About this file

This Limited Sources Justification (LSJ) document covers a 6-month extension for the Enterprise Operations System Support Services (EOSS) Task Order 47QDCB21F0005, issued under BPA 47QDCB19A0007 for the General Services Administration (GSA) Federal Acquisition Service. The extension, valued at $1,851,672.34, will increase the total task order value to $29,553,287.02 and cover the period from 11/24/2025 to 05/23/2026. Sevatec LLC will continue managing the Network Hosting Center (NHC), a secure, centralized facility providing hosting, network management, IT support, and contract management services for federal agencies.

The justification emphasizes the critical nature of maintaining uninterrupted services for 180 federal agencies, with Sevatec LLC having demonstrated consistent performance in delivering complex telecommunications and IT solutions. The extension will bridge the gap while GSA prepares for a comprehensive re-competition that will combine multiple Systems Branch assets into a single Full and Open Competition initiative, targeted for award by the start of Calendar Year 2027. The government seeks to avoid disruption, duplicative costs, and operational risks associated with introducing a new contractor to this mission-critical shared service platform.

Version 02/28/2025

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 8.405-6.

i.) Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of General Services Administration (GSA) Federal Acquisition Service (FAS) Office of Information Technology Category (ITC), Office of Telecommunication Services (OTS)

Contracting Activity:

GSA AAS Contracting Office (QFCAAB) Civilian ii.) Nature and/or Description of Action Being Approved:

The Government intends on adding an extension period, in accordance with FAR 52.217-8, to the existing Task Order 47QDCB21F0005, issued under BPA 47QDCB19A0007.

The contract type of Task Order 47QDCB21F0005 is a hybrid Firm Fixed Price and Time and Materials type order.

The not to exceed (NTE) ceiling value of the FAR 52.217-8 extension period will be $1,851,672.34. The addition of the FAR 52.217-8 extension period into the Task Order will increase the aggregate total value of the Task Order from $27,701,614.68 to $29,553,287.02.

The length of the FAR 52.217-8 extension period will be 6-months. The dates of period of performance (PoP) will be 11/24/2025 - 05/23/2026.

During this FAR 52.217-8 extension period, Sevatec LLC will maintain the Network Hosting Center (NHC) managed by EOSS, a secure, centralized facility providing hosting, network management, IT support, and contract management services for federal agencies.

The NHC is critical for GSA because it serves as a mission-critical shared service platform that enables government-wide telecommunications procurement, contract management, and ensures reliable performance with strict security standards.

iii.) A Complete Description of Supplies/Services Required to Meet Agency’s Need (Including the Estimated Value):

IT Operations Support The Contractor provides IT operations support for all system components of the EOSS (Enterprise Operations System Support) to ensure that the EOSS is available to perform the GSA business process required by OTS (Office of Telecommunication Services). The Contractor provides agile operations, maintenance, and enhancement support for EOSS applications and business processes. The specific tasks performed under this objective are:

● Application Operations and Maintenance

● Data Retention and Archiving Support

● Help Desk

Docusign Envelope ID: B922130B-C752-44EA-A322-0E4B67652714

Business Process Operations Support The Contractor provides business process support to enable the continued support of OTS through the operations of the EOSS and provides improvements needed to increase operational efficiencies. Business process support includes source selection tools, analysis, and workflow that GSA needs to support source selection processes, and fair opportunity decisions to select qualified vendors to provide GSA services to federal agencies. The specific tasks performed under this objective are:

● Application Modification and Enhancement

● Contract Modification and Document Management Processes

● Vendor Billing Repository

● End User Training Support

● Governance

A 6-month extension of the period of performance will provide continued support for EOSS while the Government performs the “recompete” acquisition. The value of the 6-month extension is $1,851,672.34.

iv.) The Authority and Supporting Rationale:

The acquisition is conducted under the authority of the Multiple-Award Schedule (MAS) Program. Consideration of schedule contractors will be restricted in accordance with:

a. FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

This LSJ is required to add FAR 52.217-8, Option to Extend Services, to the current Task Order in order to ensure uninterrupted delivery of mission-critical IT operations across GSA. At the time of the initial award, this clause was not properly evaluated or incorporated. Its omission now creates a serious risk of service interruption that could compromise GSA’s ability to sustain essential IT systems and provide continuous support to federal stakeholders.

The current Task Order, which oversees the Enterprise Operations Support Services – Business Platform (EOSS-BP) and the Network Hosting Center (NHC), was competed and awarded under a Multiple Award Blanket Purchase Agreement (MA-BPA). Throughout the performance period, Sevatec LLC has consistently demonstrated its ability to deliver complex telecommunications and IT solutions at scale, ensuring uninterrupted operations for this mission-critical federal shared services platform.

Sevatec LLC’s performance has included the timely delivery of system enhancements, successful integration of new EIS vendors, and proactive resolution of technical issues.

These efforts have directly contributed to improved system reliability, reduced downtime, and increased customer satisfaction across 180 federal agencies, serving an average of 319 monthly users.

Sevatec LLC’s proven performance also extends to large-scale federal IT initiatives, including enterprise system modernization, network optimization, and implementation of regulatory compliance measures. These efforts have been completed on schedule and within budget, delivering cost savings and enhanced efficiency for the Government.

Replicating this level of specialized performance through a new vendor would require substantial transition and knowledge-transfer activities, for which funding is not available.

Moreover, the Government would risk performance degradation, schedule slippage, and duplicative costs associated with onboarding a new contractor unfamiliar with the highly customized NHC environment.

This necessitates a shift in approach. To ensure continuity of service, the Government will leverage the existing FAR 52.217-8 six-month extension followed by a one-year bridge contract, a plan that has been reviewed and approved by GSA IT, ITC, and AAS management. Crucially, the Acting FAS Deputy Commissioner has directed that the re-competition effort must combine all Systems Branch assets—encompassing NHC/EOSS-BP, Conexus, and NSOBS—into a single Full and Open Competition initiative with a target award date by the start of Calendar Year 2027. Given this clear mandate and the need for strategic alignment, pursuing separate re-competition efforts would be inconsistent with leadership direction and would not represent the most prudent course of action.

Without the ability to extend services under FAR 52.217-8, there is a substantial risk of disruption to the EOSS requirement and the NHC—potentially delaying or halting operations, disrupting governmentwide telecommunications procurements, undermining compliance oversight, and increasing costs to the Government through duplicative transition expenditures, pricing analyses, and compliance oversight efforts. Such disruption would adversely affect the 180 customer agencies (averaging 319 monthly users) that rely on the NHC for mission-critical telecommunications and IT acquisition support. Adding FAR 52.217-8 at this stage mitigates the effects of its earlier omission, prevents service disruptions, and safeguards the continuous operation of this mission-critical federal platform.

Awarding a logical follow-on to Sevatec LLC is therefore necessary to maintain economy and efficiency. The follow-on leverages Sevatec LLC’s demonstrated record of success in operating the EOSS-BP and NHC, avoids duplicative transition expenditures, and sustains continuity of operations critical to federal telecommunications procurement, pricing analysis, and compliance oversight. Conducting a new competition at this time would increase costs, delay delivery, and introduce significant operational risk without providing any offsetting benefits. In accordance with FAR 8.405-6(a)(1)(i)(C), Sevatec LLC is capable of performing at the required level of quality, and proceeding with this logical follow-on ensures the Government’s requirements are met in the most economical and efficient manner. Based on historical data, the Government estimates that $250,000.00 will be saved, as detailed in section vii, with the ability to extend services under FAR 52.217-8 through the avoidance of unnecessary, duplicative costs.

v.) Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):

The price of the FAR 52.217-8 extension period is determined to be fair and reasonable by the Contracting Officer. The Contracting Officer determined the price of the FAR 52.217-8 extension to be fair and reasonable based on the following:

1. The Contractor’s quote for the 52.217-8 period received in response to the Government’s request was compared to the IGCE.

2. The Contracting Officer compared the Contractor’s quoted Firm-Fixed-Price (FFP) and ODCs/software amounts for the 52.217-8 extension period with those from Option Period 4. The Contractor’s quote for the extension was approximately half of the Option Period 4 total, which is reasonable given that the extension covers a six-month period compared to the twelve-month Option Period

4. The quoted ODCs/software costs were consistent with prior spending and anticipated needs. While the overall 52.217-8 Extension amount was lower due to the shorter performance period, the pricing levels and requirements remained aligned with previous work. Overall, the proposed pricing for the 52.217-8 extension is fair, reasonable, and consistent with the scope and duration of the effort.

vi.) Description of the Market Research Conducted Among Schedule Holders and the Results of the Research:

Based on historical contract data, current pricing information from multiple vendors, and a review of qualified sources under the GSA Schedules, the Government has determined that sufficient competition exists to support the Enterprise Operations Support Services (EOSS) requirement. Prior contract performance and market research confirm that multiple vendors possess the technical expertise and capacity to provide enterprise-level operations support for mission-critical systems such as NHC/EOSS-BP, Conexus, and NSOBS. However, while the re-compete that will combine all Systems Branch assets into one Task Order is being developed, the Government requires uninterrupted continuation of services.

Accordingly, the incorporation and exercise of FAR 52.217-8 into the current Task Order is necessary to bridge the gap until the competitive award is completed, ensuring there is no disruption to mission-critical enterprise operations. Finally, market research confirms that this acquisition is still commercial.

vii.) Any Other Facts Supporting the Justification:

Historical data indicates that recompeting this Task Order now would result in an estimated $250,000.00 in unnecessary, duplicative costs. Since GSA is already planning to compete and award a Task Order that will combine all Systems Branch assets into one Task Order, conducting a separate competition at this stage would duplicate the work and costs that will occur during the acquisition. The $250,000.00 estimate is based on historical level-of-effort data from prior AAS acquisitions, specifically reflecting the labor hours, evaluation resources, and administrative expenses incurred during comparable procurements. This provides a reasonable benchmark for estimating the additional costs that would be required to execute a stand-alone competition at this time.

viii.)Statement of the Actions, if Any, the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:

GSA intends to recompete the Enterprise Operations Support Services (EOSS) requirement that currently provides operation and maintenance (O&M) as part of a single, combined acquisition that will support multiple mission-critical GSA systems and environments, including NHC/EOSS-BP, Conexus, and NSOBS. The FAR 52.217-8 Extension will ensure uninterrupted service for GSA while providing time to prepare and execute a combined recompete. This approach is designed to align with the GSA IT modernization roadmap while ensuring continuity of services and creating an opportunity for industry to engage in a full and open competition, anticipated in FY26/FY27.
