S U M M A R Y O F W O R K

1.0 GENERAL

1.1 DESCRIPTION: The site of this project is the BOR Trinity River Restoration Program Office Suite located at the 1313 South Main Street in Weaverville, CA.

The intent of this project is the development of a secured customer lobby and creation of two private offices at the project address. The BOR office space is not owned by the Federal Government, it is privately owned, and it is subject to the requirements of the Trinity County Building Department. The contractor shall be responsible for the provision of design documents and calculations as required to illustrate and explain the proposed work. The contractor shall also be responsible for obtaining a building permit for construction of the proposed work.

The contractor shall furnish adequate supervision, labor, materials, supplies and equipment necessary to perform all the services required under this contract in an orderly, timely and efficient manner.

Unless otherwise indicated, items of work are inclusive of, but not limited to, all labor, materials, equipment, traffic control, safety measures, replacement of disrupted improvements, coordination, preparation and accommodation of project constraints (whether specifically identified in these specifications or encountered during the contract) necessary to complete the item in conformance with all applicable governing agency regulations and specifications to the satisfaction of the Government and inspecting agency. Items of work that are necessary to complete the project in accordance with the plans and specifications if any, but that are not specifically called out in the Schedule of Unit Prices, are considered incidental to the project and are not subject to separate compensation.

The project requirements are:

Proposal The contractors proposal should include pricing for all items listed below as well as any item the contractor believes will be needed to complete this project. The proposal will need to include a line item break out of pricing for each item listed below.

Design Sufficient drawings, specifications or notes, and calculations shall be prepared by the contractor to show the extent of work being performed so that the government inspector can adequately inspect the work.

Refer to section 9.0 for the design intent exhibit. They provide an indication of the extent and location of the proposed work. The intent of the exhibit is to express design intent and not intended to be a construction document. Contractor shall field verify all conditions and dimensions.

Demolition:

1. Contractor to disconnect two electrical whips servicing modular furniture impacted by this work.

2. Provide labor and materials to deconstruct four Herman Miller modular workstations within the office suite. Salvage and save all parts for future configuration at end of construction. Furniture may be stored in conference room during construction.

3. Remove electrical outlet in office A in preparation for new door and frame.

1. With deconstructed modular parts, Contractor to assemble two workstations within office D on the exhibit. Provide power workstations.

2. Construct approximately 32 lineal feet of interior walls( 17 lf = lobby walls, 15 lf = Office). The new walls will be framed with 1-1/2” x 3-1/2” metal studs placed on 16” centers. The lobby walls to be a minimum of 7’-6” in height. Office wall to be extend to the underside of the drop ceiling.

3. The wall cavity will be insulated throughout with 3-1/2” thick fibrous glass batt insulation. A single layer of non-fire rated 5/8” thick gypsum board shall be placed on each side of the wall studs.

Gypsum board to be Greenguard Gold certified or 0 g/L VOCs. Provide a resilient sound seal around the perimeter of the wall head.

4. Newly constructed walls to be a smooth wall finish; to match the adjacent walls. Provide metal reinforcement at corners, edges, and similar transitions.

5. Contractor to paint all newly constructed walls with one coat primer-sealer, and two finish coats of low VOC paint. Color and sheen to match adjacent.

6. Where new lobby wall meets storefront wall, provide and install an end wall guard and an adjustable partition closure and gasket at glazing to eliminate any gaps and create a solid assembly.

7. Provide and install an operable customer window in new lobby wall. New window to have tempered glazing and be approximately 48”wide X 30” tall. Window to be equipped with a latch/locking device on agency side. Provide cut sheet to agency for approval prior to installation.

8. Provide and install service counter at new window on customer side.

9. At new office wall provide and install clerestory window assembly to allow natural light penetration. New windows to be installed approximately 6’ AFF. Provide wall framing around windows as required.

10. Provide and install new rubber wall base along both sides of newly constructed walls. New base to match existing within the office.

11. Provide and install new door and frame at lobby. New door to equipment with lockable hardware that matches the existing.

12. Provide and install new card reader at new lobby door. Card reader to be compatible with existing access system within the office.

13. Provide and install new door frame at demolished hallway opening. New frame to be compatible with agency provided door. Contractor to install agency provided door within the new frame.

14. New hallway door to be equipped with door hardware matching existing.

15. Repair existing floor impacted by construction.

Electrical:

1. Provide, install and energize furniture electrical whips in office A and B.

2. Provide, install and energize furniture electrical whip in office C along new lobby wall.

3. Provide, install, and energize new data port in office B shown in exhibit. Verify location with agency prior to installation. Properly label new port.

4. In newly divided office provide and install new wall switch for lighting so that each office is equipped with a wall switch for independent lighting control.

Mechanical:

1. Reconfigure HVAC in front lobby area as needed so that lobby is equipped with both a supply and return. Provide and install new ducting as needed, tying into existing system.

2. Reconfigure HVAC at new offices as needed so that each office is equipped with both a supply and return.

Fire Supression/Fire Alarm:

1. Relocate existing fire alarm sprinklers and devices as required to bring new configuration into compliance.

Furnishings:

1. Contractor to verify existing modular workstation parts and provide any additional pieces that may be required to achieve the final furniture layout.

2. Provide and install two low-height (46"H) back panels (48"W+36"W = 7'total length) plus one 42"W x 30"D work surface to add to existing tan workstation;

3. Provide and install one small circular meeting table to match existing tan workstation. (3'0 x 28"H);

4. Provide and install one small rolling work table 48"W x 24"D to match tan workstation.

5. Four electric adjustable height Varidesks or approved equal.

Full compensation for providing all labor, materials, tools and equipment necessary to meet the above requirements shall be considered included in the contract price and no additional compensation shall be allowed therefore.

1.3 USE OF SITE: Limit use of the premises to the immediate work area. Do not disturb portions of the BOR Office Complex beyond the immediate work area. The contractor must repair or replace damage to existing site features caused by construction. Protect the building during the construction period. Keep driveways, loading docks, elevators, elevator entrances, and building entrances clear. These areas are not authorized for parking or material storage without permission. Contractor will schedule deliveries to minimize on-site storage of materials and equipment. The contractor shall designate a representative to receive building materials. Government personnel are not authorized to receive shipments or deliveries upon behalf of a construction contractor.

Work in the BOR Office will require coordination with the GSA project representative, Monica Perez.

Please contact her to coordinate arrangements upon behalf of the project.

1.4 QUALITY ASSURANCE: The contractor shall designate a specific individual as a project/contract manager. The project manager or approved designate will be on site during the time work is performed on this contract.

1.5 DAVIS BACON WAGE RATES: Davis Bacon wage rates are applicable to this project regarding the construction portion. The contractor shall provide accordingly in his cost proposal to the Government. Questions regarding application of Davis-Bacon wages may be directed to the contracting officer Timothy Day at telephone (916)498-5366.. N/A if lessor performs the work.

1.6 PROJECT COMPLETION PERIOD: The work of the project must be completed within 120 days after the notice to proceed is issued by the Contracting Officer. The contractor should anticipate much of the work will be accomplished during normal business hours.

Completion of work is herein defined as follows: All work specified shall be fully completed per the plans and specification and accepted by the governing agencies, all certifications, as-built plans, and guarantees are submitted to the Government.

The working days specified shall be inclusive of all construction windows, utility energizing, punch list buy-off and final acceptance of all facilities.

The project work shall not be considered complete until these items have been addressed. They are:

a. Published punch-list work items must be corrected in a manner acceptable to the Government.

b. As-built drawings and operations manuals must be made available to the Government.

c. The final payment request accompanied by a release of claims form must be made available to the Government.

1.7 WASTE DIVERSION REQUIREMENTS: This project has the requirement to divert at least 50% of construction and demolition materials and debris from landfills.

For projects without design:

Unless state or local regulations require a higher percentage, it is required to achieve end-of-Project rates for diversion of 50% by weight of total non-hazardous solid waste generated by the Work, unless additional rates are indicated. Practice efficient waste management in the use of materials in the course of the Work. Use all reasonable means to divert construction and demolition waste from landfills and incinerators. While GSA's minimum waste diversion requirement is 50%, the agency has a higher goal of 70% waste diversion for this project if required by specific regional targets.

2.0 PRODUCTS: The work of this project shall be constructed of new products delivered to the job site in their original unopened, undamaged containers. Provide only products manufactured or specifically recommended to match existing installed components.

Whenever available, products, equipment and materials utilized and installed under this statement of work shall comply with the following energy efficient and eco-friendly standards:

a. Energy-efficient (ENERGY STAR® or Federal Energy Management Program (FEMP)-designated);

b. Water-efficient;

c. Biobased;

d. Environmentally preferable (e.g., EPEAT-registered, or non-toxic or less toxic alternatives);

e. Non-ozone depleting; and/or

f. Made with recovered materials.

GSA purchases for products and services must meet sustainable product requirements. Every contractor shall comply with these sustainable product requirements by using products that meet the criteria and standards listed in the PBS Sustainable Product Requirements document at the time of contract award, and or exercise of option modification. The contractor is also responsible for providing sufficient documentation to confirm that the products provided have the required sustainable criteria, upon the Government's request. See attached PBS Sustainable Products Requirements List.

2.1 SCHEDULE SUBMISSION: The contractor shall submit a schedule regarding the work of this project to the Government for review and approval before the work of this project shall begin.

2.2 SECURITY CLEARANCE INFORMATION: The contractor shall submit a completed security clearance form with fingerprints for each individual expected to work on the contract. The forms are available from GSA’s Property management office, 650 Capitol Mall, Suite 8-100, Sacramento, CA 95814. Faith Holland-Frank, telephone 916-498-5360, is the GSA’s contact for security forms. The completed forms may be submitted to Faith Holland-Frank of the GSA office mentioned heretofore.

It is the contractor’s responsibility to verify the forms are completed correctly, completely, properly endorsed and dated, and they contain the necessary fingerprint forms. Please note recent history suggests the evaluation of the forms by the Defense Homeland Security Agency (DHS) requires a minimum of nine working days. The actual evaluation time is a function of DHS’s work load. Submit the

N1842584 BOR Lobby Improv JL CA7374 4/10/2019 6 forms a suitable period in advance of the actual start of work in order to maintain the projected construction schedule. Only those individuals who receive a favorable security response from DHS will be allowed to work on the project. The submitted security clearance information is maintained in the strictest confidence, and once a favorable report is provided it is valid for a five year period.

For lease locations, contact the local agency representative for any additional site specific security requirements.

2.3 BOND AND INSURANCE SUBMISSION: The contractor shall submit the required bond and insurance requirements to the contracting officer before the work of the contract may begin. For proposals $35,000 - $150,000, a payment bond is required. Proposals exceeding $150,000 require a Performance Bond. N/A if lessor is performing the work.

3.0 CODES AND STANDARDS: The contractor shall be responsible for the delivery of a completed project that is operational for its intended use by the building tenants and visitors, fits with its building context and its systems, and its surrounding environment.

The work of this project shall conform to the following codes. They are:

UBC Uniform Building Code UL Underwriter’s Laboratory NEC National Electrical Code UMC Uniform Mechanical Code NFPA National Fire Protection Association Title-24 Accessibility Standards, State of California ASHRAE American Society of Heating, Refrigerating and Air Conditioning ADA American Disabilities Act

The building is privately owned within the County of Trinity. The contractor shall coordinate the work with the County of Trinity Building Department as may be required regarding a plan check and building permit application. If the work is subject to building permit requirements, then it shall be anticipated the County of Trinity Building Department will inspect the work in accordance with the local building codes and the provisions of the building permit.

3.1 WORKING HOURS: The normal hours of operation of the BOR Office Building are 7:00 AM to 5:00 PM, Monday through Friday, unless stated otherwise. The work requirements of the project will be scheduled during normal business hours. The parking lot will be available for contractor use and staging during that time period.

3.2 CLEAN-UP OPERATIONS: The project site must be left in a clean condition at the conclusion of each work shift to the satisfaction of the tenant and\or Governing Agencies, whichever is more stringent.

Once the project has been completed and accepted by the Government, the project site must be thoroughly cleaned and ready for occupancy or use. Contractor shall employee green cleaning practices whenever possible. Payment for final cleanup shall be considered as included in the various contract items and no additional compensation will be allowed therefore.

4.0 GOVERNMENT OCCUPANCY: Please note the Government will occupy the BOR Office throughout the entire period of construction. Cooperate fully with the Government representatives during construction operations to minimize conflicts with normal building operations. Circulation within corridors and access to elevators, stairwells, use of occupancy of office suites, and access to the parking lots shall be maintained. Provide necessary barricades, construction tape, and temporary signage as required to define the project site and redirect circulation flow as conditions require.

5.0 ROLES AND RESPONSIBILITIES: The contractor shall be required to coordinate the current project with other ongoing construction activities at the site.

Coordinate with the lessor’s property manager representative and the GSA project representative construction work that may generate noise, airborne debris, and odors within adjacent occupied areas.

Do not proceed with such work until the project representatives grant approval for such operations.

Disruptive construction operations must be conducted before or after standard business hours.

Coordinate seventy two hours in advance with the project representatives’ disruption of building systems and utilities. Disruptions to these building elements shall be accomplished before or after normal business hours, and restoration of service must be made not later than two hours before the resumption of the next business day.

Contractor shall submit a list of subcontractors to be used for this project.

Supervision: Contractor shall supervise and direct the efficient performance of the Work in accordance with Contractor's best skill, attention and judgment. Contractor shall be solely responsible for the means, methods, techniques, sequences and procedures of construction and shall be responsible to see that the finished Work complies fully and completely with the Contract Documents.

Superintendence: Contractor shall keep a competent resident superintendent on the Work site at all times during construction, which superintendent shall not be replaced without written notice to Government, except under extraordinary circumstances. Such superintendent shall be Contractor's representative at the site and shall have authority to act on behalf of Contractor. All communications given to such superintendent shall be as binding as if given to Contractor.

Labor and Workmanship: Where the Contract Documents refer to particular construction means, methods, techniques, sequences or procedures, or indicate or imply that such are to be used on the Work, such mention is intended only to indicate that the operations of Contractor shall be such as to produce the quality of work implied by the operations described, but that the actual determination of whether the described operations may be safely or suitably employed on the Work shall be the responsibility of Contractor, who shall notify the Government in writing of the actual means, methods, techniques, sequences or procedures which will be employed on the Work, if they differ from those mentioned in the Contract Documents. All loss, damage or liability, or cost of correcting defective work arising from the employment of any construction means, methods, techniques, sequences or procedures, shall be borne by Contractor, notwithstanding that such construction means, methods, techniques, sequences or procedures are referred to, indicated in or implied by the Contract Documents. Contractor shall at all times enforce strict discipline and good order among its employees and shall not employ on the Work any unfit person or anyone not skilled in the task assigned to him.

Materials and Equipment: All materials and equipment incorporated into the Work shall be new, unless otherwise specifically provided in the Contract Documents. Materials and equipment not otherwise designated by detailed specifications shall be of the best commercial quality and shall be suitable for the purpose intended. If required by the Government Contractor shall furnish evidence satisfactory to Government as to the kind and quality of materials and equipment. Any material specified by reference to the number, symbol or title of a specific standard such as that of the American Society for Testing Materials (ASTM), a Product or Commercial Standard, Federal Specification or other similar standards, shall comply with the requirements of the dated revisions stated in the Specifications, or where the Specifications contain no revision date, shall comply with the requirements of the latest revision thereof and any supplement or amendment thereto in effect on the date of receipt of bids. The standards referred to, except as specifically modified in the Specifications, shall have the same force as if they were printed in full context within the Specifications.

Manufacturers' Instructions: All materials and equipment shall be applied, installed, connected, erected, used, conditioned and cleaned in accordance with the instructions of the respective manufacturer, fabricator or processor, unless otherwise expressly provided in the Contract Documents.

Substitute Materials or Equipment: In the event the Specifications or applicable law, ordinances, rules or regulations permit Contractor to furnish or use a substitute equal in quality to any material or equipment specified, and in the event Contractor wishes to furnish or use any such substitute, Contractor

a. Certifying in writing that the proposed substitute will perform adequately all functions called for by the general design, will be similar and of equal substance to that specified and will be suited to the same use and capable of performing the same function as that specified;

b. Stating whether its incorporation in or use in connection with the Project is subject to the payment of any license fee or royalties; and

c. Identifying all variations of the proposed substitute from that specified and indicating available maintenance service.

No substitute whatsoever shall be ordered or installed without the prior written approval of the Government, which approval the Government may give or withhold in its sole discretion and which approval the Government may condition upon Contractor's furnishing such other data about the proposed substitute as the Government may consider pertinent and such performance guaranties and bonds as the Government may require, all at Contractor's sole cost and expense.

Provide protection for existing items to remain within work areas.

Properly dispose of all solid, liquid, and gaseous contaminants in accordance with all local codes and regulations. Comply with all applicable local and state laws, ordinances, and regulation regarding noise control.

5.1 GOVERNMENT PARTICIPATION IN THE PROJECT PROCESS: The Government will participate in the project process in these respects. They are:

a. Review materials submitted by the contractor.

b. Inspect work in progress and convey notice of deficient work items to the Contractor in writing.

c. Provide a final inspection and a final acceptance of the work.

d. Process construction progress and final payments in accordance with contract requirements.

6.0 SAFETY AND HEALTH: All work shall comply with the applicable requirements of 29 CFR 1910/1926 and 40 CFR 761. All work shall comply with applicable local building codes and health requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.

The contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work, and shall hold the Government harmless for any action on its part or that of its employees or subcontractors that result in illness or death.

The contractor shall provide all necessary safety equipment and ensure that such equipment and all relevant safety procedures are adequate for contract performance.

6.1 CONSTRUCTION PAYMENTS: One payment shall be made for production of the design, plan check fees, and the building permit.

The subsequent payment shall be made for the construction and finish of the proposed work.

7.0 WARRANTY: The contractor warrants materials supplied and work provided under this contract are free from defects. The contractor shall remedy at his expense any failure to conform to the specifications, defects in material, and unacceptable workmanship. This warranty shall continue for a period of 1 year from the date of final project acceptance.

8.0 AWARD CONSIDERATIONS: Award will be based on best value to the Government, price and non-price factors considered. Price is roughly of equal importance as non-price factors.

The Government will evaluate the relative merits of offeror’s past performance. The evaluation will be a subjective assessment of how well offeror has satisfied its customers in the past. It will not be based on absolute standards of performance. The Government reserves the right to consider all aspects of offeror’s performance history, but will attribute more significance to work that was similar in nature, magnitude, and complexity to the work that will be required by the contract described in this. If offeror has no relevant performance history, then the Government will give it neither a favorable nor an unfavorable evaluation.

The Government may base its evaluation of past performance on information that it receives from offeror and information that it obtains through its own investigation. The Government may contact an offeror’s former customers and business associates; Federal, state, and local government agencies; electronic databases; and other sources of information. The Government will try to determine the offeror’s reputation for complying with the terms of its contracts, including quality, service delivery, price, and other terms; its reputation for effective employee management and relations; its reputation for effective contract administration; and its reputation for honesty and for reasonable and cooperative behavior.

A satisfactory rating will be accomplished if there is no record of poor performance, or dissatisfaction with the contractor’s performance identified.

This standard may be exceeded through a consistent record of achieving high levels of satisfaction from clients, and indications that the contractor frequently exceeded the expectations of clients.
