This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (SF1449) will not be issued.

The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-05 effective date 09/22/2023.

Listed below is the Price Schedule for the portable bridge. The Unit Price shall be the final price with all fees included such as shipping.

Performance Work Statement (PWS)

Mission The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services (AAS), APEX 3, has received a request from the BLM to acquire one portable bridge. The BLM has an extensive road network and a responsibility to manage the land. Timber sale projects often require stream crossings. Many of these stream crossings (typically culverts) are undersized, failing, missing, and/or are barriers to aquatic organism passage. Because of the cost of reconstructing these stream crossings, some areas are dropped from management consideration. The BLM, its contractors, and other project partners have a need to cross streams, quickly, easily, affordably, and temporarily to access more of its land base.

Similarly, when stream crossings are being repaired and/or upgraded, bypass roads are necessary to facilitate travel from one side of the stream to the other; especially important for private landowners who may live on the other side of the stream crossing and for emergency egress. The BLM, its contractors, and other project partners have a need to cross streams cleanly and temporarily to ensure water quality is preserved while road access is maintained.

Description of Item Requested One Portable Single Lane Highway Bridge, 50 feet long, with a minimum roadway width between guardrails of 16 feet, with a Corrugated Steel deck or equivalent with untreated timber running strips. The disassembled bridge will fit onto a standard semi-truck trailer bed under 53 feet in length and not be considered an “oversize load”; transport of the disassembled bridge may take up to two standard semi-trucks.

Technical Specifications Design Code: American Association of State Highway and Transportation Officials (AASHTO) load-and-resistance factor design (LRFD) Bridge Design Specifications, 9th Edition 2020, Live load: Strength I limit state: HL-93 with dynamic load allowance (IM=0.33), Strength II limit state: U80 truck loading with dynamic load allowance (IM=0.33) Applied as overload. Refer to overload detail below for configuration.

Bridge shall be constructed with a minimum of 4 girders. Girders and bracing shall be fabricated from ASTM A709, Grade 50W weathering steel, or equivalent. Girders & bracing shall be shipped fully assembled. Guardrails shall be galvanized steel or equivalent w-beam guardrail and installed 29”, plus or minus 1”, from the top of the roadway surface to the top of the guardrail. The deck surface shall be galvanized corrugated steel or equivalent and shall be attached to the superstructure during fabrication. The running strips shall be a minimum of 2 strips of 3 inch thick x 5 foot wide untreated timber. The bridge shall be furnished with back wall systems, a minimum of 5 feet high x 20 feet long. Bridge shall be furnished with precast concrete sills, a minimum of 16 inches wide x 8 inches thick x 20 feet long. Fabricator qualifications: The bridge shall be fabricated in a facility certified by the American Institute of Steel Construction (AISC) for major steel bridges and designed for easy assembly and disassembly in the field. Special lifting Requirements: The bridge shall be prefabricated into components such that no individual component exceeds 22,000 lbs.

Warranty The Offeror will state in their quote any manufacturer’s warranty. Upon delivery the Offeror will promptly correct defects found, at no increase in the contract price. The Offeror shall be responsible for warranty work regardless of the make of the component.

Delivery and Acceptance Delivery shall be Free On Board (FOB) destination within six months of contract award.

Delivery Site Details: The delivery site is to a designated field site located at the Horning Seed Orchard approximately 30 miles southeast of Portland, Oregon, USA. The road is paved asphalt to the delivery site with the last half-mile gravel. BLM will build and harden the approaches and destination as necessary.

The contractor/fabricator shall provide BLM at least ten (10) working days notice prior to delivery of the product to the field site. Delivery shall be made between 8:00 am and 4:00 pm Pacific Daylight time Monday through Thursday, holidays excluded. The vendor shall provide off-loading services. Final inspection and acceptance will be made by the Government at the place of delivery.

Shipping shall be in accordance with standard commercial practice to ensure arrival at destination in a satisfactory condition.

Instructions, Conditions and Notices to Offerors The Government may reject any or all quotes, issue an order to other than the lowest quote. If necessary, the Government may conduct discussions with any or all quoters. The following factors shall be used to evaluate offers for this solicitation:

Submission of Quote:

Each quote shall be provided to the Government in two parts (each part in separate folders/files): Part I – Pricing, and Part II – Technical. Both parts are due and shall be submitted electronically by the location, due date, and time indicated above. The Offeror shall not include any pricing data in the Part II – Technical.

Part I - Pricing Part I contains written pricing information. This volume shall contain:

a. A completed Price Schedule table from page 2 of this solicitation (TAB A)

b. Representations and Certifications (TAB B)

c. Pricing Assumptions, if any (TAB C)

Part II - Technical Part II contains written technical information and shall contain the following:

a. Factor 1: Technical Specifications (TAB A)

b. Factor 2: Schedule / Delivery (TAB B)

c. Factor 3: Relevant Past Projects (TAB C)

Quote Contents Part I - Pricing The pricing quote shall contain the following tabs:

a. Price Schedule (TAB A): The Offeror shall indicate the price to be charged for the portable bridge using the Price Schedule table from page 1 of this solicitation.

b. Representations and Certifications (TAB B): The Offeror must submit a copy of:

● Current Representations and Certifications from the System for Award Management

(SAM)

● A statement addressing whether your firm is registered in ASSIST.

c. Pricing Assumptions, if any (TAB C): The Offeror must submit under a separate tab, any assumptions, if applicable, upon which the pricing quote is based.

Part II - Technical The Technical quote shall contain the following tabs:

Factor 1: Technical Specifications (TAB A): The Offeror shall submit a written narrative which shall not exceed two pages containing information identifying and describing the technical specifications of the portable bridge per the Technical Specifications section of the PWS.

Factor 2: Schedule / Delivery (TAB B): The Offeror shall submit a written narrative which shall not exceed two pages describing how long it will take to build then deliver and will clearly articulate how it expects to achieve the timelines quoted. It shall include how the Offeror will facilitate effective communication among the Offeror, subcontractor, and Government stakeholders as applicable.

Factor 3: Relevant Past Projects (TAB C): For each Relevant Past Project reference, the Offeror shall provide no more than a two-page narrative clearly articulating how and why it believes the referenced work is relevant (size, scope, and complexity) to the breadth of requirements as stated in the RFQ.

The Offeror shall provide at least one, but not more than two, relevant and recent (projects completed within the last three years, or currently ongoing with at least one year of the project completed) project experience performed.The Government will not review any additional project experiences submitted in excess of the stated limitation.

Project experience responses shall contain:

● Contractor Name / Project Name / Contract Number;

● Customer point of contact for project (phone number and email) (the Government reserves the right to contact references and / or project owners to obtain additional clarifying information regarding project relevance or contractor performance);

● Project performance period (include months / years);

● Dollar value of the entire project and dollar value of the part of the project relevant to the requirements of this solicitation (if not different, please state this as so);

● Summary of the project including a clear description of the location, the requirements and results achieved, and the methodology, tools, and / or processes utilized in performing the work;

● Narrative clearly articulating how the work is relevant (i.e., development of pre-course work and course instruction) to that of this solicitation including identification of core area(s) of expertise related to this RFQ demonstrated in the performance of the project.

Method of Award The Government anticipates awarding a single purchase order to the Offeror whose quote is the most advantageous to the Government, price and other factors considered. Prices in the quote will be evaluated for fair and reasonableness. It will take into consideration adequate price competition and the quoted unit.

Factor 1, 2 and 3 will be evaluated as “ACCEPTABLE” or “UNACCEPTABLE.” To be determined Technically Acceptable, Factor 1, 2 and 3 must be rated as ACCEPTABLE to be eligible for award. An UNACCEPTABLE rating in any single technical evaluation factor will result in the Offeror’s overall offer being determined UNACCEPTABLE and therefore ineligible for award.

Technical packages will be evaluated based on the factors described above, Technical Specifications, Schedule / Delivery and Relevant Past Projects. Award may be made to other than the lowest price technically acceptable quote.

The Government may make award based on initial quotes received, without discussion of such quotes in accordance with the clause found at FAR 52.212-1, Instructions to Offerors – Commercial Items, or the Government may make an award after clarifications if deemed necessary, of some aspects of the price or technical package.

The quotes shall set forth full, accurate, and complete information as required by this solicitation package (including attachments). The penalty for making false statements in quotes are prescribed in 18 U.S.C. 1001.

The technical package shall be evaluated using Comparative Evaluations. In accordance with FAR 13.106-2(b)(3), the Government may perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation.

Price Package Evaluation The Offeror’s written price package will be evaluated to determine the price as fair and reasonable. The Government will determine this by taking into account the quoted unit pricing, and other pricing-related information. The Government may issue an award without engaging

in discussions. Consequently, the Offeror is highly encouraged to provide their best quote with the initial submission. However, the Government reserves the right to hold discussions if it is determined advantageous to the Government to do so. This statement is not to be construed to mean that the Government is obligated to conduct such conversation with the Offeror.

Technical Package Evaluation The Government will evaluate Part II - Technical above demonstrating the ability of the firm to effectively and efficiently provide the requirement. The evaluation will take into consideration how the Offeror plans to meet all requirements.

Technical Evaluation Factors The following subsections describe the technical evaluation factors.

Factor 1: Technical Specifications: The Government will evaluate the Technical Specifications factor based on the technical specifications section of the PWS.

Factor 2: Schedule / Delivery: The Government will evaluate the Schedule / Delivery factor based on the degree of clarity given in the Offeror’s response. Additionally, to be determined Acceptable, delivery shall be within 6 months after contract award.

Factor 3: Relevant Past Projects: The Government will evaluate the Relevant Past Projects factor based on the Offeror’s response.Project experiences will be evaluated on the clarity and completeness in demonstrating successful projects of similar scope and size to that of this solicitation.

FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision— Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(d) Representation. The Offeror represents that—

(1) It □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
