Rapid Technology Augmentation Support (RTAS)
This document outlines the tentatively planned Evaluation Factors for 47QFSA23K0051 along with several options for the evaluation methodology. The government’s goal is to minimize proposal development time and costs for offerors while also creating an efficient evaluation structure and workload for the government.
It is anticipated the IDIQ ceiling will be set by the Government based upon anticipated requirements and budgets. The ceiling will be managed as identified in PWS 8.10.
Evaluation Factors / Elements

Cover Letter: It is not the intent for the Cover Letter to be an evaluation criterion, but it is intended to be a repository of supplemental information such as the offeror’s point of contact for this acquisition and identifying information available in the SAM including, but not limited to, the offeror’s location, unique identifier, applicable NAICS, and representation & certifications specific to this procurement. The cover letter may also include subcontracting/subcontractor information and point the government to specific items contained within the proposal. The cover letter may not be used to supplement the evaluated information in the proposal nor extend/ expand the evaluated page limitation.
Clearance Verification: The offeror must be able to verify the location of and clearance for their facility and meeting space from the Defense Counterintelligence and Security Agency (DCSA). In addition, offerors will be required to identify at least four individuals employed by the offeror (or who have a documented commitment to employment by the offeror if the offeror is selected for award) who have documented and verifiable Top Secret security clearances and will be assigned to this contract and/or issued task orders on Day One of performance. At least one of these individuals must also have documented and verifiable Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. Clearance verification is rated as Pass/Fail.
Meeting Space Verification: A basic layout of meeting and workspaces (with classifications) will be required along with accreditation and the physical address demonstrating the location is within 50 miles of Dayton, OH, and the Wright Patterson AFB area. Meeting space verification is rated as Pass/Fail.
Past performance Evaluation: The government is contemplating requesting up to three examples of current/past performance demonstrating recent & relevant work. The Past Performance submission must cumulatively show relevance to at least 5 of the 6 technical CLINS (X001 – X006) as described in the PWS. It is not required that a single past performance submission shows relevance all technical CLINS, but that at least five are demonstrated across the three recent, relevant, verifiable examples of past performance. Past performance is rated on a scale which will be defined in the RFP.
· Recent – performance ongoing for at least 45 days or performance completed within last 18 months with minimum PoP of 60 days
· Relevant – based upon description of the work and similarity to work described within the PWS as determined by the government (not KTR)
· Verifiable – can be validated by the evaluation team
Task Order #1: This task order (technical requirement) will not be released with the RFP. The timeline for TO#1’s release will be in accordance with the selected evaluation methodology. TO#1 will include performance in at least one of the technical areas. TO#1 is rated on a scale which will be defined in the RFP.
Sample Task Order (STO): The Sample Task Order will not be released with the RFP. The timeline for the STO release will be in accordance with the selected evaluation methodology. The STO will include performance in several technical areas and across multiple periods of performance. STO is rated on a scale which will be defined in the RFP.
Price: The Government will use available price analysis techniques for this evaluation. Evaluation of price will include competition and comparative analysis. The basis of estimate will be required to include anticipated underlying labor categories (LCATs).
Evaluation Methodology Options
Option 1: Proposal submission will be submitted in three separate phases and the government will recommend whether the offeror should continue after the Phase I submission and again after the Phase II submission.
Phase I Timeline: 5 days beginning at RFP release Phase I Factors: Cover letter & factors 1 & 2 Offerors receive Phase I feedback and recommendation to proceed / not proceed with Phase II.
Task Order One (Factor 4) releases with Phase I feedback, due with Phase III
Phase II Timeline: 15 days total beginning at RFP release Phase II Factors: Factor 3 past performance & Factor 6A representative base unit price Offerors receive Phase II feedback and recommendation to proceed / not proceed with Phase III.
Phase III Timeline: Factors release to offerors on a designated day and are due 15 days later. Pricing worksheets for 6B, 6C, and 6D will be released at this time, and 6A submission from Phase II will be incorporated as a tab in the pricing workbook.
Phase III Factors: Factors 4, 5, 6B, 6C, & 6D
Option 2: Proposal submission will be in two separate phases and the government will recommend whether the offeror should continue after the Phase I submission.
Phase I Timeline: 15 days total beginning at RFP release Phase I Factors: Cover letter and Factors 1, 2, 3, and 6A Offerors receive Phase I feedback and recommendation to proceed / not proceed with Phase II.
Task Order One (Factor 4) releases with other Phase II RFP documents.
Phase II Timeline: Factors release to offerors on a designated day and are due 15 days later. Pricing worksheets for 6B, 6C, and 6D will be released at this time, and 6A submission from Phase I will be incorporated as a tab in the pricing workbook.
Phase II Factors: Factors 4, 5, 6B, 6C, & 6D
Option 3: Proposal submission will be in the traditional manner. All factors and RFP documents are released at one time and are due at the same time. There are no advisory notices. Evaluation will begin with Factors 1 &2, and the offeror’s other factor submissions will not be evaluated. There are no advisory notices nor opportunity for an offeror to receive advice / feedback prior to the release of evaluation notices (ENs) or the award announcement.
Anticipated Labor Categories
The Government is seeking feedback regarding the potential LCATs that might be appropriate for this work to ensure the basis of estimate is accurate. While this IDIQ contemplates firm, fixed prices for representative base unit prices (with quantities scaled up when needed for specific task order requirements), it is important to understand the underlying requisite labor to support these types of requirements (reference PWS 2.8). The AFRL/RYW Rapid Technology Integration office has used the following LCATs for similar work in the past.
