DRAFT
Performance Work Statement (PWS) for Tube-launched Optically-tracked Wire-guided (TOW), Improved Target Acquisition System (ITAS), Mobile-Collective Skills Trainer (M-CST)
1.0 Introduction
1.1 Client Organization
U.S. Army Tactical Aviation and Ground Munitions (TAGM) Project Office Attn: SFAE-MSLS-CWS 111 Hankins Drive, Building 111 Redstone Arsenal, AL 35898
1.2 Project Background
The Tube-launched Optically-tracked Wire-guided (TOW) Improved Target Acquisition System (ITAS) Mobile Collective Skills Trainer (M-CST) is a training device that allows ITAS crewmen to perform collective crew and operational training. The ITAS M-CST houses a networked environment for the training of a Heavy Weapons Platoon which includes two ITAS High Mobility Multipurpose Wheeled Vehicles (HMMWV), two Heavy Machine Gun (HMG) HMMWVs, one Platoon Leader’s HMMWV and an Instructor Station. See Figure 1 below. The purpose of the M-CST is to provide on-site pre-deployment and sustainment training for crews and leaders.
Individual initial and sustainment gunnery training is performed on the ITAS Basic Skills Trainer (BST). When the gunners have completed training on the BST and are qualified, they, and the other members of a Heavy Weapons Platoon, progress to the M-CST and begin performing more complex and advanced collective training.
The M-CST teaches soldiers to perform tactically as members of a crew, as well as train the leaders and vehicle commanders to interact as elements of a Heavy Weapons Platoon. It focuses on soldiers being able to successfully perform all the collective and individual tasks necessary for a Heavy Weapons Vehicle crew to operate as part of a Section or Platoon in the basic concepts of move, shoot, and communicate.

1.3 Scope - M-CST Transportation and Operation
The contractor shall provide all necessary services to transport the M-CST to the desired locations identified by the Government. There are generally up to 12 deployments / trips per year. The contractor shall transport the M-CST from a government designated location to specified locations and place it into a ready-to-use configuration. Once the M-CST arrives, the contractor shall perform all functions necessary to have the trailer fully operational to include: extract and level pods, fuel the generator, maintain the generator, and mount all monitors and other items that were stored during transport. Upon completion of the training event at each designated location, the contractor shall prepare the M-CST, returning it to a ready-to-travel configuration, for transportation to the next designated location. The contractor shall provide training support materials that will be issued to students at the end of each event. The contractor shall also provide all maintenance required to keep the trailer fully operational for each trip.
2.0 Detailed Requirements
The contractor shall transport and set up the M-CST at identified locations such as Army bases, National Guard facilities and Conferences/Meetings as required by the Government. Trip costs will be based upon the priced amounts for each contract Contract Line Item Number (CLIN) for each period with mileage, number of days, tour expenses, and generator/power for each deployment coordinated between the Contracting Officer Representative (COR), the Contractor, and GSA Contract Specialist and/or GSA Senior Contracting Officer (SCO) at least 14 days prior to the trip. Trips may be round trip or point-to-point, and the government will provide additional funding (or reallocate funding) as needed, based upon the schedule. Requirements and/or trips may be incrementally funded.
The contractor shall provide the following:
2.1 CLIN X0001: M-CST Preparation and Routine Maintenance (trip basis)
2.1.1 The contractor shall provide routine maintenance, tires, and mechanical repairs as necessary to the M-CST. All maintenance repairs shall be completed within 15 calendar days.
2.1.2 The contractor shall provide all routine maintenance to the generator and the hydraulic system. The contractor shall ensure proper maintenance on the equipment by providing routine checks, oil analysis, fluid care, and fluid changing as necessary.
2.2 CLIN X0002: Tour Driver (daily rate basis)
2.2.1 The contractor shall provide a driver/operator that will be responsible for the delivery and retrieval of the M-CST at each location.
2.2.2 The contractor shall perform all functions necessary to have the trailer fully operational and powered (shore power or generator) on site to include, but not limited to, extract and level the expanding pods, arrange furniture, mount monitors, and mount all other hardware that was stored during transport. The trailer shall also be washed and cleaned once it reaches its destination.
2.2.3. The driver may wear an M-CST “uniform” shirt and/or hat provided by TAGM when supporting deployment activities.
2.2.4. Driver rate begins when the M-CST departs the origination point and ends when the trailer is delivered to the return location. Based upon deployment/event location, the M-CST will typically depart 1-2 days in advance of the deployment/event depending upon mileage and time constraints. The contractor may anticipate the return trip will likewise take 1-2 days depending upon event completion and the deployment schedule. This will be coordinated with the COR when the annual deployment schedule is released and finalized in advance of each deployment/event.
2.3 CLIN X0003: Transport Tractor (daily rate basis)
2.3.1 The contractor shall provide a fully operational tractor to move the M-CST to the deployment locations defined by the Government.
2.3.2 The contractor shall provide insurance including tractor, trailer, contents and trailer replacement, and general liability during transportation for each trip.
2.3.3 The contractor is responsible for vehicle permits and highway tolls for the tractor.
2.4 CLIN X0004: Mileage (per mile rate)
2.4.1 Contractor will be provided a notional travel schedule for each contract period approximately 30 days before the 1st deployment. As the travel schedule is verified the contractor will receive the approved deployment schedule. If the scheduled deployment dates or locations are updated, the Contractor will be notified at least 14 days prior to the event.
2.4.2 The table below includes notional/anticipated M-CST deployment locations. However, should the need arise; alternate training locations may include other U.S. Army bases, National Guard facilities, and Government conference/meeting events. In the event that an alternate training location is added to or substituted in the current schedule, the Government will inform the contractor as soon as possible, generally 14 days or more prior to the event.

2.4.3. The government will set and fund an annual mileage threshold on a not to exceed (NTE) basis using the anticipated schedule.
2.4.4 It is anticipated the M-CST will be returned to Huntsville, AL if there is a break in the training schedule.
2.5 CLIN X0005: Travel Accommodations/Per Diem (daily rate)
2.5.1 Short-term CONUS travel is necessary to fulfill these requirements. The Government will pay the contractor the all-inclusive agreed upon daily rate for each day of contractor travel. This should not exceed Federal Travel Regulation guidelines and authorizations.
2.5.2 The contractor shall provide all travel related expenses for the driver/operator on each trip, to include per diem, hotel accommodations including lodging taxes, rental car, taxi, parking, and other travel expenses as required.
2.6 CLIN X0006: Generator Fuel (cost reimbursable)
2.6.1 The contractor shall coordinate with the COR regarding availability of shore power for the generator. When generator power is needed, the M-CST shall be delivered to the deployment location with the fuel required.
2.6.2 The contractor shall have the ability to provide generator refueling and servicing during each deployment event if requested. This may entail use of a local third-party vendor to have fuel delivered to the location.
2.6.3 The two on-board fuel tanks hold 50 gallons and 109 gallons, respectively.
2.6.4. Generator fuel will be acquired by the contractor on a cost-reimbursable no-fee (CRNF) basis. Receipts must be submitted with the invoice in order to receive payment.
2.7 CLIN X0007: Tour Expenses (cost reimbursable no fee)
2.7.1 It is important for the M-CST to disseminate information to the military community regarding the availability and functionality of the M-CST and the hands-on training experiences it provides. The contractor shall provide soldier recognition items (such as hats, pins, and/or certificates) as required to be presented to soldiers upon completion of the M-CST course. The value of individual items is a maximum of $5, and each item must say M-CST (or a derivative) as approved by the COR and the GSA Contract Specialist (CS) and/or Contracting Officer (CO).
2.7.2 The contractor may be required to obtain supplies, and/or materials in support of this contract prior to or during a deployment. The supplies and/or materials must be incidental to and associated with the overall functions being performed through this contract. Prior approval from the COR and CO must be obtained before any material purchases. Materials may include but are not limited to classroom items, paper, trashbags, trash cans, printouts, and/or other materials/supplies.
2.7.3 If unanticipated tour expenses arise or become apparent and are not otherwise covered by the CLIN structure, they may be expensed under this CLIN with the express prior approval of the COR and the CO. Such approval must be included when the item(s) is invoiced.
2.8 CLIN X008: Other Than Routine Maintenance / Repairs (fixed-price NTE, negotiated as needed)
2.8.1 The contractor may provide other than routine maintenance or repairs to the M-CST on a Not-to-Exceed (NTE) basis. This will occur in coordination with the Government and will be based upon the availability of funding and approval from the COR and CO.
2.8.2 Other than routine maintenance may occur anytime throughout the life of the contract. The government will award a NTE amount for the life of the contract which may be applied when other than routine maintenance/repairs are required. If cumulative (or major) repairs indicate a higher amount is needed, the NTE amount may be increased at the discretion of the government.

5.1. Quality Assurance Surveillance Plan
A Quality Assurance Surveillance Plan (QASP) is developed to evaluate contractor actions while implementing this PWS. It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the Services Summary. The QASP provides a systematic method to evaluate the services the contractor is required to furnish on a quarterly basis. The QASP shall be administered at the IDIQ level. Individual task orders may specify and include additional surveillance as applicable to the task order requirements.
Government surveillance may occur at any time during the performance period.
5.2. Annual Performance Self-Assessment
The Contractor is strongly encouraged to provide an annual self-assessment report NLT 21 calendar days before the end of the PoP. The self-assessment report can be submitted in the contractors format, and should discuss its performance relative to Quality, Schedule and Management during the preceding 11 months. The Contractor should provide the annual self-assessment report to the COR, CS and SCO via email. If the Contractor identifies accomplishments that exceed any contractual standards (for example, delivering a higher quality product or service, or submitting ahead of schedule), the Contractor's self assessment must include all associated facts and clearly describe how those exceeded standards translated into a direct benefit to the Government from a project/program perspective.
5.3. Performance Evaluation.
Performance of a service requirement will be evaluated to determine whether or not it meets the performance threshold. Re-performance is the preferred method of correcting any unacceptable performance. The Contractor shall provide the COR a written response why the performance threshold was not met, how performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future.
6.0 Government Furnished Resources
The M-CST trailer and all of its belongings are Government Furnished Items and tracked by the Government logistics / Government Furnished Property (GFP) system through the client agency, S3I.
7.0 Invoicing Procedures
Invoices shall be submitted not later than twenty (20) calendar days into the next month for the previous month’s services and/or deliverables. A copy of the invoice must be submitted electronically through the Central Invoice System (CIS) via the GSA ASSIST portal at https://assist.gsa.gov. The COR and GSA CO or CS must approve the invoice in ASSIST prior to payment. The payment information must be a three-way match between the ASSIST contract/task order information, CIS, and System for Award Management (SAM) (https://www.sam.gov/) for the invoice to be successfully processed for payment. A hard copy invoice or mismatched information will result in the invoice being rejected.

Invoice information must match the ASSIST document and SAM (https://www.sam.gov/) for the invoice to be successfully processed. . Mismatched information will result in the invoice being rejected.
Steps to Submit Invoice:
a. log into ASSIST,
b. search for the contract number #TBD,
c. select the “Invoices and Acceptance Reports” Link,
d. fill out the invoice form,
e. attach a copy of your vendor invoice and supporting documents,
f. “Submit” the form.
If a revised invoice is submitted, the revised invoice must include: 1) a unique invoice number, 2) a brief explanation, and 3) a cross-reference to any previous invoice submittals for tracking purposes and to avoid duplication. The Contractor should distinguish revised invoices by appending the letter “R” plus a number to it. For example, INV12345 (original) becomes INV12345R1 (revised).
For reimbursable expenses, the invoiced charges shall not exceed the limit specified in the contract. No charges will be paid by the Government, which are not specifically identified in the contract / purchase order and approved in advance by the Government. Copies of receipts shall be attached to the invoice to support the charges. Original receipts shall be maintained by the contractor and made available to Government auditors upon request.
7.3 Final Invoice and Closeout
Invoice for final payment must be identified as such and submitted when the requirements have been completed and no further charges are to be billed. The Contractor shall submit a final invoice within 45 calendar days after the end of the final Performance Period. The Contractor may submit a completed and signed Release of Claims (ROC) (GSA Form 1142, or equivalent) with the final invoice, entering the final invoice amount on the ROC, to expedite closeout. 9.4 CLAUSES INCORPORATED BY FULL TEXT
52.217-8 -- Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days within which the Contracting Officer may exercise the option.
(End of Clause) 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 60 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed forty-two (42) months.
(End of Clause)
252.232-7007 Limitation of Government’s Obligation (Apr 2014)
(a) Contract line item(s) __________ are incrementally funded. For this/these item(s), the sums of $___________, of the total price are presently available for payment and allotted to this contract. An allotment schedule is set forth in paragraph (j) of this clause. An allotment schedule is set forth in paragraph (j) of this clause.
(b) For item(s) identified in paragraph (a) of this clause, the Contractor agrees to perform up to the point at which the total amount payable by the Government, including reimbursement in the event of termination of those item(s) for the Government’s convenience, approximates the total amount currently allotted to the contract. The Contractor is not authorized to continue work on those item(s) beyond that point. The Government will not be obligated in any event to reimburse the Contractor in excess of the amount allotted to the contract for those item(s) regardless of anything to the contrary in the clause entitled “Termination for Convenience of the Government.” As used in this clause, the total amount payable by the Government in the event of termination of applicable contract line item(s) for convenience includes costs, profit, and estimated termination settlement costs for those item(s).
(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor’s best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s). The notification will state (1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph (j) of this clause, or to a mutually agreed upon substitute date. The notification will also advise the Contracting Officer of the estimated amount of additional funds that will be required for the timely performance of the item(s) funded pursuant to this clause, for a subsequent period as may be specified in the allotment schedule in paragraph (j) of this clause or otherwise agreed to by the parties. If after such notification additional funds are not allotted by the date identified in the Contractor’s notification, or by an agreed substitute date, the Contracting Officer will terminate any item(s) for which additional funds have not been allotted, pursuant to the clause of this contract entitled “Termination for Convenience of the Government.”
(d) When additional funds are allotted for continued performance of the contract line item(s) identified in paragraph (a) of this clause, the parties will agree as to the period of contract performance which will be covered by the funds. The provisions of paragraphs (b) through (d) of this clause will apply in like manner to the additional allotted funds and agreed substitute date, and the contract will be modified accordingly.
(e) If, solely by reason of failure of the Government to allot additional funds, by the dates indicated below, in amounts sufficient for timely performance of the contract line item(s) identified in paragraph (a) of this clause, the Contractor incurs additional costs or is delayed in the performance of the work under this contract and if additional funds are allotted, an equitable adjustment will be made in the price or prices (including appropriate target, billing, and ceiling prices where applicable) of the item(s), or in the time of delivery, or both. Failure to agree to any such equitable adjustment hereunder will be a dispute concerning a question of fact within the meaning of the clause entitled “Disputes.”
(f) The Government may at any time prior to termination allot additional funds for the performance of the contract line item(s) identified in paragraph (a) of this clause.
(g) The termination provisions of this clause do not limit the rights of the Government under the clause entitled “Default.” The provisions of this clause are limited to the work and allotment of funds for the contract line item(s) set forth in paragraph (a) of this clause. This clause no longer applies once the contract is fully funded except with regard to the rights or obligations of the parties concerning equitable adjustments negotiated under paragraphs (d) and (e) of this clause.
(h) Nothing in this clause affects the right of the Government to terminate this contract pursuant to the clause of this contract entitled “Termination for Convenience of the Government.”
(i) Nothing in this clause shall be construed as authorization of voluntary services whose acceptance is otherwise prohibited under 31 U.S.C. 1342.
(j) The parties contemplate that the Government will allot funds to this contract in accordance with the following schedule:
