Notice to all Industry Partners (IPs) under the Open Market

INVITATION TO VIRTUAL DUE DILIGENCE

This letter is an advance notice that the General Services Administration (GSA), Federal Acquisition

Service (FAS), Federal Systems Integration and Management Center (FEDSIM) intends to release a

Broad Agency Announcement (BAA) solicitation in October 2023. This BAA will support the Office of the Under Secretary of Defense for Acquisitions & Sustainment (OUSD A&S), Innovation

Capability & Modernization (ICAM) Office, for the Submarine Workforce and Industrial Base

(SWIB) Project.

The purpose of this project is to address challenges of workforce development within the Submarine

Workforce and Industrial Base (SWIB) by seeking an Enterprise Integration Partner (EIP) that will identify, develop, and deliver holistic solutions to regional and broader SWIB workforce and industrial base challenges.

A DRAFT version of the BAA has been posted to Sam.gov. This document is marked DRAFT and is subject to change. All references to attachments and deliverables within the DRAFT document are placeholders and all attachments will not be provided with this invitation to due diligence sessions.

This letter serves as an invitation to Virtual Due Diligence to be held virtually via teleconference capability. The due diligence sessions are tentatively scheduled for October 4, 2023*, and October 5, 2023*, and will take place throughout each day (*please note that dates are tentative based on whether the Government is operating normally or shutdown due to lack of budget). The intent of these Virtual Due Diligence sessions is to provide potential offerors with an opportunity to become knowledgeable about the Government’s requirements. Virtual Due Diligence is not intended to be a marketing pitch for potential offerors, but it is intended to allow potential offerors to ask questions on the upcoming BAA and on the documents provided as part of this notice. During the Virtual Due

Diligence sessions, the Government will not permit questions concerning cost or price; IPs attending

Due Diligence sessions shall focus on technical questions. Due Diligence sessions are not for attribution, and the Government will not provide written responses to any questions asked by the IPs.

The IP shall not record any portion of the Virtual Due Diligence session.

An individual Virtual Due Diligence session will be scheduled for 30-45 minutes with each IP that requests a session. The Government requests that only those IPs that plan to submit a white paper as a prime offeror submit a request for a session. Any planned subcontractor may request a session, but the Government requests that they include their planned prime as part of the session or participate in the prime’s session. Requests for Virtual Due Diligence sessions shall be submitted, via email to

Justin Zerbato, Cynthia Weaver, and Matthew Healey (emails listed below) no later than 12:00 pm

ET on Friday September 29, 2023. Requests received after this date and time will not be considered. Attendance at the virtual due diligence sessions is limited to no more than 5 individuals per IP (a prime offeror and subcontractor may each have up to 5 individuals at the session). Sessions will begin on time. Please test equipment prior to the start time.
