1.0 Instructions
This is a Request for Quote (RFQ) to provide General Services Administration (GSA) with FAR Appraisal Report (FAR) throughout Region 10 located in WA, OR, ID and AK as outlined in the Performance Work Statement (PWS).
1.1 The period for government acceptance of the quote is 90 days following the RFQ due date.
1.2 These services are being procured as an open market 100% small business set-aside procurement which will result in a firm fixed price purchase order.
1.3 The Government reserves the right to award single or multiple award(s) to the Offeror(s) providing the best overall value for each specific facility group (Group A, B, C) in accordance with FAR 52.216-27.
1.4 This request for quote does not commit the Government to award a contract or to pay any costs incurred in technical information and quote preparation.
1.5 The government will evaluate the quality and extent of the offeror’s experience relevant to the requirements of this RFQ. The government reserves the right to consider other sources of information such as current and past procurements, other federal agency contracts, commercial sources, and the Contractor Performance Assessment Reporting System (CPARS). The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirements, when such information is relevant to the acquisition.
1.6 Technical Information will be evaluated separately from the price quote by a technical team and should be clearly labeled as the “Technical Information”.
1.7 Interested firms are cautioned to submit adequate and sufficient information to enable the Government to fully ascertain its capability to perform all of the requirements of this acquisition. The data submitted with each proposal should be complete and concise, but not overly elaborate.
1.8 The Government may make a final determination as to whether the offeror’s price quote and technical package are acceptable or unacceptable solely on the basis of the initial quote as submitted. Accordingly, offerors are advised to submit initial quote packages that are fully and clearly acceptable without additional information. Offers which do not present sufficient information to permit a complete technical evaluation by the Government may be determined to be technically unacceptable.
1.9 Whenever, the words “offer,” “proposal,” “offerors,” or similar terms are used in this solicitation, they shall be read to mean “quotation,” “quoter,” or similar corresponding term to reflect that this solicitation is a request for quotation (RFQ) and not a request for proposal (RFP), or an invitation for bids (IFB).

2.3 Evaluation Factors
This solicitation will be evaluated utilizing the best value evaluation process.
Evaluation Factor 1 – Technical capability to meet the Government’s Requirement
Technical capability will be rated on an “acceptable” or “unacceptable” basis using the ratings in Table A-1:
Table A-1. Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable
Quote clearly meets the minimum requirements of the solicitation. An acceptable quote must be able to meet all the specifications listed on the PWS, must be able to meet the delivery date, and certify to the technical capability described in this solicitation.
Evaluation Factor 2 – Present/Past Performance
Description: This factor considers the relative merits of Offeror’s team’s past performance, within the last three (3) years, on similar projects and the ability to provide quality services in a timely and professional fashion as that set forth in the PWS. It provides an assessment of the government’s degree of confidence in the Offeror’s ability to perform the requirements of the solicitation. The Offeror may rely on its own experience or that of its joint venture partner(s) and/or subcontractor(s) that will perform major or critical aspects of the requirement to demonstrate the following:
1. Ability to provide quality product or service
2. Responsiveness and ability to meet performance timelines
3. Ability to successfully manage costs and project budgets
4. Effective management/business relations to include effective key personnel, effective coordination, and effective interaction of team members and third party agencies
5. Overall Customer Satisfaction
6. The present/past performance assessment will also be evaluated using information gleaned from the references provided by the Offeror, as well as any other information available to the Government to include, but not limited to, CPARS. If an Offeror receives/received below a ‘satisfactory’ from any references, the Offeror will receive and ‘unacceptable’ rating and will no longer be considered for award. Note: Offerors are reminded that, while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete performance information rests with the Offeror.
Table A-2. Present/Past Performance Evaluation Ratings
Rating Description
Unacceptable
Quote does not clearly meet the minimum requirements of the solicitation. An unacceptable quote is defined as the one that doesn’t meet any of the specification listed on PWS, inability to meet the delivery date, and failure to certify to the technical capability described in this solicitation.
Acceptable
Based on the Offeror’s past performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. Offeror must receive an overall satisfactory on the project review for acceptability. (See note below).
Unacceptable
Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Evaluation Factor 3 – Price
Price will not be rated. Price will be evaluated using various price analysis techniques and the total price.
3.0 Security Requirements
3.1 Shall adhere to the Government’s security procedures. The security procedures are subject to change.
3.2 See the Attachment 3 – Vendor Fitness Determination Training Manual regarding GSA’s security requirements and the Contractor’s responsibilities.

The Government intends to award based on initial offers, but may conduct discussions if necessary. If discussions are conducted, the means and methods (e.g., in person, telephonic, written) will be determined by the CO. This may result in a request for revised price. FY2022 Consolidated Statement of Work
FY 2022 Fair Annual Rent Appraisal Consolidated Statement of Work
Purpose The purpose of the appraisal is to estimate the Fair Annual Rent (FAR) for the subject property based on specific characteristics that define the Subject of this appraisal. GSA will use this rate as the basis for rent for Federal tenants occupying space in the building.
The Subject Property:
The subject of the appraisal is a space: the size of the largest current tenant in the building; having the Tenanted Floor R/U ratio as its efficiency or load factor; that is of the average quality throughout the building.
GSA Definition of Fair Annual Rent (FAR) Fair Annual Rent (FAR) is the annual amount that may reasonably be expected for the right to the agreed use of real property, as established by competition in the open market. The FAR is a fully serviced rental rate; the annual rate includes the cost of all services except Security.
Assignment Conditions ● The appraiser must comply with USPAP and with the GSA Contractor Instructions (current versions) in performance of this appraisal assignment.
● The awarded contract cannot be sub-contracted since the contracted appraiser must be present for the inspections of all subject properties.
● At a minimum, at least one of the signatory appraisers must inspect the exterior of comparables.
● Results and analyses must conform to the guidance provided in the most current versions of the GSA Contractor Instructions and Report Templates. The appraisal contractor must use the current version of the Contractors Tools.
● Training Requirements: Contractors are required to attend the FY 2022 online training “Understanding Fair Annual Rent Appraisal” prior to starting the assignment.
Assignment Framework
● The Building Space Classification Reports provide information for tenanted areas, common areas and unique floors.
● The Building Space Classification Reports are the only accepted source for subject property spatial data.
● The appraised rate is the starting rent for a full-service ten-year term:
1. Fully serviced (gross) excluding Security.
2. Appraise the “as is” condition and use(s), unless otherwise requested, including consideration of existing tenant improvements.
3. Concluded operating expenses must be supported by market-derived data recognizing
For detailed guidance please refer to the FAR Contractor Instructions Page 2 energy conservation characteristics of the subject. Cite expense comparables where possible.
4. Allocate the concluded full service rent between operating rent (services) and unserviced rent as defined in the Contractor Instructions.
● The appraised rate should reflect the market rate for average, finished areas within the subject building (or the market rate for comparable warehouse space for warehouse buildings).
o In some cases, distinct uses or characteristics of the building may require separate set of comparable leases, analyses, and conclusions. However, we may still require a single, blended rate. Please consult with the regional appraiser for further clarification.
o In such cases, each rate must have sufficient support to be credible and rates must be reconciled into a single blended rate.
● Calculate a levelized, unserviced rent for the entire 10-year term (GSA uses this for billing purposes), using the provided rent levelization worksheet, and applying your estimated annual escalation factors for the subsequent nine years.
● A separate parking analysis may be required, establishing a bulk-user (generally multiple-space) rate for the subject building.
● The completed appraisal includes conclusions of market rent at specific points in time:
o Date of Inspection.
o Prospective (effective Fiscal Year) dates: 10/1/2019, 10/1/2020, and 10/1/2021.
The Appraisal Requires:
• No fewer than five executed and confirmed rent comparables; frequently additional comps are necessary to provide a credible analysis. You must provide a sufficient number of comparables to accurately reflect the market and support your conclusions. In smaller or less-active markets, the use of three comparable leases is acceptable.
o Exclude Federal government leases. If it is necessary to include state or local government leases, confirm that they are arm’s-length and are representative of the market.
o Include all of the data required in the instructions for the rent comparable data sheet.
o Considering the high construction quality and finish of certain US Courthouses and federal buildings, construction quality of the selected comparables is of high importance. The search for similar quality construction and finish might require expanding of the search area beyond typical market area.
• The Rent Comparison Grid must be complete, as specified in the GSA Contractor Instructions. All adjustments must be explained and supported in the report.
• A determination of levelized rent. Escalation factors require market support, which may include any or all of the following (which must be explained in the report):
o Information from rent comparables o Local real estate surveys o Market participants such as buyers, sellers and brokers
• The completed report must contain all exhibits, maps and photos, signed certification(s) by the appraisers, limiting conditions to which the value is subject to.
• The addenda in the appraisal must include the following:
o A copy of both the summary and comments pages from the Space Classification Report.
o A copy of the Expense Component Breakout worksheet from the Contractor Tools
Workbook.
o The appraiser’s qualifications and a copy of the appraiser’s current Certified General license effective in the state where the subject is located.
o A copy of the contract for this assignment.

FY2022 FAR Appraisal Template
General Instructions for
The FY 2022 FAR Appraisal Report Template
This FAR Appraisal Report Template is provided for your convenience, to assure that all pertinent analyses are performed and that all necessary data and conclusions are provided. It is intended to be used in conjunction with the FAR Contractor Tools (Excel workbook). Some portions of the report may not be pertinent to your assignment. Delete or add pages as necessary.
The use of this template is not required; you can use your own report, but the order of presentation must be substantially the same and the information must include at least the information outlined in this template.
You can add pages or adapt the template as necessary, but the Regional Review Report is based on this format.
To facilitate the review process, the order of your report should be consistent with this template and the
Contractor Instructions. Call the GSA regional appraiser if you have questions.
This Report Template is only a guideline. The Regional Review Report is the core of the review (see the Contractor Instructions for a copy of the Regional Review Report). Brief instructions are included throughout the report; the Contractor Instructions provide more detail and prevail in the case of disagreement.
The template is not intended to limit your analysis or to stipulate values or rents, direction in values or rents, or the results of analyses. The analyses in this assignment rely on your professional appraisal judgment and on your knowledge of the market in which the subject property is located. GSA relies on your expertise to provide informed and well supported conclusions and projections. While this assignment does not require a comprehensive explanation of the market in the report, your analysis should reflect your expertise. Your report should lead the reader to the same conclusions you have made.
Some buildings or markets may not fit well in the parameters established by this template and the
Contractor Tools. You are responsible for the results of your analysis and for the contents of your report. If you anticipate problems regarding the appraisal or reporting process, contact the GSA regional appraiser.
Mechanics of this Template
A basic knowledge of both Microsoft Word and Microsoft Excel is required to use this template, which was created in Word 2003 and updated for Word
2007.
The template should be saved in your templates folder, typically C:\Documents and Settings\user name\Application Data\Microsoft\Templates. Accessing the template will create a Word document without affecting the underlying template. To open a new document in Word, click the Office Icon, New, My
Templates. This sequence should lead you to the template if you saved it as a template to your templates folder.
The instructions for the Bookmark page are on the next page. Using the bookmarks will allow you to insert the contents of that bookmark into the report at specific locations, eliminating the need to retype data.
You will, however, need to update the fields at some point to make sure that the data has been transferred throughout the report. (Ctrl+A to Select All, then F9 to update links) You need to go into the header and footer view to update the header/footer data (same method), as well as the description box for each photograph.
Update the table of contents when you have finished the report. Read your report to make sure the inserted bookmarks make sense.
Paste pertinent portions of the Contractor Tools spreadsheets where indicated by copying that portion from Excel, then in Word: Place cursor just below the instructions, click Home Menu, then Paste special, Paste
Link, Paste as Microsoft Excel Worksheet (code) Object, OK. Then you will need to adjust the height and width of the object to fit the page, suggested sizes are included in the instructions above each sample. To resize: right click in the object; format object; Size tab; Uncheck the “Lock Aspect Ratio” box; Adjust Height and Width; Enter.
Paste files or copy and paste information to insert comparable rental data and maps. Insert pictures in the photo boxes by clicking into the box, then inserting the photo. Your photo will replace the existing image.
When printing the report for GSA, do not include this instruction page or the Bookmark page.
Bookmark Page
Fill in all the fields below to populate corresponding references in the report. You should see brackets around the placeholder text in the right-hand column. If you do not see the brackets, Click the Office Icon on the top left of the Word window, Click Word Options, Click the Advanced tab, go to Show Document Content, and check Show Bookmarks.
Make sure to type between the brackets and do not delete the brackets. If you accidentally delete brackets, use your UNDO button to replace the bookmark.

** Tenanted Floor R/U Ratio: Recognizes rentable and usable space throughout the tenanted floors.
It typically excludes basement, mechanical and penthouse floors from impacting the R/U ratio. This is the ratio used when adjusting the comparables to the subject.
