RFI’s – Portal LPOE Concrete Project
1. Who has the government utilized for locates in this location in the past? ND One Call 811
2. Scope of work states that disruptive work must be done after hours. Please confirm this is not considered disruptive work can be performed during normal working hours. Most of the work on this project would be considered as non-disruptive work due to the fact that is outdoors. Definitions for disruptive work will be supplied at anytime during the project upon justification. We do concrete work every year at these locations and have not had to justify any work as being disruptive thus far.
3. Will the site be occupied during construction? Yes Will traffic control and fencing be required in the construction areas? Yes, what ever means of traffic control your company utilizes as being necessary and is approved by the government.
4. CLIN 002 states to move signage back after concrete sidewalk installation.
a. Is the government removing signage prior to construction, or is this the contractors responsibility? Contractors Responsibility This is not stated in the scope of work under section 4 – Portal ND0524M. 524 Work picture #7 “Signage will need to be moved to accommodate new walkway”.
i. If this is the contractor’s responsibility, to what extent do the bases need demolished? Are we to completely remove existing base, cut off the Unistrut and leave the concrete, etc? Completely Remove
ii. Is the contractor required to backfill and landscape the excavated post bases, if they are required to be removed? Backfill and Reseed
b. Existing signage appears to currently be installed where the new sidewalk will be poured. Will signage be installed in the same locations, just 1-2 feet away from new sidewalk location? It’s proposed to move the signs to accommodate new concrete walkway.
c. What are the requirements for the concrete sign post bases? Match existing, which is poured in place concrete as per NDDOT Regulations.
d. Is the only existing signage shown in the photo? Yes If not, how many signs and bases are to be included in this scope of work? Only the 3 signs shown in picture #7.
5. Will all 3 CLINS be awarded, or will the government mix and match/CLINS pricing as it fits the funding?
a. Please confirm we can assume all CLINS can be completed in one single mobilization as one single project. The Government will award all CLINS to One General Contractor.
6. For CLIN 003, how far from excavation will salvaged pea gravel need to be hauled to be stored onsite? 500’
7. Please confirm rebar reinforcement requirements for each CLIN. SOW mentions reinforcement, but does not clarify specifications for each CLIN. Section 5 (generic project objectives) #4 states all driveable surfaces shall have #4 rebar. We interpret this as only CLIN
001 is required to have rebar installed. Please confirm. I can see how this could be confusing, all concrete shall have reinforcing bars installed.
8. Will employee vehicles be relocated from the parking lot in CLIN 001 during construction?
Yes
9. In CLIN 001 at the 3 existing pads, it appears one location has existing bollards. Section 5 #7 appears to have a generic statement regarding bollards, but does not indicate the following:
a. Please confirm these bollards can be salvaged and re-installed at their same location. Yes, this would be acceptable.
b. Please confirm how many bollards need removed and re-installed. Four
c. Please confirm contractor is not required to re-paint these bollards. They are painted yellow already as called out in this section. The bollards do not need to be repainted if the contractor takes care in the removal process and the bollards have not sustained considerable damage. Any exposed metal will need to be touched up to prevent corrosion.
d. In this same location, there is an electrical box. Please confirm this box is to be salvaged. Yes Also please confirm government will disconnect power to this box during construction, and that contractor will not be required to carry an electrician for this. Yes, but it is up to the contractor to contact the government to make sure this happens.
10. Can demolished topsoil be disposed of on-site or does top soil need hauled off? Hauled off site.
11. Our interpretation of the testing requirements for both CLIN 002 and 003 is that there is no testing requirements, because neither of these CLINs involve concrete in areas not subject to vehicle traffic. Is this correct? Correct
12. Since each federal site is different, what are the security requirements for workers at this site? Can the prime contractor function as the escort if he has a GSA badge? Yes
a. Will work be done inside a secure location or an area open to the public? Yes
b. Will daily security checks be required? If so, to what extent? No
c. Will background checks be required of all workers prior to mobilization? Yes, standard ROCAL and Border Station Vetting.

14. Is the new sidewalk to be tied into the curb or is an expansion joint needed? Both
15. For CLIN 003, is the new concrete to be tied into the existing building or is an expansion joint required? Use both expansion joint material and the slab is to be tied to the building with reinforcement.
a. Is the new concrete to be tied into the existing sidewalk or is an expansion joint required? Both
b. What is the jointing plan for this new slab? The existing aluminum posts may interfere if we match the jointing of the existing sidewalk. Contractor to supply us with this in the MOP.
