Sole Source Justification (SSJ) Summary
This is a Sole Source Justification document for a one-year bridge Task Order to be awarded to IBM Corporation under the GSA Multiple Award Schedule (MAS) Contract GS-35F-110DA. The Government intends to award the bridge Task Order to ensure continuity of critical services for the FAS Acquisition Logistics Connect (FALCON) system while a competitive recompete Request for Quote (RFQ) is developed. The bridge action is necessary to avoid service disruption during the competitive procurement preparation phase. The current incumbent Task Order 47QDCB21F0003 expires on April 19, 2026, but the underlying BPA 47QDCB19A0007 expired September 24, 2024, making it unavailable for issuance of new task orders. IBM Corporation acquired Octo Consulting Group in December 2022, and the personnel performing the requirement transitioned to IBM employment. The Acquisition ID is 47QDCB25K0004 (later updated to 47QFEA26K0006), and the Interagency Agreement Number is 47QDCB19S0004 (later updated to 47QFEA24S0006). The contracting officer is Jacob Kaminsky at the GSA Assisted Acquisition Services (AAS) Civilian office.
The Task Order will be a Time-and-Materials contract with an Independent Government Cost Estimate (IGCE) of $5,631,288.00 for the one-year base period, potentially increasing to $8,446,932.00 if the FAR 52.217-8 Extension period is exercised, bringing the total Period of Performance to 1 year and 6 months. Required services include IT services to re-engineer and modernize FALCON operations and management, encompassing change management using SAFe Agile methodology, release management deploying enhanced system functionality, database management for cloud NoSQL and relational data sets, environment support and monitoring, problem/defect management with defined SLAs, information assurance and security compliance, system enhancements managed through prioritized requests, and corrective maintenance addressing system defects and infrastructure deficiencies. The justification for sole source restriction cites GSAM 538.7104-3(b)(1)(ii), asserting that only the incumbent contractor possesses the unique technical configuration expertise, institutional knowledge of FALCON's serverless AWS architecture, critical Department of Treasury mandate compliance requirements with strict FY26 timelines, and continuity capabilities essential to prevent mission disruption during the bridge period. Market research confirmed no other GSA MAS Schedule contractors possess FALCON's essential institutional knowledge and environment-specific integration experience. The Government will conduct a best value determination comparing quoted prices and labor rates to the IGCE and other MAS contract rates to ensure competitiveness.
