About this file

This Limited Sources Justification (LSJ) document details a two-month contract extension with an optional third month for Enterprise Law Enforcement Support Services (ELEs2) to the Defense Manpower Data Center (DMDC). The contract, awarded to Booz Allen Hamilton Inc. (BAH) under GSA's DMDC Interoperability Technology and Program Services (ITPS) Multiple Award BPA, covers critical support services across four major DMDC programs: Defense Biometric Identification System (DBIDS), Identity Matching Engine for Security and Analysis (IMESA), Intelligence and Investigations (I2), and Facial Recognition.

The extension is justified under FAR 8.405-6 because BAH is deemed the only contractor capable of providing these specialized services within the required timeframe. The services are essential for supporting DoD security programs, including physical access control systems, personnel fitness evaluations, and law enforcement support. The government plans to recompete the contract under the DMDC Defense Enterprise HR Applications and Data Services (DEHRADS) Multiple Award BPA, with an anticipated fully competitive award among 10 contract holders. The current contract (Award 47QFMA22F0008) is set to be extended from 18 July 2025, with a potential end date of 17 October 2025.

Interagency Agreement Number 47QFMA10S0001

Controlled by AAS Contracting Officer: cladia.plantin@gsa.gov

Version 02/28/2025

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this

Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR)

8.405-6.

i.) Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of Defense Manpower Data Center (DMDC)

Contracting Activity:

GSA AAS Contracting Office (QFAC)

100 S Independence Mall W

Philadelphia, PA 19106 ii.) Nature and/or Description of Action Being Approved:

The Government intends to issue a modification to GSA Order 47QFMA22F0008, Enterprise Law Enforcement Support Services (ELEs 2) with Booz Allen Hamilton Inc.

(BAH) under the DMDC Interoperability Technology and Program Services (ITPS)

Multiple Award BPA Contract GS03Q17DSA0006. This modification will extend the period of performance by up to three months. Specifically, it encompasses a two-month extension with an optional third month. This Order provides the personnel and management necessary to support planning, designing, sustaining, developing, and implementing Law Enforcement Support Services programs and systems.

The Order, which is a Combination Firm Fixed Price (FFP) /Time and Material (T&M)

Order, was competitively awarded against the DMDC ITPS Multiple Award BPA on 15

July 2022 with a twelve (12) month base period and two (2) twelve (12) month options.

This Order will expire on 17 July 2025, if no action is taken.

The extension is necessary to maintain continuity of this critical service and to allow adequate necessary time to award the follow-on competitive Order. It is anticipated that the recompete will be awarded prior to the end of the modified period of performance of this Order. The estimated total for this modification is . This modification estimate includes all mandatory support which consists of prices for the skill level mix with corresponding labor-hour prices and is based on pricing currently being paid under the existing Order.

iii.) A Complete Description of Supplies/Services Required to Meet Agency’s Need

(Including the Estimated Value):

The Defense Manpower Data Center currently supports major programs and initiatives within the DoD and maintains the largest archive of personnel, manpower, training, security, and financial data with the DoD. Specifically, DMDC’s data supports decision making to determine the eligibility for both physical and logical access to military installations and DoD systems worldwide. Under the scope of this requirement, the contractor provides the personnel and management necessary to support planning, designing, sustaining, developing, and implementing Law Enforcement Support Services programs and systems which span across four major DMDC programs: Defense Biometric Identification System (DBIDS);

Version 02/28/2025

Identity Matching Engine for Security and Analysis (IMESA); and Intelligence and

Investigations (I2) and Facial Recognition.

The performance period is a 2-month extension of services with an option to extend for a third month. The 2-month extension is estimated to begin 18 July 2025.

It is anticipated that the order will be awarded as follows:

2-month extension

Optional third month

Total

The total 3- month estimate of the modification extension is which is estimated to increase the potential Order ceiling by approximately iv.) The Authority and Supporting Rationale:

The acquisition is conducted under the authority of the Multiple-Award Schedule (MAS)

Program. Consideration of schedule contractors will be restricted in accordance with:

FAR 8.405-6(a)(1)(B)- – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The current ELEs2 Order is due to expire on 17 July 2025 and it is not possible to recompete the requirement in the given time frame and avoid a lapse in the critical services required by DMDC. Only the incumbent, Booz Allen Hamilton Inc. (BAH), is capable of providing the personnel and management necessary to support planning, designing, sustaining, developing, and implementing Law Enforcement Support Services programs and systems at the standards required due to their complexity and specialization, within the required timeframe.

Extending the current Order is essential to ensure their continuity of service and to facilitate a period of transition support from the current Order to a new competitive Order for ELES2. As previously mentioned, this requirement spans across four major DMDC programs: Defense Biometric Identification System (DBIDS); Identity Matching Engine for Security and Analysis (IMESA); and Intelligence and Investigations (I2) and Facial

Recognition. Immediate action is needed to prevent any disruption in these vital services.

The Defense Biometric Identification System (DBIDS) is the largest electronic physical access control system (ePACs) operating in the Department of Defense (DOD) currently operating at approximately 85% of all DoD and DLA installations worldwide. DBIDS is a major component of the DoD force protection program and is used to manage installation access in accordance with DoD policy. DoD Installations operate in a cloud-based environment or networked client/server databases designed to easily verify the access authorization of persons requesting access to military installations.

The Identity Matching Engine for Security and Analysis (IMESA) physical security concept is designed to continuously evaluate the fitness of persons who have attempted and are attempting to access DOD installations. The IMESA solution uses DoD, Federal, State, Version 02/28/2025 and local authoritative data sources to look for derogatory information and send alerts to authorized and connected Physical Access Control Systems (PACS) so individuals who may pose terrorist, criminal, and/or security threats may be detained and adjudicated. The

IMESA solution covers all DoD installations and any person seeking to gain physical access to them and enhances the security of DoD personnel.

The I2 Program is responsible for providing liaison and subject matter expertise support to the Federal and DOD Intelligence and Law Enforcement community. This support is sensitive for issues of national security and is often conducted in classified settings. The I2

Program provides this support to the I2 community for the entirety of the DMDC portfolio of business lines and programs and therefore provides a broad service capability ranging from deep technical analysis to high-level functional and operational assessments.

The Facial Recognition Program provides a capability as law enforcement support when a requirement exists for matching facial features with potential personnel contained in the system. It typically includes analytical software and updates to the application from the

DoD database.

Any interruption in the service provided to DMDC under the current Order is unacceptable.

Such lapses would significantly impact DMDC’s ability to successfully support the

Department of Defense (DoD) security programs and systems. The failure to keep this support in place would have severe consequences for the access and security at DoD installations. BAH has been effectively supporting DMDC since July 2022, delivering satisfactory support throughout this Order. No other contractor can acquire the necessary knowledge and capabilities to ensure continued support within the critical three (3)-month timeline between the current Order expiration and the anticipated award of the new competitive Order.

v.) Determination by the Ordering Activity Contracting Officer that the Order

Represents the Best Value Consistent with FAR 8.404(d):

The revised quote will be reviewed to ensure it represents the best value to the Government and the Best Value Determination will be documented in the Modification Memorandum to

File. The assigned GSA Project Manager (PM) will complete an evaluation of the

Contractor’s price submission to ensure the labor mix and hours are appropriate for the work to be performed. Price analysis will be performed in accordance with FAR 15.404-

1(b)(2), the Contracting Officer anticipates using various price analysis techniques and procedures to ensure a fair and reasonable price such as a comparison of proposed prices for the additional services to historical prices paid and comparison of proposed prices with the independent Government cost estimates.

vi.) Description of the Market Research Conducted Among Schedule Holders and the

Results of the Research:

Market Research was conducted in accordance with FAR 8.002 and FAR 10.001, prior to the solicitation and award of the DMDC ITPS Multiple Award BPA. For the current Order, since there was no justification for limiting sources in accordance with FAR 8.405-6, all

BPA holders were afforded an opportunity to submit a quote and be fairly considered for award in accordance with FAR 8.405-3 (c)(2)iii.

Version 02/28/2025

For the re-compete, the requirement will be awarded under the established DMDC Defense

Enterprise HR Applications and Data Services (DEHRADS) Multiple Award BPA. A

Request for Information (RFI) was sent to the 10 DEHRADS BPA contract holders to ensure a competitive acquisition. Additionally, the RFQ closed on 09 May 2025 and six

BPA holders submitted quotes.

vii.) Any Other Facts Supporting the Justification:

No other facts.

viii.) Statement of the Actions, if Any, the Agency May Take to Remove or Overcome any

Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:

The Government will only solicit BAH for the 2-month extension with the option to extend for a third month under this DMDC ITPS BPA Order. No other contractor can provide the essential services at the requisite level of expertise within the timeframe required. The

Government is actively working on the subsequent Order recompete, which is currently in the Evaluation phase. GSA anticipates a fully competitive award among the 10 DEHRADS

BPA contract holders to be in place upon the expiration of the current Order’s extension.

ix.) Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:

I hereby certify that this Justification is accurate and complete to the best of my knowledge, and I determine on the basis of the findings above that the limited sources approach is in accordance with the requirements and is in the best interest of the Government.
