About this file

This solicitation requests proposals for a construction project to improve tenant facilities for the United States Coast Guard Rescue 21 program located at the Juneau Federal Building in Alaska. Offerors must submit both price and technical proposals by March 1, 2021 addressing factors such as their management plan, experience on comparable projects, proposed schedule, and past performance. The project is set aside for HUBZone small businesses and involves renovating and upgrading occupied office spaces based on specifications, drawings, and a statement of work. The General Services Administration will evaluate proposals considering price and non-price factors such as the offeror's technical approach, management capabilities, and experience on projects of similar scope before awarding a firm fixed-price construction contract.

Offerors shall provide a Management Plan for the Project that explains how the various team members will work together and the methodology and processes for managing this entire Project. The Plan shall describe the process during submittals for solving the technical, functional, and constructability issues while maintaining the design intent and obtaining approvals. The three (3) to six (6) resumes (depending if individuals are performing more than one function as allowed) shall be no more than eighteen (18)pages total (e.g. up to three (3) pages total per individual, excluding copies of professional licenses, certifications, and pertinent personal awards). Any additional pages beyond this limit shall not be considered. Any additional resumes provided will not be considered.

Sub-factor B Standard for Evaluation:

This sub-factor is met when the Offeror provides resumes for a Construction Project Manager (CPM), Superintendent, and Contractor Quality Control System Manager (CQCSM). Resumes must indicate past experience information on no less than (3) relevant projects of similar size, scope and complexity. Relevant is defined as projects similar to the project in this solicitation in size (i.e. type of facility and dollar value) and which have a logical connection with the requirements of this solicitation.

FACTOR 3 – SCHEDULE:

The Offeror shall provide a comprehensive and fully developed Critical Path Method (CPM) project schedule (with a minimum of 25 activities in the CPM network and no page limit). The proposed schedule will run from the contract award date, bonds/insurance/security clearances, initial NTP, submittals, material ordering/lead time, demolition, construction, quality assurance reviews, key project meetings, acceptance testing, substantial completion, punch list item completion, warranty, retesting, closeout, etc. The network logic shall be linked, and the logic shall show the general management approach to designing and constructing and commissioning of the systems related to the Project. Float time between activities shall be calculated and identified.

Within each construction activity's time bar, indicate estimated completion percentages in not more than 10 percent increments and as work progresses, place marks in the bars to indicate actual completion percentages.

47PL0121R0003, Volume 1 - RFP Page 16

Phasing: Arrange schedule to show how sequence of work is affected by requirements for phased completion, work by separate contractors, work by Government, Government-furnished items, coordination with existing work, limitations of continued occupancies, non-interruptible services, partial completion for occupancy, site restrictions, provisions for future work, seasonal variations, environmental control, and similar provisions of the project.

Individual Work Stages: Show significant stages for each category or unit of work, including where applicable, but not necessarily limited to, submittals, purchases, mockups, fabrication, sample testing, delivery, installation, testing, adjusting, curing, start-up and placement into final use and operation. In addition to the schedule, Offeror is to provide a narrative describing scheduling and coordination. The narrative shall identify milestones critical to the project, schedule coordination to meet construction time frame, inspection and testing, submittals, long lead items. The Narrative should clearly define the offerors’ understanding of the project and ability to meet the construction period of performance requirement as described in the RFP and Scope of Work (SOW).

Standard for Evaluation:

This standard is met if the Offeror provides a technical approach narrative and CPM schedule.

The information provided is generally tailored to the requirements of this project. The technical approach describes the offerors approach to phasing and the coordination of resources to minimize the impact on the tenant population. The schedule shall represent the contractor’s phased approach and clearly identify key milestones from award to substantial completion.

Offerors that demonstrate a schedule of completion less than 195 calendar days with minimal additional risk, may be rated more favorably.

FACTOR 4: PAST PERFORMANCE OF OFFEROR

In accordance with FAR 42.1503(e) and GSAM 515.305, past performance of the proposed offeror will be evaluated using the Federal Awardee Performance and Integrity Information System (FAPIIS) and Contractor Performance Assessment Reporting System (CPARS). If an offeror does not have past performance information available from FAPIIS or CPARS, the information received from the examples submitted from the Offeror will be used. A lack of past performance information will result in a neutral rating during evaluation. Government databases will be checked and previous customers may be contacted as references.

III.H. Contractor Performance Information

(1) Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process.

CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is Contractor Performance Assessment

Completed CPARS evaluations are sent to the Past Performance Information Retrieval System (PPIRS) which may then be used by Federal acquisition community for use in making source selection decisions. PPIRS assists acquisition officials by serving as the single source for contractor past performance data.

(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS.

The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.

(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.

(4) Contractor Representative (CR) Role: All evaluations will be sent the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.

Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.

GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.

Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.

III.I. Safeguarding and Dissemination of Controlled Unclassified Information (CUI) Building Information

Certain information contained in the Solicitation Documents may have been designated as Controlled Unclassified Information (CUI) building information. With respect to such information, Offerors shall agree to the terms for receipt of such information, as set forth in the provision “Administrative Matters” in Section III of the Agreement, as a condition of receipt of such information.
