Performance Work Statement (PWS) for Tube-launched Optically-tracked Wire-guided (TOW), Improved Target Acquisition System (ITAS), Mobile-Collective Skills Trainer (M-CST)
1.0 Introduction
1.1 Client Organization
U.S. Army Tactical Aviation and Ground Munitions (TAGM) Project Office Attn: SFAE-MSLS-CWS Zeus Road, Building 3301 Redstone Arsenal, AL 35898
1.2 Project Background
The Tube-launched Optically-tracked Wire-guided (TOW) Improved Target Acquisition System (ITAS) Mobile Collective Skills Trainer (M-CST) is a training device that allows ITAS crewmen to perform collective crew and operational training. The ITAS M-CST houses a networked environment for the training of a Heavy Weapons Platoon which includes two ITAS High Mobility Multipurpose Wheeled Vehicles (HMMWV), two Heavy Machine Gun (HMG) HMMWVs, one Platoon Leader’s HMMWV and an Instructor Station. See Figure 1 below. The purpose of the M-CST is to provide on-site pre-deployment and sustainment training for crews and leaders.
Individual initial and sustainment gunnery training is performed on the ITAS Basic Skills Trainer (BST). When the gunners have completed training on the BST and are qualified, they, and the other members of a Heavy Weapons Platoon, progress to the M-CST and begin performing more complex and advanced collective training.
The M-CST teaches soldiers to perform tactically as members of a crew, as well as trains the leaders and vehicle commanders to interact as elements of a Heavy Weapons Platoon. It focuses on soldiers being able to successfully perform all the collective and individual tasks necessary for a Heavy Weapons Vehicle crew to operate as part of a Section or Platoon in the basic concepts of move, shoot, and communicate.

1.3 Scope - M-CST Transportation and Operation
The contractor shall provide all necessary services to transport the M-CST to the desired locations identified by the Government. There are generally up to 12 deployments / trips per year. The contractor shall transport the M-CST from a Government-designated location to Government-specified locations and place it into a ready-to-use configuration. Once the M-CST arrives the contractor shall perform all functions necessary to have the trailer fully operational to include extract and level pods, fuel the generator, maintain the generator, and mount all monitors and other items that were stored during transport. Upon completion of the training event at each designated location, the contractor shall prepare the M-CST, returning it to a ready-to-travel configuration, for transportation to the next designated location. The contractor shall provide training support materials that will be issued to students at the end of each event. The contractor shall also provide all maintenance required to keep the trailer fully operational for each trip.
2.0 Detailed Requirements
The contractor shall transport and set up the M-CST at identified locations such as Army bases, National Guard facilities and Conferences/Meetings as required by the Government. Trip costs will be based upon the priced amounts for each contract Contract Line Item Number (CLIN) for each period with mileage, number of days, tour expenses, and generator/power for each deployment coordinated between the Contracting Officer’s Representative (COR), the Contractor, and the GSA Contract Specialist (CS) and/or Senior Contracting Officer (SCO) at least 14 days prior to the start of the trip. Trips may be round trip or point-to-point, and the Government will provide additional funding (or reallocate funding) as needed, based upon the schedule. Requirements / trips may be incrementally funded.
The contractor shall provide the following:
2.1 CLIN X001: M-CST Preparation and Routine Maintenance (trip basis)
2.1.1 The contractor shall provide routine maintenance, tires, and mechanical repairs as necessary to the M-CST. All maintenance repairs shall be completed within 15 calendar days. If repairs are unable to be completed within 15 calendar days due to long-lead items or parts availability, the contractor shall provide the COR/SCO with written notification as soon as practicable after knowledge of inability to repair. In this instance, further guidance will be provided by the COR/SCO on how to proceed.
2.1.2 The contractor shall provide all routine maintenance to the generator and the hydraulic system. The contractor shall ensure proper maintenance on the equipment by providing routine checks, oil analysis, fluid care, and fluid changing as necessary.
2.2 CLIN X002: Tour Driver (daily rate basis)
2.2.1 The contractor shall provide a driver/operator that will be responsible for the delivery and retrieval of the M-CST at each location.
2.2.2 The contractor shall perform all functions necessary to have the trailer fully operational and powered (shore power or generator) on site to include, but not limited to, extract and level the expanding pods, arrange furniture, mount monitors, and mount all other hardware that was stored during transport. The trailer shall also be washed and cleaned once it reaches its destination.
2.2.3 The driver may wear an M-CST “uniform” shirt and/or hat provided by TAGM when supporting deployment activities.
2.2.4 Driver rate begins when the M-CST departs the origination point and ends when the trailer is delivered to the return location. Based upon deployment/event location, the M-CST will typically depart 1-2 days in advance of the deployment/event depending upon mileage and time constraints. The contractor may anticipate the return trip will likewise take 1-2 days depending upon event completion and the deployment schedule. This will be coordinated with the COR when the annual deployment schedule is released and finalized in advance of each deployment/event.
2.2.5 In the event that a contractor provided driver/operator is unable to remain on-site for the duration of the trip (i.e. – family emergency, etc.), the contractor is expected to provide a replacement driver/operator to complete the trip. All transportation/travel costs incurred for the driver/operator swap shall be at contractor expense.
2.3 CLIN X003: Transport Tractor (daily rate basis)
2.3.1 The contractor shall provide a fully operational tractor to move the M-CST to the deployment locations defined by the Government.
2.3.2 The contractor shall provide insurance including tractor, trailer, contents and trailer replacement, and general liability during transportation for each trip.
2.3.3 The contractor is responsible for vehicle permits and highway tolls for the tractor.
2.4 CLIN X004: Mileage (per mile rate)
2.4.1 Contractor will be provided a notional travel schedule for each contract period approximately 30 days before the 1st deployment. As the travel schedule is verified the contractor will receive the approved deployment schedule. If the scheduled deployment dates or locations are updated, the Contractor will be notified at least 14 days prior to the event.
2.4.2 The table below includes notional/anticipated M-CST deployment locations. However, should the need arise; alternate training locations may include other U.S. Army bases, National Guard facilities, and Government conference/meeting events. In the event that an alternate training location is added to or substituted in the current schedule, the Government will inform the contractor as soon as possible, generally 14 days or more prior to the event.

If the contractor fails to review and comment on the CPARS, the SCO will finalize the CPARS within the prescribed timeline (max 120 days following the end of the period of performance).
5. GOVERNMENT SURVEILLANCE AND PERFORMANCE REQUIREMENTS SUMMARY/DELIVERABLES
5.1 Government Surveillance
The Government shall monitor the contractor's performance under this contract using the quality assurance criteria specified in the Performance Requirements Summary and the Quality Assurance Surveillance Plan (QASP). The contractor shall cooperate with inspectors and auditors and provide any requested information relating to the operations covered by the contract. The contractor shall allow inspectors and auditors to periodically access work areas required in relation to this contract. The contractor shall correct discrepancies and/or violations noted during inspections and prepare a written response providing information on action taken to correct discrepancies and/or violations. The contractor shall provide this response to the COR within the time frame specified by the inspecting agency. When an observation indicates defective performance, the COR will require the contractor’s representative at the site to initial the observation documentation. The contractor’s representative initialing the observation documentation does not constitute concurrence with the observation, only acknowledgment.
The contractor shall notify the COR, within one workday of complaints in writing received by the contractor under this contract. The contractor is responsible for researching and submitting proposed answers to all deficiencies to the COR within five calendar days of the problem notification. All issues shall be resolved to the COR’s satisfaction within 30 calendar days of problem notification. The COR will document all defects using a “Task Discrepancy Report (TDR)”. The COR will verbally notify GSA of the defect and will submit a copy of the TDR as an Action Memo in ASSIST to the GSA SCO. The COR will ensure the TDR is completed in its entirety and coordinated through the SCO. The contractor will also be furnished a copy of the TDR. The contractor shall furnish their response to the TDR. The contractor’s response will address the accuracy and validity of the defect, planned corrective action, and actions to prevent recurrence. The TDR information will be included when assessing the contractor’s overall performance (i.e., past performance assessments, exercise of options, etc.).
Government surveillance of tasks may occur at any time during the performance period. Performance of a service will be evaluated to determine whether it meets the performance threshold. Re-performance is the preferred method of correcting any unacceptable performance. The contractor shall provide the COR a written response why the performance threshold was not met, how performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future Performance.
5.2 Performance Evaluation/Performance Requirements Summary (PRS) The Contractor shall meet the requirements of this PWS and provide the deliverables / reports as detailed in the Performance Requirements Summary (PRS) table below. Failure to comply with may result in rejection of invoices and/or non-payment. Deliverables must be submitted in ASSIST as a Post-Award Collaboration (PAC).
The Government COR has five business days to review deliverables for content and presentation. If a deliverable is unacceptable, the Government will return to the Contractor and the revised deliverable is due within two business days or another agreed upon timeline that is acceptable to the Government.
Performance of a service will be evaluated to determine whether or not it meets the performance threshold. The contractor shall provide the COR a written response detailing why the performance threshold was not met, how performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future.
The PRS identifies critical success factors for the contract. It identifies both the performance objectives for those factors and the performance threshold required for each performance objective. The Government reserves the right to surveil all services called for in the contract to determine whether or not the performance objectives were met.
1) The PRS contains performance objectives the Government will monitor,
2) The absence of any contract requirement from the PRS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract.
3) The PRS will be used as the baseline to develop a QASP. The QASP will identify the surveillance methods the Government will use to evaluate the contractor’s performance.
4) Methods of surveillance can change after contract award based on, but not limited to: Acceptance of a contract or QC plan, and Performance

It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the Services Summary. The QASP provides a systematic method to evaluate the services the contractor is required to furnish on a quarterly basis. The QASP shall be administered at the contract level.
Government surveillance may occur at any time during the performance period.
5.4 Annual Performance Self-Assessment
The Contractor is strongly encouraged to provide an annual self-assessment report no later than (NLT) 21 calendar days before the end of the PoP. The self-assessment report can be submitted in the contractors format, and should discuss its performance relative to Quality, Schedule and Management during the preceding 11 months. The Contractor should provide the annual self-assessment report to the COR, CS and SCO via email. If the Contractor identifies accomplishments that exceed any contractual standards (for example, delivering a higher quality product or service, or submitting ahead of schedule), the Contractor's self-assessment must include all associated facts and clearly describe how those exceeded standards translated into a direct benefit to the Government from a project/program perspective.
6.0 Government Furnished Property
