Statement of Work (SOW)

1.0 Introduction

1.1 Purpose

The General Services Administration (GSA), Public Buildings Service (PBS), NCR Office of Portfolio Management & Real Estate, 1800 F St. NW Washington, DC is pursuing a property survey for due diligence package for a possible acquisition of the Department of Transportation (DOT) Headquarters, located at 1200 New Jersey Av SE.

1.2 Objective

To support NCR in it’s identification and evaluation of the subject property as a potential fee acquisition for the federal portfolio. GSA has prospectus approval to pursue acquisition of this property through a process laid out in the purchase option within the existing lease. The survey is part of that due diligence; to provide assistance to the GSA as the Federal landholding agency in meeting the requirements of Executive Order (“EO”) 13327 and the Federal Real Property Council (“FRPC”), and developing/applying asset management strategies and solutions to landholding agencies’ real property issues that are consistent with the agencies’ asset management objectives. The contractor will conduct an alta & utility survey and submit to the requesting office for the aforementioned property.

2.0 Property Info and Background

The land parcel consists of approximately 8.00 acres or 348,589 square feet in the District of Columbia (SE). The site is improved with two connected buildings totaling 1,351,900 square feet of rentable area constructed in 2006.

3.0 Scope of Work

The General Services Administration’s NCR Office of Portfolio Management & Real

Estate has a requirement for a contractor to conduct a Site Alta & Utility Survey for the subject parcel. The contractor will prepare an ALTA SURVEY in accordance with the

ALTA 2016 Minimum Standard Detail Requirements for ALTA/ACSM Land Title

Surveys as adopted by American Land Title Association and National Society of

Professional Surveyors (as amended or superseded, if applicable).

3.0 Specific Requirements or Tasks

Surveyor Certification: The surveyor must be a General Certified Land Surveyor in the District of Columbia. Note: A temporary license will not be accepted.

The offeror will provide:

Identify the name of the firm partner/sub that will provide the site survey services identified. Included in this information the offeror must identify the principal officers and primary place of business and a description of the type of services the firm primarily engages in. This information must include land surveyor qualifications for each officer if licensed as a General Land Surveyor.

Identification of the primary land surveyor for this assignment. This information must include qualifications of this land surveyor and a copy of a current and permanent certified land surveyor license issued by the appropriate overseeing jurisdiction.

3.1 Site Survey

1) The licensed contractor will prepare an ALTA SURVEY in accordance with the ALTA 2016 Minimum Standard Detail Requirements for ALTA/ACSM Land Title Surveys as adopted by American Land Title Association and National Society of Professional Surveyors (as amended or superseded, if applicable) for the subject parcel.

It is the intent of this survey to provide a detailed metes and bounds description of the property within this square. The survey does not need to be recorded with the District of Columbia. The ALTA survey shall contain items 2, 3, 4, 6, 7, 8, 11, 13, and 19 from Table A of the attached 2016 ALTA Minimum Standards.

2) The ALTA Survey shall be provided in hard copy and electronically as a PDF file and as an electronic file Auto CAD file. The Auto CAD file will comply with GSA CAD Standards.

3) Field survey data shall be provided in an electronic format compatible with Environmental Systems Research Institute (ESRI) applications and/or Autodesk GIS applications. (i.e. ESRI SHP, ESRI LYR, ESRI Arc Info Coverage, MapInfo MIF/MID, Autodesk DWG, DGN.

4) The licensed contractor shall provide the draft ALTA Survey for review by GSA prior to finalizing the Survey. The Draft ALTA Survey shall be provided to GSA within twenty days of receipt of the notice to proceed and receipt of the necessary information by contractor from GSA. GSA will provide comments within five business days of receipt of the survey. The final ALTA will be provided to GSA by February 26, 2020.

3.2 Utility Survey

1. GENERAL: Perform a site survey, in accordance with standards identified herein and as would be generally required attached "SPECIFICATION FOR UTILITY SURVEY", September 19, 2016, except that the requirements herein shall govern in case of conflict.

The site (the areas to be surveyed} is the land and improvements identified for the Alta Survey above.

3.2.1 Specific Requirements for Utility Survey

1. UTILITY SURVEY: Shall be performed of the entire site and adjacent streets and sidewalk areas. Show overall boundary property lines.

2. Quality shall be consistent with standards identified by the American Society of Civil

Engineers (ASCE) Standard Guideline for the Collection and Depiction of Existing

Subsurface Utility Data, 2003 or its successor. Level of Quality shall at a minimum equal to Level C. (QL-C) as defined and described by the ASCE.

3. DUE DATE: Initial submittal and final submittal are due at the time of the ALTA Survey

4. GSA Review shall coincide with the review of the Alta Survey and be subject to the same delivery considerations

Evaluation Basis for Award:

Evaluation

The Government will award a contract to the responsible offeror whose offer is the Lowest Price, Technically Acceptable.

To be considered technically acceptable, the offeror must have identified a primary licensed surveyor tasked to this assignment who has demonstrated through his submission both assignment competence and market competence

Technical Evaluation Factors:

Meets the minimum qualifications.

1. Land Surveyor currently licensed in the District of Columbia

2. Be able to meet the timetable established above

Past Performance

1. Successfully completed at least one land survey of a similarly complex federal building in the District of Columbia within the past 5 years or previously surveyed the subject property within the past 20 years

4.0 Deliverables

The contractor will develop and submit, within 2 working days of receipt of the Award or Task Order, a schedule detailing the proposed dates for records review and site visit for the property listed above, to the POC. The following reports will be submitted in both hard copy and electronic format (CD ROM):

- Site Survey in accordance with the ALTA 2016 Minimum Standard Detail Requirements;

- Utility Survey in accordance with standards identified by the American Society of Civi Engineers (ASCE) Standard Guideline for the Collection and Depiction of

Existing Subsurface Utility Data, 2003 or its successor.

Due Dates

Outline: 2 days from award

Draft 20 Days from award or notice to proceed

Draft comments 5 days after draft

Final Survey 5 days after receipt of comments but not later than February 26, 2020

Period of Performance 120 days from award

5.0 Place and Period of Performance

Place of Performance: The work may be performed at multiple locations including, but not limited to:

The physical locations of the real property being assessed as well as the records review locations.

The location of the contractor’s office or any other non-restricted area that the contractor chooses to complete the described work.

The period of performance shall be performed within 120 days of contract execution, however, the award should remain open for 365 days.

6.0 Travel

One site visit to the subject property to conduct an on-site inspection is authorized. All travel must be pre-approved by the GSA COR. Travel costs will be reimbursed in accordance with Government travel regulations (FAR 31.205-46(a)(2)(i)).

7.0 Government Furnished Equipment (GFE)/ Government Furnished

Information (GFI)

Government Furnished Equipment: Unless otherwise stated, the GSA will not provide any government furnished equipment to the contractor.

Government Furnished Information: The GSA facilitates the Contractor gaining access to data and information necessary to perform this work. This data may include drawings, photographs, shop drawings and may also come from on-going government sponsored research and test programs. The GSA will help arrange Contractor access to the facility and will coordinate escorts, if required.

8.0 Security

9.0 Administration

9.1 GSA Representatives.

On behalf of the GSA Contracting Officer (CO), the Contracting Officer’s Representative (COR) is responsible for the general administration of this Work Order. The Contracting Officer’s Representative is responsible for the review/acceptance of all task deliverables.

This individual will serve as the Government point of contact concerning fee negotiation, information exchange, submission review, and payment of fees. Nothing said by the COR shall be construed to change contract requirements unless supported in writing by the CO.

9.2 Payments

Payments shall be made upon receipt of materials and services as agreed to in accordance with terms and conditions of the contract. Please forward an electronic

9.3 Inspection and Acceptance

9.3.1 Performance Standards/Measures - The contractor will be deemed fully successful if:

9.3.1.1 The contractor conducts the Site Survey and submits the drafts and bound final reports to all identified recipients within established timeframes.

9.3.1.2 the COR accepts the final deliverable.

9.3.1.3 The COR will evaluate the contractor’s performance in terms of accuracy, completeness, timeliness and quality of work and relevance of recommendations and the development of feasible alternatives, if alternatives are appropriate. The

Regional POC will notify the Contracting Officer (CO) and/or the Contracting

Officer’s Representative (COR) of poor performance, deficiencies and if the contract provisions are not met. The CO/COR will notify the contractor who will be responsible for correcting poor performance and deficiencies. If the contractor does not correct performance/deficiencies, the Government has the right to:

9.3.1.4 Require the Contractor to immediately take all necessary steps to ensure performance of the service in conformity of the requirements of the contract;

reduce the fee payable under the contract by an amount reflective of the reduced value of the work product produced; or have the necessary work accomplished by the Government forces or other means and reduce the contractor’s payment in the amount of the expenses incurred.

11.0 Quote Submission

Offerors shall submit a detailed price quote, describing the Offeror's ability to satisfy the Government's requirement as set forth in the Requirements Section.

Offerors shall submit a firm, fixed-price, for each requirement, and any other applicable charges.

Each offeror shall submit (1) one quote to Michelle Croan, Contracting Specialist, at michelle.croan@gsa.gov. Due date for receipt of responses to this RFP will be 1:00 PM Eastern

Time, on Friday, January 24, 2020.

Prospective sources are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database (http://www.sam.gov)

All questions shall be submitted to Michelle Croan, Contract Specialist, via email at michelle.croan@gsa.gov. No telephone inquiries will be accepted. Answers to questions will be provided as an amendment to the RFP and issued to all vendors.

Late responses, received after the due date/time, will not be considered for award. It is the offerors responsibility to ensure that all documents and quotes are received by the due time and date listed

12.0 Evaluation Factors

For this requirement, award will be made to the offeror whose price is lowest among all quotes that were deemed to be technically acceptable. The Government will utilize the evaluation criteria identified below:

(1) Provide one copy demonstrating professional license in Washington DC in civil engineering,

(2) Past Performance - Information shall be obtained through federal performance tracking databases such as Contract Performance Assessment Reporting System (CPARS), and on other information obtained by the Government from other sources. Past performance may include consideration of the vendor's quality of services/supplies, effectiveness of management (including subcontractors), timeliness of performance, response to technical direction, cost control, business practices, small disadvantaged business participation, customer satisfaction, and overall performance.

(3) Offeror MUST meet the timetable laid out in the SOW above.

Only one award will be made.

TABLE A

OPTIONAL SURVEY RESPONSIBILITIES AND SPECIFICATIONS

NOTE: The twenty (20) items of Table A may be negotiated between the surveyor and client. Any additional items negotiated between the surveyor and client shall be identified as 21(a), 21(b), etc. and explained pursuant to Section 6.D.ii.(g). Notwithstanding Table A Items 5 and 11, if an engineering design survey is desired as part of an ALTA/NSPS Land Title Survey, such services should be negotiated under Table A, Item 21.

If checked, the following optional items are to be included in the ALTA/NSPS LAND TITLE SURVEY, except as otherwise qualified (see note above):

1. _____ Monuments placed (or a reference monument or witness to the corner) at all major corners of the boundary of the property, unless already marked or referenced by existing monuments or witnesses in close proximity to the corner.

2. X Address(es) of the surveyed property if disclosed in documents provided to or obtained by the surveyor, or observed while conducting the fieldwork.

3. X Flood zone classification (with proper annotation based on federal Flood Insurance Rate

Maps or the state or local equivalent) depicted by scaled map location and graphic plotting only.

4. X Gross land area (and other areas if specified by the client).

5. _____ Vertical relief with the source of information (e.g., ground survey, aerial map), contour interval, datum, and originating benchmark identified.

6. X (a) If set forth in a zoning report or letter provided to the surveyor by the client, list the current zoning classification, setback requirements, the height and floor space area restrictions, and parking requirements. Identify the date and source of the report or letter.

_____ (b) If the zoning setback requirements are set forth in a zoning report or letter provided to the surveyor by the client, and if those requirements do not require an interpretation by the surveyor, graphically depict the building setback requirements. 9. _____ Number and type (e.g., disabled, motorcycle, regular and other marked specialized types) of clearly identifiable parking spaces on surface parking areas, lots and in parking structures. Striping of clearly identifiable parking spaces on surface parking areas and lots.

Representative examples of such utilities include, but are not limited to:

Manholes, catch basins, valve vaults and other surface indications of subterranean uses;

Wires and cables (including their function, if readily identifiable) crossing the surveyed property, and all poles on or within ten feet of the surveyed property.

Without expressing a legal opinion as to the ownership or nature of the potential encroachment, the dimensions of all encroaching utility pole crossmembers or overhangs; and

Utility company installations on the surveyed property.

Note to the client, insurer, and lender - With regard to Table A, item 11, source information from plans and markings will be combined with observed evidence of utilities pursuant to Section 5.E.iv. to develop a view of the underground utilities. However, lacking excavation, the exact location of underground features cannot be accurately, completely, and reliably depicted. In addition, in some jurisdictions, 811 or other similar utility locate requests from surveyors may be ignored or result in an incomplete response, in which case the surveyor shall note on the plat or map how this affected the surveyor’s assessment of the location of the utilities. Where additional or more detailed information is required, the client is advised that excavation and/or a private utility locate request may be necessary.

12. _____ As specified by the client, Governmental Agency survey-related requirements (e.g., HUD surveys, surveys for leases on Bureau of Land Management managed lands).

13. X Names of adjoining owners according to current tax records. If more than one owner, identify the first owner’s name listed in the tax records followed by “et al.”

15. _____ Rectified orthophotography, photogrammetric mapping, remote sensing, airborne/mobile laser scanning and other similar products, tools or technologies as the basis for the showing the location of certain features (excluding boundaries) where ground measurements are not otherwise necessary to locate those features to an appropriate and acceptable accuracy relative to a nearby boundary. The surveyor shall (a) discuss the ramifications of such methodologies (e.g., the potential precision and completeness of the data gathered thereby) with the insurer, lender, and client prior to the performance of the survey, and (b) place a note on the face of the survey explaining the source, date, precision, and other relevant qualifications of any such data.

16. _____ Evidence of recent earth moving work, building construction, or building additions observed in the process of conducting the fieldwork.

17. _____ Proposed changes in street right of way lines, if such information is made available to the surveyor by the controlling jurisdiction. Evidence of recent street or sidewalk construction or repairs observed in the process of conducting the fieldwork.

18. _____ If there has been a field delineation of wetlands conducted by a qualified specialist hired by the client, the surveyor shall locate any delineation markers observed in the process of conducting the fieldwork and show them on the face of the plat or map. If no markers were observed, the surveyor shall so state.

19. X Include any plottable offsite (i.e., appurtenant) easements or servitudes disclosed in documents provided to or obtained by the surveyor as a part of the survey pursuant to Sections 5 and 6 (and applicable selected Table A items) (client to obtain necessary permissions).

20. _____ Professional Liability Insurance policy obtained by the surveyor in the minimum amount of $____________ to be in effect throughout the contract term. Certificate of Insurance to be furnished upon request, but this item shall not be addressed on the face of the plat or map.
