Request For Information (RFI): Questions & Answers Clarifications

Question 1: Please provide monthly sales for Circle café. If it’s included in the State Main Cafeteria sales, please breakout the sales.

Answer: Café was closed March 2020 and re-opened April 2022 / FY22 Sales 382K

Question 2: Has Columbia Plaza been closed from 2021 to present?

Answer: Closed March 2020 to present

Question 3: : If Columbia Plaza has been open, please provide monthly sales since 2017.

Answer: Monthly sales not available

Annual Sales 2019 $195,633 2018 $199,180 2017 $197,370

Question 4: Are the Subway’s in Columbia Plaza building managed by a third party other than the incumbent?

Answer: Yes, State Main and NO, CP Subway is operated by incumbent. Annual avg sales - 381K

Question 5: Is the Dunkin Donuts in the main building managed by a third party other than the incumbent?

Answer: No, Dunkin Donuts is operated by Incumbent. Annual avg Sales 293K

Question 6: Is the Ethiopian concept managed by a third party other than the incumbent?

Answer: Yes; Are the sales reflected in the State Main Cafeteria Sales in the RFP? Yes

Question 7: Are the Sushi and the Poke operations in the Main building managed by a third party other than the incumbent?

Answer: Yes - Sales are reflected in the State Main Cafeteria data

Question 8: Please provide a breakdown of breakfast and lunch sales for each location listed in the Request for Proposal

(RFP).

Answer: Sales are as provided

Question 9: When will the new vendor take over possession and begin the transition process?

Answer: May 1, 2023

Question 10: Will the awarded party have 30 days or 60 days to transition?

Answer: 30 days

Question 11: What are the current staffing levels, i.e., number of salaried managers/chefs and hourly associates?

Answer: N/A

Question 12: Please provide information on the customer demographics and include whether they are local to D.C. or visiting from around the globe?

Answer: N/A

Question 13: Provide an equipment list with a status if it's in good working order.

Answer: State Department Equipment Inventory is attached. The Government will ensure that all provided equipment will be in working order

Question 14: Provide the current PM log or the latest the PM report on the equipment.

Answer: N/A

Question 15: Would the current POS system convey to the new provider upon transition?

Answer: POS is incumbent property

Question 16: Understanding that sanitation and cleanliness is part of the contract, can we assume the kitchen areas, storage and Servery will be cleaned and sterilized prior to transition?

Answer: Yes

Question 17: What are the internal (incumbent) and external monthly catering sales every year since 2017?

Answer: Sales Data as provided

Question 18: Are the internal catering sales included in the sales listed in the RFP? If so, please list them separately.

Question 19: Is there any updated return to work policy since the RFP came out?)?

Answer: No

Answer: N/A (Prices should proposed in the Proposal)

Question 21: What is the protocol for receiving deliveries on the loading dock, what is the process and timeline?

Answer: The deliveries are handled by the Contractor, however, the personnel accepting deliveries must be badged “ meaning they possess a Department of State badge”, which would be requested through our Office of General Services Management. Generally, the current time for deliveries have been between 5:30 a.m. and 6:30 a.m. and normally a.m. deliveries. If the Contractor has specified date of deliveries, collaboration with Security and the Dock Master is required

Question 22: What are the Sales for Subway at Columbia Plaza?

Answer: FY 2020 to present facility has been closed

Question 23: How much is the Catering Sales?

Question 24: Can we have a copy of the current contract?

Answer: No

Question 26: Do you anticipate the building population increasing ever?

Answer: YES, If so, do you have an idea on a cap? No

Question 27: What is the demographic mix of staff and visitors?

Answer: Noted in the Request for Proposal (RFP)

Question 28: Is there any opportunity for office coffee services?

Answer: Not at present

Question 29: What is GSA’s 5-year capex plan?

Answer: N/A

Question 30: Are local restaurants more important than National Brands?

Answer: Subject to Company judgment

Question 31: With energy conservation being so important to GSA – are you open to an incentive program?

Answer: Contracting Officer judgment

Question 32: It states that we are responsible for small wares.

Answer: Yes, Does GSA currently own any of the small wares on site? Answer: No

Question 33: Can we have a copy of the last 2 patron surveys?

Answer: N/A

Question 34: Who owns the Dunkin Donuts equipment? GSA or incumbent?

Answer: Equipment furnished by incumbent

Question 35: Who owns the Subway equipment? GSA or incumbent?

Answer: Equipment furnished by incumbent

Question 36:Is GSA willing to forgo rent on Dunkin and Subway sales knowing there are royalty and advertising fees to
pay?
