3 SOW Reference 3.1: Wholesale Automated Data Transfer (Due: Daily)
Does the "Daily" due date for this task refer to the implementation of the task itself being due on a daily basis,or does it mean that the output of this service (e.g., data or updates) is to be consumed by the GSA Fleet system on a daily basis?
GSA Fleet Systems will send VINs daily and receive wholesale values on a daily basis from the vendor.
4 SOW Reference 3.2: Online Manual Vehicle Valuations (Due: Immediately upon request)
For this deliverable, does "Immediately upon request" mean that the implementation of this task should be available immediately upon request, or does it refer to the time frame within which the system provides the requested output to a GSA employee (i.e., the valuation information is available immediately upon request)? GSA may enter a VIN into the vendor's website, which will produce an immediate value.
5 Is it the responsibility of the contractor to identify and integrate with those platform? Intergration is not required.
6 Providers of the data (wholesale prices) might charge on a subscription basis or some otherpricing model; has the Agency incorporated that possibility in the budget of the project? Or is it the responsibility of the contractor? It's the responsibility of the contractor.
7 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. This is a re-compete. This contract has been previously held by different contractors.

2. Scope of Work The scope of this contract includes on-line vehicle wholesale valuation services. Vehicle types include passenger vehicles, light trucks (<12,500 GVWR), and medium duty vehicles (12,500 - 23,999 GVWR). Valuations are required on a state-by-state basis for all 50 states, the District of Columbia, and Puerto Rico. Wholesale vehicle values must be available through an automated electronic data interface and through manual upload/download retrieval via a web-based portal.
The services are to provide a value from which GSA Fleet can determine how well their sales are going as compared to the weighted wholesale prices for each vehicle in the specific locality where they are being sold. The purpose is to enable GSA Fleet to be proactive in determining upset prices or minimum acceptable bids and allow GSA Fleet to determine whether the goals established by GSA Management are being met as compared to the prices that are being obtained by the private sector.
