The purpose of this amendment is to provide answers to the questions received on the solicitation, and update the location list. The due date for the submission of the quote remains unchanged and is still required to be received no later than 5:00 PM eastern time on September 30, 2020.

Offeror Question Government's Response
1 Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 47QMCA20Q0046 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?
If possible, can you please provide the most recent contract or task order number?
Marshalling services have been provided in the past or are currently being provided for in most of the locations listed.
2 Are we asking for just 1 single price for CLIN 0001A-E that is inclusive of both Group 1 and 2 and type 1 and 2?
Yes. A single price is being requested for CLINs 0001A-E inclusive of Group 1
& 2 and Type 1 & 2 vehicles.
3 CLIN 0002, does it make sense for an auction house to price this if they currently do not have an auction contract in place with GSA? After reading the SOW for Custodial Marshalling it looks like GSA is asking the marshaller to create items that the auction house would most likely redo on arrival such as the vehicle condition report.
The Custodial Marshalling Sales Preparation CLIN is used for vehicles that will not be physically moved from the marshalling contractor's location to an auction house location for sale. All of the security and storage, cleaning, repairs, staging, and inspection period will be conducted at the marshalling location. The marshalling contractor coordinates with the Selling Agent auction to provide items such as condition reports and pictures. The auction house acting as the selling agent actually performs buyer registration, conducts the sale, collects proceeds, and creates the required documentation. Once the sale has concluded, documentation is sent back to the Custodial Marshalling Sales
Preparation marshalling vendor so the vehicle(s) can be released to the appropriate buyer(s).
4 I see the document "Schedule of Service" has a listing for multiple types of jobs. As I understand it, we are to provide a price for each line/job type per unit for that particular service provided. Do I understand this correctly?
Price submission is mandatory for all items on the Schedule of Services unless it is listed as "optional".
5 What services are required to be performed from the SOW that encompass the marshalling fee for:

i) New/Additional vehicle Marshalling- Consignee Delivery
ii) New/Additional vehicle- Dealer Delivery
iii) Exchange vehicle marshalling
iv) Reassignment vehicle marshalling
6 On the Schedule of Supply Services where it references dealer and consignee delivery w/ an exchanged vehicle (Pair). It looks like that is 1 for 1 with a pickup and drop off. Is this requesting a discount for a 1 for 1 transaction?
Yes.

7 The SOW requires that we take vehicles from 8:00am to 4:30pm local time.
Would there be any considerations such as; 8:00am to 4:00pm or regular business hours?
Our SOW aligns with the contracts we have with vehicle manufacturers which require them to deliver vehicles within that same specific time frame. You may request an exception to the requirement in our SOW. The Technical Evaluation
Team will review the request and either accept or reject.
8 How many days after a vehicle is delivered are we required to hold it before storage can begin?
Refer to Section 3.3.10. Security and Storage Marshalling SOW
9 The SOW lays out the services desired, however it would be helpful to have a workflow for each marshalling service so we can better understand the labor involved. Could GSA provide this?
GSA does not currently have workflow diagrams for marshalling services.
10 Will we need to have locations trained on GSA’s internal vehicle management system? It is listed as (Optional) on the SOW. I do see where we can use our own management system, but would need to provide GSA updates on vehicles in inventory, correct?
If you are referring to the optional Electronic Inventory Management System
(EIMS) under 3.3.1 in the SOW, this would be a system provided by the contractor. It could be the contractors internal system, or a third party inventory management system (e.g., AutoIMS). Either way, it must meet the requirements of the SOW. If AutoIMS is utilized as the EIMS, GSA does have specific data requirements and the contractor will be trained on those. If the optional EIMS is not provided, the contractor will need to provide updates on vehicles in inventory as stated in 3.3.3 in the SOW.
11 Will onsite training be provided? Any COVID policies that would prevent proper training?
It depends on the location. Currently most GSA offices are still shut down and
GSA employees are prohibited from returning to the office or make site visits.
GSA is taking every precaution for the safety and health of their employees and contractors. Offices will open up in a phased approach. However, each city and state has their own regulations that come in to play. If in person training cannot be provided, then virtual training will be provided on some sort of online WebEX or Zoom platform. There will be constant contact to allow for proper training.
12 Outside of general labor including; fueling, removal of plates, documentation, decal removal, damage inspections, equipment verification, etc. What if any possible mechanical services would need to be performed? Or, are additional mechanical services only required on custodial preparation?
Yes, that is custodial prep only. Refer to the Schedule of Services Item number
