About this file

This document is a Justification and Approval (J&A) for a sole source procurement of Architectural/Engineering (A/E) and Management and Inspection (M&I) services for renovating the 3rd and 4th floor laboratories in the Harvey W. Wiley Federal Building. The General Services Administration (GSA) plans to award a contract to N.K. Bhandari Architecture & Engineer, P.C. (NKB) as the sole source, based on their status as the original designer of record (DOR) for the laboratory renovation project. The renovation aims to create a state-of-the-art, open-concept laboratory environment for food safety and microbiology research, with NKB providing design support and recommendations to ensure project objectives are met.

The sole source justification is supported by NKB's unique qualifications, including intimate knowledge of the original design, successful past performance on GSA projects, and being determined the most qualified by GSA's technical experts. Market research was conducted through a SAM.gov notice posted on December 18, 2024, which closed on January 2, 2025, with zero responses received. The Contracting Officer determined the anticipated pricing will be fair and reasonable through comparison with the Independent Government Estimate (IGE) and historical pricing. The contract is funded by BA80 RWA Funds, and the government will continue to conduct market research for future competitive acquisitions of similar services.
