About this file
This document is a Project Labor Agreement (PLA) Survey issued by the GSA Public Buildings Service Region 8 for the Alkan Land Port of Entry (LPOE) Design-Build Project in Tok, Alaska. The survey seeks input from the construction community regarding the potential use of Project Labor Agreements for a large-scale construction project estimated at over $300 million. The government is specifically interested in gathering industry perspectives on five key areas: contractor proposal likelihood, local labor market capacity, PLA effectiveness, recent regional project experience, and potential PLA benefits for government interests.
The related federal contract opportunity details a complete facility replacement project involving demolition of 15 existing structures (approximately 59,000 square feet) and new construction of approximately 117,000 square feet, including main buildings, inspection facilities, garages, utility support structures, housing units, and community amenities. The anticipated procurement schedule projects solicitation release in Q4 FY2025, contract award in March 2026, and substantial completion by March 2032. Interested firms are required to submit a 10-page capabilities statement by May 28, 2025, at 2:00 PM Mountain Standard Time, addressing company information, project experience, and technical qualifications. The project will use NAICS Code 236220 with a small business size standard of $39.5 million.

Description of Work: Design-Build (D-B) for the modernization of the Alkan LPOE Design Build Project.
Estimated Construction Magnitude: over $300 million
Definition: A PLA is defined as a pre‐hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as defined in Subpart 22.5 of the Federal Acquisition Regulation. Pursuant to the FAR, agencies are required to use PLAs in large-scale construction projects unless an exception applies. All PLAs must include:
· Provisions that bind all contractors and subcontractors on the construction project to the agreement;
· Allow all contractors and subcontractors on the construction project to compete for contracts and subcontracts without regard to whether they are otherwise parties to collective bargaining agreements;
· Contain language that guarantees against strikes, lockouts, and similar job disruptions;
· Set forth effective, prompt, and mutually binding procedures for resolving labor disputes arising during the term of the project labor agreement (i.e. grievance/arbitration procedures),
· Provide other mechanisms for labor-management cooperation on matters of mutual interest and concern, including productivity, quality of work, safety, and health;
· Specify the wages and fringe benefits of all classification or crafts working on the project; and
· Fully conform to all statutes, regulations, Executive Orders, and Presidential Memoranda.
· One or more labor organizations involved in the construction work.
The intent of the use of PLAs is to advance the Government’s interests in achieving economy and efficiency in Federal procurement—including, by promoting quality assurance, efficient and on-time completion, and stability. In consideration of the above information and any other factors which may be deemed appropriate, the construction community is invited to comment on the use of PLAs for general construction projects. The Government intends to use the responses to the attached questionnaire for one year as a determination on whether or not to incorporate a PLA for general construction projects in the state of Alaska. This survey is for planning purposes only and shall not be construed as a Request for Proposals or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of the market survey or otherwise pay for the requested information nor will the Government provide a debriefing. All information will be held in strict confidence and will only be used for the intended purpose.
1. Would your firm be likely to submit a proposal for a federal construction project requiring a Project Labor Agreement (PLA)? Why or why not?
(Include details on any barriers, resource constraints, or business preferences.)
2. Does the local labor market (City/County/State) have a sufficient number of skilled workers—union and/or non-union—to meet the needs of a large-scale construction project (>$35M)?
(Please include any relevant data or reference registered apprenticeship programs.)
3. Based on your firm’s experience, have PLAs contributed to cost savings, schedule stability, or improved labor coordination on similar projects?
(Provide real examples or explain why they have not.)
4. Have you completed similar federal, state, or municipal construction projects in this region in the last 2–3 years?
(Please include project name, cost, completion date, use of PLAs or CBAs, and labor composition—union vs open shop.)
5. Do you believe a PLA would advance the Government’s interests in achieving economy, efficiency, and quality on this type of construction project? Why or why not?
(Explain your position with supporting rationale or data if available.)
