle registration databases accessed by criminal justice offices nationwide. GSA Fleet has determined that no other vendor can fulfill the specific requirements for the International Justice & Public Safety Network services. The contract will be awarded under the authority of 41 U.S.C.1901 and FAR 13.106-1(b), with the pricing to be determined as Fair and Reasonable based on historical pricing, though the exact estimated value is redacted in the document.

Government vehicle in real-time using the vehicle identification number (VIN) or license plate number.

3. Description of Supplies/Services:

Government vehicle in real-time using the vehicle identification number (VIN) or license plate number.

The service provider must allow law enforcement officials using the National Law Enforcement Telecommunications System (NLETS), The International Justice & Public Safety Network, to query U.S. Government license plates and vehicle identification numbers (VIN) in the Federal Motor Vehicle Registration System (FMVRS), housed in GSAFleet.gov.

The query must return the status of U.S. Government license plates and vehicles. The provided service must enable NLETS to communicate with FMVRS in real-time. Because of the sensitive nature of the information, the connection must be properly secured and maintained between GSAFleet.gov and NLETS.
