NOTICE TO OPEN MARKET
INVITATION TO VIRTUAL DUE DILIGENCE
This letter is an advance notice that the General Services Administration (GSA) Federal Acquisition Service (FAS) Federal Systems Integration and Management Center (FEDSIM) intends to issue a Request for Proposal (RFP) in late January 2023. This solicitation is for managed services. The purpose of the acquisition is to include the secure storage, management, distribution, and preparations for the transportation of medical supplies and pharmaceuticals at Site A.
Included with this letter is an Attachment G – Non Disclosure Agreement (NDA). To receive the remaining advance notice documents, including a DRAFT version of RFP Section C – Statement of Work and Section H – Special Contract Requirements, Attachment R – Performance Requirements Summary, and a Due Diligence Supplemental Questionnaire, all IPs must complete and submit a signed NDA via email to the FEDSIM Contract Specialist (CS), Troy N.
Williams at TroyN.Williams@gsa.gov and FEDSIM Contracting Officer (CO), Brendan McDonough at Brendan.Mcdonough@gsa.gov. Upon receipt, review, and approval of the NDA, the CS will provide the remaining advance notice documents to the designated IP POC via email.
These documents are marked DRAFT and are subject to change.
Please note that neither the release of these DRAFT documents nor the hosting of the Virtual Due Diligence sessions obligates the Government in any way to pursue these requirements.
This letter also serves as an invitation to Virtual Due Diligence to be held virtually via teleconference capability.
The Government will provide the call-in number and any other relevant information after the sessions are scheduled. Virtual Due Diligence sessions are anticipated to take place the week of December 5, 2022. The intent of these Virtual Due Diligence sessions is to provide potential offerors with an opportunity to become knowledgeable about the Government’s requirements.
Virtual Due Diligence is not intended to be a marketing pitch for potential offerors, but it is intended to allow potential offerors to ask questions on the upcoming RFP provided as part of this notice. During the Virtual Due Diligence sessions, the Government will not permit questions regarding cost or price; IPs attending Due Diligence sessions shall focus on technical questions.
Due Diligence sessions are not for attribution, and the Government will not provide written responses to any questions asked by the IPs. The IP shall not record any portion of the Virtual Due Diligence session. All cell phones and other electronic devices should be turned off during these sessions.
An individual Virtual Due Diligence session will be scheduled for 60 minutes with each IP that requests a session. Requests for Virtual Due Diligence sessions shall be submitted, via email only, no later than 11:00 AM Eastern Time (ET) on November 30, 2022, to the FEDSIM CS, Troy N. Williams at TroyN.Williams@gsa.gov and FEDSIM CO, Brendan McDonough at Brendan.Mcdonough@gsa.gov. Requests received after 11:00 AM ET on November 30, 2022, will not be considered. In the email, please include the following information: company name, Point of Contact (POC) name, POC email address, POC phone number, list of participants

Template Version 01/25/2022 attending the session, and participants name, email, and title. Attendance at Virtual Due Diligence sessions is limited to no more than 15 individuals per IP or IP team.
On December 1, 2022, the FEDSIM CS will contact all IPs via email that requested a Virtual Due Diligence session and provide respective date and time slots to the designated IP POC.
Sessions will begin on time. Please test equipment prior to the start time.
In advance of its scheduled session, each IP may submit questions regarding advance notice documents via email to the FEDSIM CS, Troy N. Williams at TroyN.Williams@gsa.gov and FEDSIM CO, Brendan McDonough at Brendan.Mcdonough@gsa.gov no later than 11:00 AM ET on November 30, 2022. This will allow the Government to better prepare for the sessions;
however, the IP is not confined to only asking the submitted questions during the Virtual Due Diligence session. Additionally, the Government request IPs submit responses to questions in the supplemental questionnaire no later than 11:00 AM ET on November 30, 2022.
