X001 CLIN Unit Descriptions
| X001 | Analysis & Assessment of Emerging Technology Impacts (Samples / Examples of Typical Work and Factors of Increased Complexity | ||
| 3.1.1 | Asymmetric Emerging Technologies Impact | ||
| The contractor shall provide analysis and assessment of asymmetric emerging technologies, specifically focused on the impact these technologies may or likely would have on a specific Mission, Program, or Activity, as defined by the Client for the task order requirement. For each Mission, Program, or Activity, the contractor shall utilize its subject matter expertise to identify the range, maturity, likelihood of a asymmetric emerging technology impact on the Mission, Program, or Activity. Additionally, the contractor shall present, where practical, a mitigation plan (or similar recommendation) to aid the Mission, Program, or Activity in their preparedness for the asymmetric technologies. | |||

For each Mission, Program, or Activity, the contractor shall utilize its Subject Matter Expertise to rapidly acquire a generalized appreciation of the technical facts as they present so a reasonably informed analysis and assessment can be undertaken. This includes promptly establishing a time-based sequence of events to maintain pace with the triage given the time constraints and performing an analysis and assessment from the perspective of a triage. | |||

| The contractor shall provide analysis and assessment of Continuity of Operations Planning/Continuity of Government (COOP/COG) in Data Communications for a Client specified Mission, Program, or Activity, with a specific focus on (1) emerging or novel technology applications, and (2) non-traditional approaches to data communications. The contractor shall consider a wide range of factors for the Client specified Mission, Program, or Activity, across the entirety of the physical spectrum. | |||

| 3.1.6 | All Spectrum Senior Leadership Enterprise Technical Security | ||
| The contractor shall provide analysis and assessment of All Spectrum Senior Leadership Enterprise Technical Security for a Client specified Mission, Program, or Activity, with a specific focus on (1) elements of the Senior Leadership technical equipment during transit, and (2) elements of the Senior Leadership technical equipment during deployed use. The contractor shall develop a thorough understanding of the technical equipment that comprises the Senior Leadership Enterprise through every phase of use, from residential, mobile, airborne, and overseas. The contractor will then evaluate the risks and provide potential countermeasures for any gaps or deficiencies noted, again reporting through appropriate channels. | |||

| The contractor shall provide analysis and assessment of Signature Management in Rapid Escalation Scenarios for a Client specified Mission, Program, or Activity. The signature spectrum can include physical (e.g., location), logical (e.g., cyber), radiated (e.g., electromagnetic or acoustic), and passive (e.g., residue). During periods of rapid conflict escalation, the challenges of signature management are increased, and this effort will identify novel and rapid means to manage signature at minimal mission impact. The contractor will review Concept of Operations (CONOPS), Tactics, Techniques, & Procedures (TTP), battle plans and the like to construct a model of the signature associated with the Client specified Mission, Program, or Activity. The depth of that model, along with the proposed management plan will form the analysis and assessment deliverables. | |||

| The contractor shall provide analysis and assessment of Innovative Near Peer Countermeasures and Risk Calculus for a Client specified Mission, Program, or Activity. Based on that Client specified engagement, the contractor shall form an analysis and assessment of potential innovative countermeasures that could be rapidly developed and employed to offset near peer threats. The contractor shall also perform an analysis and assessment of the risks associated with the proposed countermeasures. The risks include not only technical maturity risks, but also risks associated with the probability of the effectiveness of the countermeasure, as well as risks associated with potential responses from the near peer. | |||

| The contractor shall provide analysis and assessment of Harnessing Rapidly Evolving Commercial Developments for Intelligence for a Client specified Mission, Program or Activity. The contractor shall examine rapidly evolving commercial developments with an emphasis on the potential application of those developments as it pertains to intelligence, across all traditional areas (e.g., OSINT, SIGNINT, MASINT, etc.). Through the contractor's experience, the contractor will (during the duration of the task order effort) continue to observe and explore the commercial space to identify technologies that may afford new and novel approaches to the intelligence gathering domain. The contractor will provide model scenarios or simple benign examples that serve to illustrate the possible benefits of these new and novel commercial applications. | |||

| 3.1.10 | Enhancing Warfighter Intelligence by Extracting Information in a Sea of Data | ||
| The contractor shall provide analysis and assessment of Enhancing Warfighter Decision Clarity by Extracting Information in a Sea of Data for a Client specified Mission, Program, or Activity. By employing any mixture of data analytics, machine learning, data source fusing, cross sensor cueing and data triage, the contractor will complete the analysis and assessment of enhanced decision clarity for the given data set as provided by the Client specified Mission, Program, or Activity. | |||
| The contractor will examine the data set provided to gain an overall understanding and appreciation of the scope and nature of the data contained. The contractor will then look to identify novel and/or effective approaches to reduce the “information clutter” and thereby make valuable data easier to extract from the large data set. | |||
| The contractor will also have to understand the access and restrictions on the Client data and include that into the analysis and assessment process. Single-source unrestricted/unclassified data represents the most accessible data, whereas multiple-source and/or restricted/classified data sets a greater challenge to any given approach | |||

X002-04 CLIN Unit Descriptions
| X002 | Development and Test of Rapid Small Scale Solutions | |
| Development and Test efforts will require the contractor to perform an accelerated concept development that can readily be validated as an innovative solution. As the emphasis is on rapidity as well as the efficacy of the solution, a balance between the two factors is anticipated; the notional “80% solution” may be acceptable if the solution is to be quickly produced and deployed. | ||
| Efforts will require the contractor to apply novel technologies coupled with previously unknown or not understood architectures to address today's technical challenges. The contractor must identify approaches that can solve those new or emerging technical challenges that may involve disruptive approaches. Those approaches may require significant “socialization” with current policy stakeholders, as well as detailed technical interchanges with various levels of the Department of Defense (and possibly others) to support the need for modifications of the current acceptable paradigms. | ||
| Innovation shall be paramount; a re-application of an existing approach may not be sufficient. The requirement of enhanced mission success, as articulated within the task order requirement (by the client organization), mandates that the contractor identify, develop, and ultimately show a path to deliver the total solution, in a constrained period. For each Mission, Program, or Activity, the contractor shall rapidly establish candidate approaches to address the Client use case, and down select amongst those candidates to arrive at the most achievable and most promising technical solution possible given the available timeline. | ||
| The contractor shall develop a fast validation test plan and implement it, to efficiently determine if the proposed technical solution holds promise. The “fail early” paradigm is central to this effort; if the technical solution isn't suited, quickly discard and seek a viable alternative. Upon reasonable validation of a rapid and innovative technical solution, coordinate with the Client in as streamlined a process as possible to get a pilot solution developed, and ensure that Client or user feedback is acquired at every available point, to assist in validation process feedback, and to inform any future enhancements. | ||
| A representative Base Unit for this CLIN is a non-urgent Client request to provide a cost effective and secure means to access unique data needs. The simplest of solutions would utilize commercial off the shelf (COTS) or government off the shelf (GOTS) products to rapidly develop and validate a solution. The deliverable is the conceptual proposed solution and the solution validation results. | ||
| Factors of increased complexity which act as baseline multipliers include, distinct classification requirements, network restrictions, maturity of technology, shortened timelines, availability of COTS/GOTS HW/SW to augment the solution, requested redundancy or durability requirements etc. The specific details of each development effort shall be agreed upon and outlined in the task order documentation. The Client may also request additional testing or augmentation of an existing system or prototype to enhance mission capabilities. These efforts including test planning, analysis of results, and development of new solutions will be captured under CLIN X002. | ||
| X003 | Prototyping and Production | |
| For each Mission, Program or Activity, the contractor shall utilize its Build and Test Capabilities to: | ||
| a. Identify, develop, and test any new disruptive technology that can overcome obstacles presented by new technical challenges. Along with any development and deployment efforts, the contractor will continuously evaluate the approach to identify areas where existing policy, authorities or accepted standards conflict with the new technology. | ||
| b. In concert with (a) above, the contractor will prepare detailed technical packages and develop technical briefings to support the effort to gain adoption across all bodies necessary for deployment. | ||
| c. As requested, the contractor shall develop test articles for “red team” testing, and staff and support the associated technical interchanges as mandated by the testing or accrediting organizations. | ||

This effort will require the contractor to develop a small-scale prototype that can be quickly deployed, with a focus on supporting rapid turn enhancements in the field. | ||
| The contractor may be requested by the Client to provide deployment planning and Support of High Risk, Short Turn, Target of Opportunity Deployments of Immature Technology for a Client specified Mission, Program or Activity. This effort will require the contractor to expedite unproven solutions, in a highly reduced time frame, potentially using immature technology, to take advantage of a target of opportunity. | ||

| The contractor shall provide comprehensive support and sustainment services for all systems as defined by task order requirements. This support may include power requirements, HVAC, system housing, physical/cyber/health alarmed monitoring, telecom and data requirements, routine maintenance, accreditation support, and software version update integration support. | ||
| A representative Base Unit for this CLIN would be support and sustainment for a simple, externally housed (not in contractor facility) and managed mission system. The deliverable is the sustainment plan and any included execution support. | ||

| 3.1.10 | Enhancing Warfighter Intelligence by Extracting Information in a Sea of Data | ||
| The contractor shall provide analysis and assessment of Enhancing Warfighter Decision Clarity by Extracting Information in a Sea of Data for a Client specified Mission, Program, or Activity. By employing any mixture of data analytics, machine learning, data source fusing, cross sensor cueing and data triage, the contractor will complete the analysis and assessment of enhanced decision clarity for the given data set as provided by the Client specified Mission, Program, or Activity. | |||
| The contractor will examine the data set provided to gain an overall understanding and appreciation of the scope and nature of the data contained. The contractor will then look to identify novel and/or effective approaches to reduce the “information clutter” and thereby make valuable data easier to extract from the large data set. | |||
| The contractor will also have to understand the access and restrictions on the Client data and include that into the analysis and assessment process. Single-source unrestricted/unclassified data represents the most accessible data, whereas multiple-source and/or restricted/classified data sets a greater challenge to any given approach | |||
| A representative base unit would be analysis and assessment of enhanced decision clarity with single-source unrestricted data sets, resulting in a novel and/or effective approach for the Client provided data set. Factors of increased complexity which act as baseline multipliers would include the number of data sets requested as well as providing a clearly defined approach to address data that resides in restricted/classified data repositories. | |||
| X002 | Development and Test of Rapid Small Scale Solutions | ||
| Development and Test efforts will require the contractor to perform an accelerated concept development that can readily be validated as an innovative solution. As the emphasis is on rapidity as well as the efficacy of the solution, a balance between the two factors is anticipated; the notional “80% solution” may be acceptable if the solution is to be quickly produced and deployed. | |||
| Efforts will require the contractor to apply novel technologies coupled with previously unknown or not understood architectures to address today's technical challenges. The contractor must identify approaches that can solve those new or emerging technical challenges that may involve disruptive approaches. Those approaches may require significant “socialization” with current policy stakeholders, as well as detailed technical interchanges with various levels of the Department of Defense (and possibly others) to support the need for modifications of the current acceptable paradigms. | |||
| Innovation shall be paramount; a re-application of an existing approach may not be sufficient. The requirement of enhanced mission success, as articulated within the task order requirement (by the client organization), mandates that the contractor identify, develop, and ultimately show a path to deliver the total solution, in a constrained period. For each Mission, Program, or Activity, the contractor shall rapidly establish candidate approaches to address the Client use case, and down select amongst those candidates to arrive at the most achievable and most promising technical solution possible given the available timeline. | |||
| The contractor shall develop a fast validation test plan and implement it, to efficiently determine if the proposed technical solution holds promise. The “fail early” paradigm is central to this effort; if the technical solution isn't suited, quickly discard and seek a viable alternative. Upon reasonable validation of a rapid and innovative technical solution, coordinate with the Client in as streamlined a process as possible to get a pilot solution developed, and ensure that Client or user feedback is acquired at every available point, to assist in validation process feedback, and to inform any future enhancements. | |||
| A representative Base Unit for this CLIN is a non-urgent Client request to provide a cost effective and secure means to access unique data needs. The simplest of solutions would utilize commercial off the shelf (COTS) or government off the shelf (GOTS) products to rapidly develop and validate a solution. The deliverable is the conceptual proposed solution and the solution validation results. | |||
| Factors of increased complexity which act as baseline multipliers include, distinct classification requirements, network restrictions, maturity of technology, shortened timelines, availability of COTS/GOTS HW/SW to augment the solution, requested redundancy or durability requirements etc. The specific details of each development effort shall be agreed upon and outlined in the task order documentation. The Client may also request additional testing or augmentation of an existing system or prototype to enhance mission capabilities. These efforts including test planning, analysis of results, and development of new solutions will be captured under CLIN X002. | |||
| X003 | Prototyping and Production | ||
| For each Mission, Program or Activity, the contractor shall utilize its Build and Test Capabilities to: | |||
| a. Identify, develop, and test any new disruptive technology that can overcome obstacles presented by new technical challenges. Along with any development and deployment efforts, the contractor will continuously evaluate the approach to identify areas where existing policy, authorities or accepted standards conflict with the new technology. | |||
| b. In concert with (a) above, the contractor will prepare detailed technical packages and develop technical briefings to support the effort to gain adoption across all bodies necessary for deployment. | |||
| c. As requested, the contractor shall develop test articles for “red team” testing, and staff and support the associated technical interchanges as mandated by the testing or accrediting organizations. | |||
| A representative Base Unit in this subcategory would be a non-urgent task order requirement (Client request) to provide a cost effective and secure means to access unique data needs. The simplest of solutions would utilize commercial off the shelf (COTS) or government off the shelf (GOTS) products to rapidly develop and validate a solution. The deliverable is the prototype and/or the production of end-user items. | |||

| X004 | Deployment Support | ||
| The contractor shall provide development and deployment of Small-Scale Prototype Deployment for Incremental, Fast and Successive Product Cycles for a Client specified Mission, Program or Activity. This effort will require the contractor to develop a small-scale prototype that can be quickly deployed, with a focus on supporting rapid turn enhancements in the field. | |||
| The contractor may be requested by the Client to provide deployment planning and Support of High Risk, Short Turn, Target of Opportunity Deployments of Immature Technology for a Client specified Mission, Program or Activity. This effort will require the contractor to expedite unproven solutions, in a highly reduced time frame, potentially using immature technology, to take advantage of a target of opportunity. | |||
| A representative Base Unit for this CLIN would be a non-urgent Client request to plan and support the deployment of a simple end-user item. The simplest of solutions would include local deployment for contractor-housed systems. The deliverable is the deployment plan and any included execution support. | |||
| Factors of increased complexity which act as baseline multipliers include, distinct classification requirements, maturity of technology, shortened timelines, deployment location(s) and their inherent security implications, requested redundancy, complex authorities or accreditation requirements, etc. The specific details of each development effort shall be agreed upon and outlined in the task order documentation. | |||
| X005 | Passive Support & Sustainment of Fielded Mission Systems | ||
| The contractor shall provide comprehensive support and sustainment services for all systems as defined by task order requirements. This support may include power requirements, HVAC, system housing, physical/cyber/health alarmed monitoring, telecom and data requirements, routine maintenance, accreditation support, and software version update integration support. | |||
| A representative Base Unit for this CLIN would be support and sustainment for a simple, externally housed (not in contractor facility) and managed mission system. The deliverable is the sustainment plan and any included execution support. | |||
| Factors of increased complexity which act as baseline multipliers include specific power requirements, HVAC, system housing space, physical/cyber/health monitoring requirements, telecom and data requirements, increased maintenance tempo, complexity of accreditation support, and frequency of software version updates and/or integrations. | X006 | Active Operational Support & Sustainment | ||
| The contractor shall provide Operational Support for all systems defined by the task order requirements. These support requirements may include helpdesk support, outage response & repairs, mission planning support, and real-time operational support. | |||
| A representative Base Unit for this CLIN would be a service request system enabling Client requested outage repairs with low urgency. The deliverable is the service-level agreement and any support operations outlined in the respective task order. | |||

| Supplies are generally COTS items. Task Order supplies may be proposed as either FFP or CRNF and will be negotiated prior to task order award. | |||

| Task Order travel may be proposed as either FFP or CRNF and will be negotiated prior to task order award. The need for travel and number of travelers must be validated within the task order proposal. |
