SECTION C: DESCRIPTION / SPECIFICATIONS / PERFORMANCE WORK

STATEMENT (PWS)

C.1 OBJECTIVE/SCOPE

The Bureau of Land Management (BLM) Northwest Oregon (NWO) district requires armed security services at the Yaquina Head Outstanding Natural Area (YHONA) located in Newport, OR. YHONA is a Day Use Area operated by BLM, located at 750 Lighthouse Drive, approximately 3 miles north of Newport, OR and approximately one mile west of Highway 101.

BLM requires one armed security guard to provide 1) a daily patrol of the site during normal operating hours, 2) a daily visit at closing to conduct a sweep of YHONA at closing, and 3) 24-hour security alarm response.

C.2 TASKS

There is one Task associated with this requirement.

C.2.1 TASK 1 – Security Services

● Daily Patrol o Security personnel will perform one daily patrol of the site during normal operating hours. This will be a separate and distinct visit from the closing operations and will occur once each day by driving through the site roads and / or taking a short walk to access a trail or a highly visited destination such as quarry cove, cobble beach, or the Yaquina Head Lighthouse and viewing deck.

The daily patrol shall originate at the Entrance Station during normal hours of operation to check in and discuss possible need for a visual presence. When the entrance station is not open, the contractor shall check in with staff at the Interpretive Center via radio to determine need. This is a 15-minute visit and the security company may be asked, with advance notice, to open the site by unlocking the front gates and sweeping the road system.

● Closing Services o The contractor shall provide up to one hour of service nightly by reporting to the main Entrance Station of YHONA at least 20 minutes prior to closing. The contractor shall escort the Government employee from the Entrance Station to the Interpretive Center for the secure transport of fee revenues. When the Government employee from the Entrance Station is securely inside the Interpretive Center, then the contractor shall work with one Government staff member to perform one of the following:

• Report back to the Entrance Station and maintain a post at this location to allow exiting traffic only, and not allow entry to YHONA; or

• Sweep YHONA work areas to direct visitors to proceed towards the exit while Government personnel maintain a post at the front gate. This may require the contractor to contact visitors in person and / or use a megaphone. When the contractor has ensured all visitors have left the site, Project #: 47QFAA21K0023

RFQ #: 47QFAA21Q0042

then the contractor shall return to the entrance gate and remain at the gate until the one hour has concluded or until all Government staff have exited the site.

● Alarm Response o Armed security personnel shall provide 24/7 armed alarm response services when notified by the alarm company. Armed security personnel will respond to Yaquina Head Outstanding Natural Area alarm systems activation. The contracted alarm monitoring company will phone selected security 24-hour dispatch line as a first contact number for response. Upon responding to an alarm, armed security personnel will inspect the property and buildings for any sign of intrusion, damage, or fire. If security personnel encounter any signs of suspicious activity, they will contact local law enforcement and the after hours contact for BLM. If the building is found unsecure, the security personnel will check the building to ensure it is clear and re-secure the building.

● Other Requirements o Armed security personnel shall assist BLM employees in gaining compliance, without unnecessary conflict, from non-compliant visitors in either capacity and may need to abandon their assigned duty to assist BLM employees. Once all visitors have exited the site, the main entrance gate will be closed and locked.

o During days when the entrance station is not open / staffed, often occurring during slow months of mid-November to mid-February, armed security personnel will provide closing security sweeps of the site and assist all visitors to exit the site at closing time. However, during unusual times such as pandemics, fires, Government shutdowns, or other situations that affect normal business hours, the contractor shall coordinate with the Contracting Officer’s Representative (COR) to modify timing of daily security sweeps. This may require security personnel to contact visitors in person. Once all visitors have exited the site, the main entrance gate will be closed and locked. Security personnel will remain at the front gate until the one hour has concluded and notify BLM staff of their departure or until all BLM staff have exited the park.

o Incidents that occur during this time shall be documented by the contractor on a BLM incident report form and submitted to the Yaquina Head Manager and COR within 24 hours.

o The contractor shall complete a BLM incident report within 24 hours of all alarms and submit it to YHONA Site Manager and COR within 24 hours.

At least four weeks before the start of contract performance, the contractor will identify all contractor and subcontractor personnel who will require physical access for performance of work under this contract. The contractor must make their personnel available at the place and time specified by the COR in order to initiate screening and background investigations.

Before starting work under this contract, a National Agency Check (NAC) will be conducted to verify the identity of the individual applying for clearance. Upon successful completion of the NAC process, unescorted access will be granted.

Simultaneously, a NAC with Inquiries (NACI) will be initiated to determine the individual’s suitability for the position. If the NACI adjudication is favorable, nothing more needs to be done. If the adjudication is unfavorable, the credentials will be revoked. In the event of a disagreement between the contractor and the Government concerning the suitability of an individual to perform work under this contract, DOI shall have the right of final determination.

Project #: 47QFAA21K0023

Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary. The contractor will provide the COR with documentation that supports the individual’s status.

During performance of the contract, the contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes.

Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the contractor’s expense. If reissuance of expired credentials is needed, it will be coordinated through the COR.

At the end of contract performance, or when a contractor employee is no longer working under this contract, the contractor will ensure that all identification cards are returned to the COR.

H.5 HOMELAND SECURITY PRESIDENTIAL DIRECTIVE 12 (HSPD-12)

At the time of contract award there will be no HSPD-12 requirements. However, the Government anticipates that over the course of performance, YHONA facility security upgrades will require a HSPD-12 PIV to access facilities. Once those upgrades are made, he following will apply:

Full Low Background Investigation (LBI) (Low Risk) clearance under the Homeland Security Presidential Directive 12 (HSPD-12) program shall be required for all on-site contractor personnel. Contractor personnel may also be exposed to data that is subject to the Privacy Act of 1974; therefore, all on-site contractor personnel assigned for task order performance shall be required to take appropriate action to prevent disclosure of this information.

HSPD-12 applies to any contractor personnel staffing this task order and as such performance shall require access to internal Government Information Technology (IT) systems. HSPD-12 was issued to implement the policy of the United States to enhance security, increase Government efficiency, reduce identity fraud, and protect personal privacy by establishing a mandatory, Government-wide standard for secure and reliable forms of identification issued by the Federal Government to its employees and contractors (including contractor personnel). Under this directive, the heads of executive departments and agencies are required to implement programs to ensure that identifications issued by their

Project #: 47QFAA21K0023

RFQ #: 47QFAA21Q0042

departments and agencies to Federal employees and contractors meet the standards. This policy can be found at the following website:

http://www.whitehouse.gov/omb/memoranda/fy2005/m05-24.pdf

As result of HSPD-12 applicability to the requirements of this document and the PWS, the Government will perform all required background clearances for contractor personnel, and the contractor shall ensure their personnel requiring physical access to Federal facilities and access to Federally-controlled information technology systems have identification that complies with HSPD-12 policy. Immediately upon award the clearance process shall commence.

H.9 KICKOFF MEETING

No later than seven calendar days after the award of the task order, a kickoff meeting will be held led by the CO and attended by representatives of the contractor, the COR, and representatives of BLM. The meeting will be held virtually. The purpose of the meeting is to review all requirements, the expected timetable, the transition plan, roles and responsibilities of all parties, and any other pertinent information as determined by the CO.

At the kickoff meeting, the contractor shall provide to the COR a written “work progress plan” that details the proposed workforce and schedule to provide for orderly completion of the work within the contract performance time. This work schedule must be acceptable to the Government. At a minimum, the schedule should reflect a work progress rate equal to the available amount of contract performance time. The unit sequence work schedule will be determined by the COR at the pre-work conference and may be subject to change because of normal variations in weather conditions with no change in contract time or price.

H.10 ENVIRONMENTAL INTERRUPTION OF WORK

H.10.1 Environmental The CO, by issuance of a suspend work order, may direct the contractor to shut down any work that may be subject to damage due to weather conditions or fire danger. The contractor will be given a resume work order which will document the date the work suspension ends.

An allowance has been included in the contract time for short-term environmental delays up to one day at a time. The count of contract time will therefore continue during work interruptions of one day or less, but the count of contract time will stop during work interruptions in excess of one day at a time. All periods of interruptions directed by the Government will be documented. The contractor will not be entitled to additional monetary compensation for such suspensions regardless of duration.

H.10.2 Endangered Species The Government may direct the contractor to discontinue all operations in the event that listed or proposed threatened or endangered plants or animals protected under the Endangered Species Act of 1973, as amended, or Federal candidate (Category 1 and 2), sensitive or state listed species, identified under BLM Manual 6840, are discovered to be present in or adjacent to the project area.

H.11 PRESERVATION OF HISTORICAL AND ARCHAEOLOGICAL RESOURCES

If, in connection with operations under this contract, the contractor, subcontractors, or the employees of any of them, discovers, encounters, or becomes aware of any objects or sites of

Project #: 47QFAA21K0023

RFQ #: 47QFAA21Q0042

cultural value on the project area, such as historical or prehistorical ruins, graves or grave markers, fossils, or artifacts, the contractor shall immediately advise the COR and CO.

H.12 BLM FIRE PROTECTION REQUIREMENTS

The following applies to all vehicles not operating on an improved surface (Field Going Vehicles). Changes or modifications to the requirements are possible depending upon changes in State of Oregon law and requirements of the State Districts and Protective Associations.

This outline covers the fire protection requirements of a contractor or private party who performs service or construction contracts on BLM land. In western Oregon, the BLM allows Oregon Forest Law (Oregon Revised Statutes (ORS) Chapter 477) and Oregon Administrative Rules (OAR) to apply to these operations on BLM lands rather than develop similar rules applicable only to BLM lands.

1. CLOSED FIRE SEASON

The closed fire season means that fire season has been declared. ORS 477.505 gives the State Forester the authority to establish the fire season. The authority has been delegated to the District Foresters around the state who issue public notices through the newspapers and radio when fire season will be closed for their individual districts. Closed fire season depends upon the drying of forest fuels, rainfall, and time of year.

2. FIRE TOOLS REQUIRED DURING CLOSED FIRE SEASON

The contractor shall furnish fire tools to all personnel onsite using the following combinations.

KINDS OF TOOLS #

Pulaskis 1 Shovels 1 Hazel Hoes 1

In addition to the above hand tools, the contractor must provide a backpack pump that can be filled with water located in a readily available area.

All shovels are to be size 0 or larger, long handled. All tools shall be sharp and ready for service.

Fire extinguishers as follows:

For vehicles - UL rating of at least 4 BC.
