Answers to questions received in response to Solicitation
47PK1523R0014, Integrated Pest Management
Q: In the Contractor Service Requirements (page #2, section 1.1) the term WEBBING is included in the requirements and I was hoping for more details on what your expectations are with webbing removal?
A: Webbing removal is expected to be performed along with the routine services and encompasses the removal of webbing only at doorways for the pedestrian entrance points around the entire perimeter of the building.
Q: In the Pests Included and Excluded section (Page #2 & #3, section 1.2) flies are included in the lists of pests that would need to be included in our proposal for pest control services and I did not see any fly control devices at any of the kitchen and/or receiving dock areas of those buildings we inspected. My question is, if your department is okay with the installation of ILT Fly Light devices in those kitchens and receiving dock areas?
A: If on the initial Integrated Pest Management Plan or during the term of the contract it was recommended that such a device be installed to mitigate an issue with flies then we would take that into consideration and make a determination on the use at that point.
Q: In the Insect Control section (page #4 & #5, section 1.5) I needed to ask if use of chemical treatment would be allowed as part of the Integrated Pest Management program for the exterior perimeter of buildings and surrounding property lines?
A: As stated in Section 1.5, “When it is determined that chemical pesticides must be used in order to obtain adequate control, the Contractor shall employ the least hazardous material, most precise application technique, and minimum quantity of pesticide necessary to achieve control” and “The Contractor shall obtain approval from the CO or their designee prior to any application of pesticide liquids, aerosols, or dust to exposed surfaces”.
During the term of the contract if it was recommended that chemical treatment on the exterior of the building perimeter and property lines would be the most appropriate way of handling an issue with a certain pest or pests then we would take that into consideration and make a determination on the use at that point.
Q: In the Manner and Time to Conduct Service section (Page #8 & #9, section 1.10) the description of emergency services says that “up to 6 additional or emergency services may be requested per month at no additional compensation other than what is included on the base contract”, and I needed to ask if that is 6 additional services for each individual site or is that 6 additional services for all four sites combined?
A: The six (6) additional or emergency service visits per month are for all four (4) buildings combined.
Q: I would like to formally request the previous bidders awarded bid. This request pertains to the 5-year contract before the 2019 awardee pest control company that has now been severed.
A: Contract GS-09-P17-WF-C0005 was awarded to Neighborly Pest Management, Inc.
for a base plus two-year integrated pest management service from 12/1/2016 to
11/30/2019. The cost to the Government was $14,400.00 per year for a total contract value for the 3 years of $43,200.00.
Q: Is pricing from a previous vendor who performed these services available?
A: On 1/1/2020, contract number 47PK1520C0004 was awarded to Hunters Services
Inc. for Integrated Pest Management for a period of one base plus four option years in the amount of $18,000.00 or $3600.00 per year. That contract was subsequently modified and de-scoped to end performance on 8/31/2022 by mutual agreement of both parties. Contract GS-09-P17-WF-C0005 was awarded to Neighborly Pest
Management, Inc. for a base plus two-year integrated pest management service from
12/1/2016 to 11/30/2019. The cost to the Government was $14,400.00 per year for a total contract value for the 3 years of $43,200.00. Prior to 2016, the Integrated Pest
Management services were a requirement of the janitorial services contractor and no standalone data exists for the costs of the pest management.
