1. Purpose: This addendum serves to update the information provided in paragraph 10 of the original Justification for Other than Full and Open Competition (JOFOC) dated May 2, 2024, to document the results of interest received in writing to the combined synopsis/solicitation.
2. Background: This is a justification to award a new open market sole source, Firm-
Fixed Price (FFP) contract to PricewaterhouseCoopers, LLP (PwC) for Securitized Transaction Financial Advisor (STFA) services in support of the GNMA. Prior to issuance of the combined synopsis/solicitation the Contracting Officer had not received any statements of interest regarding the proposed sole source effort. On May 9th, 2024, the Contracting Officer issued a combined synopsis/solicitation for a sole source acquisition to PwC on Sam.gov. As evidenced in the combined synopsis/solicitation, interested sources may identify their interest and submit capability information in response to this notice via email and all written responses must have been received by MAY 13, 2024, 12:00 p.m. EST. Two amendments were issued to the solicitation. Amendment 0001 provided revisions to Section C - PWS and Section F - Deliverables, and Amendment 0002 extended the response time from May 13, 2024 at 12:00 PM to May 13, 2024 at 5:00PM.
3. Update to Paragragh 10: A Listing of the Sources, if any, That Expressed, In Writing, An Interest in the Acquisition: On May 10, 2024, the Government received a capability statement from one vendor under the applicable solicitation NAICS code 541611. After a comprehensive assessment of the capability statement, the Government made a determination that the company does not have the technical capability to perform the requirements of the solicitation. The statement identified the company’s core competencies of: accounting, assurance, auditing, sales and use tax compliance, state and local taxes, and staff augmentation/advisory and consulting; but, did not reference relevant experience as it relates to the STFA services and the specific Performance Work Statement tasks. Based on the information outlined above, the Government determined the vendor’s capability statement does not demonstrate the technical expertise to provide highly complex securitized mortgage, mortgage derivative, and mortgage-related product expertise that are necessary to fulfill the requirements of the solicitation.
4. Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:
I certify that this Justification addendum is accurate and complete to the best of my knowledge and belief, and I determine on the basis of the findings above that an other than full and open competition approach is in accordance with the requirements and is in the best interest of the Government.
