Acquisition ID 47QFSA23K0089 Rapid Technology Integration Support 3 (RTIS3)

This document outlines the tentatively planned Evaluation Factors and evaluation methodology for the General Services Administration (GSA) Federal Acquisition Service (FAS) Assisted Acquisition Service (AAS) APEX 2 Sector 1 Acquisition ID 47QFSA23K0089, Rapid Technology Integration Support 3 (RTIS3). The goal of this announcement is to minimize proposal development time and costs for offerors while also creating an efficient evaluation structure and workload for the government. High level information regarding the requirement is included in the Special Notice and detailed information is included in the DRAFT Performance Work Statement (PWS).

Evaluation Factors / Quote Elements Cover Letter Factor 1: Clearance Verification

1A: Facility Clearance Verification (PWS 2.2, 2.3, and 2.7)
1B: Personnel Clearance Verification (PWS 2.5 and 2.7)
1C: Meeting Space Verification (meets PWS 2.2)

Factor 2: Sample Project (10 pages or less) Factor 3: Price Cover Letter It is not the intent for the Cover Letter to be an evaluation criterion, but it is intended to be a repository of supplemental information such as the offeror’s point of contact for the proposal and identifying information available in the SAM including, but not limited to, the offeror’s location, unique identifier, applicable NAICS, and representation & certifications specific to this procurement. The cover letter may also include subcontracting/subcontractor information and point the government to specific items contained within the proposal. The cover letter may not be used to supplement evaluated information in the quote nor extend/ expand the evaluated page limitation.

Factor 1, Clearance Verification Clearance Verification is a pass/fail criteria. The offeror must meet the requirements of 1A, 1B, and 1C to be eligible to receive the task order award.

1A, Facility Clearance Verification (PWS 2.2, 2.3, and 2.7) Offerors facility clearance and location must be verifiable through the Defense Counterintelligence and Security Agency (DCSA) National Industrial Security System (NISS). This will be accomplished by providing the Sensitive Compartmented Information Facility(ies) (SCIF) number (or numbers, if multiple facilities are required to meet the requirements).

1B, Personnel Clearance Verification (PWS 2.5 and 2.7) Offerors will be required to identify at least four individuals employed by the offeror (or who have a documented commitment to employment by the offeror if the offeror is selected for award) who have documented and verifiable Top Secret security clearances and will be assigned to this task order on Day One of performance. At least two of these individuals must also have documented and verifiable Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

1C, Meeting Space Verification (meets PWS 2.2) The meeting space requirements may be described in narrative form and must be verifiable in DCSA NISS.

Factor 2, Sample Project The sample project will include performance in several of the technical areas in the PWS. The sample project will be rated on a confidence scale which will be defined in the RFQ.

Factor 3, Price The Total Evaluated Price (TEP) will include all Contract Line-Item Numbers (CLINs) for all available task order periods including the Extension of Services. The CLIN X002 and X003 amounts will be provided by the government. It is anticipated competition will support fair and reasonable pricing. The government may also use price analysis techniques for the evaluation. Offerors will be required to include a Basis of Estimate (BoE) showing anticipated Labor Categories (LCATs) and hours. For the purposes of the evaluation, one Full-Time Equivalent (FTE) is considered to be 1,880 per year.

Anticipated Labor Categories The Government welcomes feedback for market research purposes regarding the potential LCATs that might be appropriate for this work. While this task order contemplates award of a firm fixed price (FFP) for the required capability (Rapid Technology Integration Center of Excellence), it is important to understand the underlying requisite labor to support the requirements (reference (primarily) PWS paragraphs 2 and 3 and their sub-paragraphs).

The AFRL/RYW Rapid Technology Integration office has used the following LCATs for similar work in the past.

Director, Research, Development & Implementation Principal Design Engineer Senior Research & Design Engineer Supervising Software Engineer Supervising Hardware Engineer
