About this file
This document is a Solicitation Amendment for Solicitation Number 47PJ0024R0067 to replace approximately 2,300 square feet of colored concrete sidewalk at the U.S. Courthouse in Sioux Falls, South Dakota. The amendment provides answers to various questions submitted by potential offerors, including the ability to move stone barricades, coordination with the city, and the potential for after-hours work to avoid disrupting courthouse operations. It confirms the work consists of demolition, jack-hammering, and concrete replacement, and clarifies that damage to adjacent concrete not being replaced will need to be repaired at the contractor's expense. The amendment also provides additional details on the project scope and solicits acknowledgement of the amendment from offerors prior to the proposal due date.

Solicitation 47PJ0024R0067, Replace Colored Concrete Plaza Sidewalk, Federal Courthouse, Sioux Falls, South Dakota
Amendment 0001. Questions and Answers:
A. Questions and Answers:
1) Please provide site visit list.
ANSWER:
2) Please confirm work consisting of jack-hammering, demolition, or other “loud work that may interrupt court proceedings…” will need to take place outside of normal working hours / afterhours work.
ANSWER: It is possible after hours work will be possible if court proceedings are taking place, the court schedule is unknown this far in advance and subject to change daily. It may be possible to schedule work while no proceedings are being held. The contractor will need to coordinate with GSA to limit any disruptions to the Federal Courthouse operations. There are events that take place through downtown Sioux Falls as well that may need to be considered.
3) Please confirm “Section 11: Bading and Security Requirements (Vendor Fitness Determination Training Manual)” is to be followed and documented even though the site is located in a public / non secure area.
ANSWER: This requirement can be waived if contractors only access public space.
4) Large stone barricades on the east (and west) sidewalk entrances to the Plaza were observed during the site walk. Are these stone barricades permitted to be moved during construction to allow construction traffic / concrete trucks to back up to the location?
ANSWER: The stones are movable and the contractor will be responsible for moving them, contractor is responsible for any damage caused by moving them.
Concrete trucks are not allowed on the plaza concrete sidewalks or sidewalks adjacent to the street. Contractor shall take care not to damage concrete with heavy equipment.
5) As this location in a “public plaza”, will the contractor need to work with any other local agencies (ex: the city) for proper permitting or scheduling?
ANSWER: This has not been required in the past, but it is recommended that the contractor check with the city. Contractor will need to have utilities located.
6) It has been observed that more than the highlighted concrete area (on the SOW) shows signs of deterioration. Can the owner either confirm 2,300 sq ft is the correct amount or give a exact amount of sq footage for contractors to bid the same quantity of concrete replacement?
ANSWER: In accordance with the statement of work, approximately 2300 square feet are be replaced starting at the east end of the marked picture going west. The GSA property line is roughly center of the plaza from north to south. End point should stop at an existing panel separation. A site visit is recommended to verify quantities and assess the site conditions.
7) As SOW 6), d. states “remove existing concrete so as to not spall or crack adjacent concrete”, the surrounding damaged concrete that is not to be included in pricing could unintentionally be disturbed when removing the concrete that is to be included.
ANSWER: Contractor will need to prevent damage to adjacent concrete to the fullest extent possible. Any damage caused will be repaired at the contractor’s expense.
