About this file

This document is a Questions and Answers (Q&A) file for Solicitation 47PK0525R0027, a fiber optic cable installation project for the United States Attorney's Office (USAO) in Fresno, California. The Q&A provides critical technical details about the installation, including that the project involves installing fiber optic cabling between rooms 4467 and 4445 using existing infrastructure, with the government providing Small Form-factor Pluggable (SFP) transceivers. Key technical specifications include a T-bar suspended ceiling with 10-foot height, steel attachment points for j-hooks, and a 15-foot floor-to-floor height. The contractor will be responsible for LC patch cords and jumper cables, and must conduct optical loss testing using Optical Loss Test Sets (OLTS), Optical Time-Domain Reflectometers (OTDR), or Visual Fault Locators (VFL).

Working parameters are strictly defined: the installation must occur between 8:00 am and 5:00 pm, with government escort personnel available only during those hours. No drawings will be provided, and no existing cable will be removed. The contractor must use sleeves through fire-rated barriers as needed and no specific agency labeling standards are required. Patch cords are not required, and the new fiber will be housed in existing equipment with available rack or wall space. Contractors should refer to the Statement of Work (SOW) for specific fiber optic cable standards, and the 200-foot service length was measured using a wheel.

Solicitation 47PK0525R0027, USAO Fiber Optic Cable Installation

Answers to Questions Received in Response to the Solicitation 4/24/2025

Q: Are there any known obstructions in the above-ceiling pathway between rooms 4467 and 4445 that would impact cable routing or require core drilling?

A: No known obstructions

Q: Are there specific requirements for matching or sourcing replacement ceiling tiles, or is a general visual match acceptable?

A. No, the ceiling tiles are easily removed and there should be no damage caused by the installation. If so, we have replacement tiles.

Q: What are the exact test parameters required for the fiber optic cable—e.g., OTDR and light loss testing criteria?

A. Yes, you must show proof of connection results using Optical Loss Test Sets (OLTS), Optical Time-Domain Reflectometers (OTDR), or Visual Fault Locators (VFL).

Q: Are there GSA or agency-specific standards for cable and port labeling (e.g., ANSI/TIA-606 standards)?

A: No applicable agency specific standards

Q: In what format are as-built drawings required to be submitted (AutoCAD, PDF, Visio)? Are there any required data points or layers?

A: Drawing is not required.

Q: Can you confirm whether the contractor is expected to supply and install patch panels, wall-mounted or floor-mounted racks, or if existing infrastructure will be used for fiber termination?

A: Existing infrastructure

Q: Will government-furnished SFPs be provided for termination, or should we include those in the material cost?

A: Provided by the government.

Q: Are there any specific environmental or air quality controls expected beyond sticky mats and plastic barriers (e.g., HEPA vacs, air scrubbers)?

A: No

Q: What is the expected review turnaround time for submitted materials, and is there a specific submittal format required (e.g., CSI format)?

Docusign Envelope ID: BC748031-D1FC-4336-8E85-038E0382FAB1

A: PDF format for the fiber optic specifications.

Q: Is there potential flexibility for working outside of the 8 AM – 5 PM window if needed for coordination with building operations or to minimize tenant disruption?

A: No, escort personnel are only available during that time.

Q: Can you confirm whether any part of the fiber run is required to be in conduit, and if so, what specifications must be followed?

A: Conduit not required

Q: Will the contractor be responsible for furnishing LC patch cords or jumper cables between the new fiber terminations and government equipment such as SFPs?

A: Yes.

Q: Is the inner duct required for the fiber optic cable?

A: No

Q: Is interlocking armored cable preferred to unarmored cabling in inner duct?

A: Not Applicable, no inner duct required

Q: What type of suspended ceiling are we working with? T-bar, open, concealed spline?

A: T-bar

Q: What is the floor to suspended ceiling height?

A: 10 ft

Q: What material will the j-hooks be attached to?

A: Steel

Q: What is the floor-to-floor height?

A: 15 ft

Q: Is there a fiber optic cable standard we need to follow? Corning for instance.

A: See SOW

Q: Was the 200-foot service length cable footage derived from cable footage markers or an actual OTDR trace length?

A: Used a wheel for length

Q: What are the working hours?

A: 8:00 am to 5:00 pm

Q: Will the new fiber be housed in rack or wall enclosures?

A: Not required, will be housed in existing equipment

Q: Is there rack or wall space available?

A: Yes

Q: Are patch cords required?

A: No

Q: Are we removing any existing cable?

A: No

Q: Will sleeves through fire rated barriers be needed?

A: Yes, as needed

Q: Are there drawings available?

A: No

Q: Are there any badging requirements?

A: No, the workers will be escorted by government personnel.

Q: I wanted to ask if there are any drawings available that you could provide to assist with our estimate?

A: No
