FAA 3rd Floor Storage Room Build Out and RA Refresh
U.S. GENERAL SERVICES ADMINISTRATION, NORTHWEST/ARCTIC REGION 10
SCOPE OF WORK

Section 2:
Background:
The General Services Administration (GSA) requests a double storage room build out; as well as a refresh of the Regional Administrator’s (RA) suite to include new carpet, cove base, cabinets and countertops in the Anchorage Federal Building (AFB) Department of Transportation, Federal Aviation Administration (FAA), on the 3rd floor.

General Information
This project shall be accomplished during the normal AFB working hours of 7:00 AM to 5:00 PM weekdays, except Federal holidays unless otherwise coordinated with GSA Project Manager/Contracting Officer. Contractor must schedule the work with the GSA Project Manager/Contracting Officer with 14 days advanced notice.
Contractor parking at the AFB is not available. Access to the loading dock requires advanced coordination with the GSA Project Manager. If authorized, any storage of Contractor-owned items in the Federal Building is entirely at the Contractor’s risk.
1. Compliance: All work shall comply with the latest versions of GSA’s PBS-P100, Facility Standards for the Public Buildings Service http://www.gsa.gov/portal/content/104821, and GSA Region 10 Fire Alarm Design, Installation and Testing Policy.
a. Specific attention should be given to PBS P-100 Chapter One requirements including Laws, Regulations, Codes and Standards, and Key Sustainable Product requirements for carpet, interior paint, gyp board, ceiling tiles, and concrete.
2. Provision of Materials, Equipment and Labor: Contractor must provide all materials including supplies, equipment, and labor to perform the work. The Contractor will be authorized to use AFB building electrical outlets and restrooms.
3. Materials: All products shall consider the environment, both interior and exterior, and recycled or “green” technology shall be priority, per Presidential directives. All products shall be low or no emitting, volatile organic compounds (VOC), unless no other products are available for installations. If no other products are available, the Contractor shall provide a plan to mitigate short and long term exposure risks to building occupants, the Public and the environment.

Upon approval of submittals, one set will be retained at the job site until the project is complete.
4. Painting/Staining: All painting, staining, or other activity which may cause noxious or undesirable fumes must be performed within the normal working hours of 7AM-5PM. Painting/Staining shall be coordinated in writing with the GSA Project Manager at least 5 business days in advance. The Contractor is responsible for using “low or no VOC” paints and stains.
5. Permitting: Contractor shall be responsible for obtaining all necessary local, state, and federal permits, licenses, and clearances.
6. Field Verification: All work dimensions, quantities, and locations must be field verified by the contractor.
7. Contractor Use of Premises: The Contractor shall coordinate with the GSA CO and PM to arrange a schedule for site access during construction.
Construction processes disruptive to normal facility operations shall be coordinated in advance with the GSA PM. The contractor shall make every effort to cause minimum damage to parking lots, other paved areas, interior building finishes, any items that need to be moved during the course of the project, and any areas not included in this scope of work. Any damage caused will be repaired at the contractor’s expense. The Contractor shall be authorized to use building restrooms.
8. Utilities: Contractors will be authorized to use utilities during the course of this project. The contractor is responsible for making connections to the existing utility systems. Temporary electrical work shall meet the requirements of NFPA
70. When temporary connections are removed, restore existing utility services to their original condition. Contractor shall be responsible to conduct an underground utility locate check prior to beginning excavation activities.
9. Utility Outages and Locates: No utility outages will be approved without the written consent and approval of the GSA PM. Requests for utility outages must be coordinated in advance with the GSA PM. Contractor shall locate and mark all underground utilities in the project area prior to any excavation or tank removal/placement work.
10. Protection of Public: The building site will continue to be used by tenants. The contractor shall fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry. The Contractor shall provide and maintain work environments and procedures which will: Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities; Avoid interruptions of Government operations and delays in project completion dates; and Control costs in the performance of this contract. For these purposes on contracts for construction or dismantling, demolition, or removal of improvements, the Contractor shall use physical means to restrict access or direct flow of pedestrians or vehicles around work areas. Barricades, ropes, signs, lights, etc. are to be used in accordance with accepted safety practices and must be approved by the Property Manager.
11. Fire hazards: The Contractor shall take every precaution to prevent fires during the performance of this contract. The Contractor shall provide a covered metal receptacle, placed away from combustibles for storage of oily rags, waste, etc.
used in the performance of the work. All such receptacles shall be emptied at the end of each shift and properly disposed of outside federal property. Paint product containers are to be kept sealed when not in use. The contractor shall provide portable fire extinguishers suitable for the potential hazards involved, shall have them available at all times and shall assure that all work personnel are trained in their use.
12. Housekeeping: The project site shall be kept in a neat, orderly, and safe condition at all times and all work areas shall be cleaned at the end of each work day. Project site safety is a primary and critical responsibility of the Contractor. A final cleaning of the entire construction area will be required at substantial completion of the project, to be approved by the GSA PM before final payment is recommended.
13. Disposal: The contractor shall provide dumpsters as necessary to handle any demolition or excess materials from the project. The location of these dumpsters shall be coordinated with the GSA PM prior to the start of the project.
Ensure all waste materials and debris is disposed at an Alaska DEC approved disposal site, in accordance with applicable environmental regulations. Unless otherwise specified, all removed material becomes the property of the Contractor.
14. Project Record Drawings: Maintain one complete full-size set of contract drawings and one full-size set of vendor supplied drawings. Clearly mark changes, deletions, and additions using GSA CAD Standards to show actual construction conditions. Show additions in red, deletions in green and special instructions in blue print.
15. Communications: Contractor project designee must be available to provide project status updates to GSA each work day.
Section 6:
Description:
Execute the project as follows; this project has two sections: 1) FAA Storage Room Buildout; and 2) FAA RA Suite Refresh. The FAA RA Suite Refresh does not require design.
FAA Storage Room Buildout – (Reference attached FAA Storage Room Proposed Layout)
1. Design plan will follow and comply with NFPA 72, NFPA 101, IBC, GSA R10 and GSA PBS P-100 standards. Develop a CAD design drawing of the FAA 3rd floor storage buildout; reference attached proposed FAA Storage Room layout. A separate NTP for construction will be issued by the GSA CO. Submit design as outlined in the following paragraphs.
2. Design Development and Submission: Contractor shall submit each design phase (65%, 95% and 100%) to GSA Project Manager and Contracting Officer for approval. All drawings shall be submitted electronically in PDF format. Contractor receipt of approved comments will begin next phase. All approved comments and corrections will be included on next phase submission. 100% drawings showing all final corrections and comments must be submitted within seven (7) calendar days of 95% approval.
a. Upon NTP for Design, Contractor and Government will adhere to following design and review timeline:
• 65% Design Submittal -14 Calendar Days after NTP
• Government Review - 10 Calendar Days
• Incorporate Review Comment - 7 Calendar Days
• 95% Design Submittal and Specs - 14 Calendar Days
• Government Review - 7 Calendar Days
• Incorporate Review Comments - 7 Calendar Days
b. Referencing the attached layout, design details must provide at a minimum:
• Proposed Contractor Drawings.
• Proposed fire alarm layout to include device location, conduit runs, j-boxes, etc.
• Proposed egress lighting/exit sign locations.
• Proposed sprinkler head location(s).
• Proposed electrical to include light fixtures, switches, diffusers, and any other miscellaneous device locations.
4. Prior to receiving NTP contractor must submit GSA approved 100% construction drawings to contracting officer.
1. Construction: Upon NTP for Construction, the Contractor shall provide labor, material, tools, transportation, supplies, supervision, and equipment necessary to complete the build out of the space in accordance with approved drawing.
a. Prior to beginning work, the Contractor shall submit a construction schedule showing major milestones and significant site coordination events.
b. Contractor shall remove, store and re-use existing carpet throughout space as required. Any additional carpet tiles that are required will be provided by the government.
c. Contractor shall provide and install metal studs for new walls in accordance with GSA approved design/Work Schedule.
Walls will be framed/constructed from deck to grid using 20 gauge metal studs.
Add seismic bracing as required.
Carpeting shall be removed/cut and bottom plate shall be anchored into floor.
d. Contractor shall provide and install 5/8 inch gypsum board for new walls.
Attach gypsum to studs using properly rated screws.
Mud/tape/sand and texture walls as required to match existing walls.
Prime/paint all new walls and doors, colors to match existing.
Prime coat, and apply two coats of paint to ensure full coverage.
Patch, paint and blend any areas after removal of devices if drywall is marred.
e. Contractor shall provide and install 2 corner guards on exterior corners per GSA approved drawing.
f. Contractor shall install/finish paint, carpet, cove base and corner guards per manufacturer’s recommended instructions.
g. Contractor shall provide and install factory finished double doors in accordance with building standards.
Doors, frames, and hardware shall match existing AFB requirements.
Doors shall fit and swing properly.
h. Contractor shall provide and install additional new wire, receptacles, etc.
as required in accordance with GSA approved drawing. Use existing devices and boxes whenever practicable.
i. Contractor shall install electrical wiring and receptacles in accordance with PBS-P100 standards.
j. Contractor shall provide install occupancy sensors in each storage room in lieu of standard lighting switches.
k. Contractor shall reroute HVAC ducting as required, rebalance system and if necessary provide and install additional HVAC components in order to maintain system compliance for air movement, heating etc.
l. Contractor shall relocate thermostats and diffusers as required in accordance with ANC Building Standards and GSA PBS-100.
m. Contractor shall ensure fire alarm/protection and sprinkler systems are within code/correct and test as necessary.
Relocate fire alarm devices as required in accordance with GSA
R10 Fire Alarm Policy and PBS-P100.
Fire alarm testing will be required prior to project acceptance, in accordance the R10 Fire Alarm Policy and PBS-P100 requirements.
Relocate existing sprinklers as required to meet current code R10 and P100 requirements.
Cutting and burn permit will be required prior to task.
Contact GSA PM at least three (3) days in advance before isolation of sprinkler lines.
2. Salient Characteristics:
a. Paint:
Walls: Sherwin-Williams acrylic semi-gloss, low or no VOC, or
GSA Contracting Officer approved equal.
Door Frames: Sherwin-Williams, low or no VOC, or GSA
Contracting Officer approved equal.
Colors – Match existing.
b. Carpet:
Government Furnished Material (GFM), use of existing.
c. Cove Base:
4” rubber cove base Color – Match existing
d. Corner Guards:
Stainless steel 48” height
e. Double entry doors, frame and hardware:
Building Standard Mortise lockset US-26 finish. Best 7 pin core in Interchangeable
Core Keyway, US-26 finish. (different than building standard) No security required (card reader, etc.)
FAA RA Suite Refresh – (Reference attached RA Refresh Layout)
1. Construction: Contractor shall provide labor, material, tools, transportation, supplies, supervision, and equipment necessary to complete the refresh of the Regional Administrator’s suite.
a. Prior to beginning work, the Contractor shall submit a construction schedule showing major milestones and significant site coordination events.
b. Contractor shall demolish and dispose of the following materials:
Agency shall remove all items from cabinets prior to demo.
Rolled carpet, cove base, counters, cabinetry, sink/faucet, garbage disposal, and point of use hot water heater systems.
c. Contractor shall provide and install the following GSA approved materials in accordance with the salient characteristics described in paragraph 2 of this section per manufacturer’s recommended instructions.
Carpet tiles, cove base, countertops, cabinetry, garbage disposals, and point of use hot water heater systems.
NOTE: Install undermount stainless steel sinks in both kitchens.
NOTE: Install porcelain sink and faucet in restroom.
NOTE: The existing VCT in the kitchen remains.
d. Move services are required for this project and to be executed as follows:
Furniture, office equipment, file storage etc. will be moved as required to facilitate carpet installation during the refresh of the Regional Administrator’s suite (approximately 1,600 sqft).
Alaska Conference Room
e. Contractor shall provide and install carpet and cove base (approximately 325 sq ft) in the Alaska Room. Carpet shall be Shaw Contract, 9x36 tiles or Contracting Officer approved equal. Colors specified below; colors are the same as the RA suite.
f. Move services are required for this project and to be executed as follows:
Furniture, office equipment, file storage etc. will be moved as required to facilitate carpet installation.

Section 7:
Submittals
Submittals: All products specified are to establish a standard of quality. All respective manufacturers’ product data and relevant samples must be provided with the Contractors’ proposal to the Contracting Officer for approval.
Submittals required by this contract are the following:
1. Work Schedule:
a. Submit a Construction Schedule for the contract period within seven (7) calendar days of contract award. Indicate lead time for materials submittal and delivery.
The schedule shall be in Gantt format.
The schedule shall provide project start and completion dates that will be used to coordinate the work of all project trades, and shall identify time required prior to construction for ordering/obtaining materials if necessary.
Contractor shall provide a revised Project Schedule when schedule changes are deemed as being significant by the
COR/PM.
2. Material specifications/Vendor Drawings
a. Metal studs
b. Gypsum
c. Paint
d. Electrical and fire alarm devices

f. Sprinkler pipe and components

h. Doors, door frame, hardware

3. HVAC Balancing:
a. Provide copy of HVAC balancing report.
4. Burn Permit:
a. Provide copy of burn permit as required.
5. Photography Permit:
a. To be filled out and retuned to FAA as required if any photographs of the space will be taken.
6. Fire Alarm Pre-Test:
a. Provide records of fire alarm pretest. The fire alarm acceptance test must be scheduled immediately after the pretest.
7. Substantial Completion and Final Inspection:
a. When project, or designated portion of project is complete, request a substantial completion inspection.
b. Upon receipt of request that project is substantially complete, the GSA PM will proceed with the inspection or will advise the contractor of items that prevent the project from being designated substantially complete.
8. Defects and Omissions:
a. Final inspection shall be coordinated and scheduled through the PM and
CO. Contractor shall submit Defects and Omissions List to COR at least five (5) working days prior to scheduled close out meeting/completion of project.
b. Upon receipt of the punch list, GSA will inspect the jobsite; based on the Contractor’s punch list and GSA’s inspection, GSA will provide the Contractor with any additions or comments within two (2) days.
9. Close out Requirements:
a. Warranties - The contractor shall be responsible for installing all material and equipment in accordance with original manufacturer specifications and requirements. All warranty documents shall be provided to the COR in duplicates of three.
b. Contractor shall provide red-line copies of as-built drawings in CAD format prior to final payment request.
c. Contractor shall provide itemized equipment list and O&M materials.
d. Invoicing – Submit interim invoice(s), Final Invoice and Release of
Claims as draft to CO and PM for review.
