Subject: Request for Information #2, for the ND0006ZZ-ND0047ZZ Window Caulking, located at the Quentin Burdick Federal Courthouse, 655 1st Ave. N., Fargo, ND -
Solicitation No. 47PJ0022R0043
Please see the answers to questions related to the above referenced solicitation.
1. Question: SOW Section 6.2 Cost Proposal Requirements states “cost breakdown into shell, tenant improvement (TI) (by tenant), Building- Specific Amortized Capital (BSAC), and environmental (as applicable). Follow P120 guidelines for tier level 3 based on project triage tools. Pricing shall be broken down by Construction Specification Institute (CSI) divisions.”
Answer: Construction Specification Institute division breakdown is not required for this project. Offeror’s may use any format that identifies the elements within the proposal in a way that prices can be evaluated as fair and reasonable.
2. Question: There are 2 CLINs. Is there a potential for GSA choosing only to do one of the two CLINS?
Answer: No. The individual CLINs identify the original Federal Courthouse construction
(ND0006), and the 1998 addition, Quentin N. Burdick United States Courthouse
Annex addition (ND0047). GSA does not intend to exclude either.
3. Question: We were unable to access the small balcony on the second floor to get a close up look at the Type C windows, caulk conditions, etc. However, it appears that some of the cap strips were caulked on the Type C windows on first floor which, in our experience, are not part of the original design; rather, they were caulked in an attempt to chase leaks or fix problems with gaskets. Is GSA requiring all the cap strips be caulked? Or just the original perimeter caulk at Sill and Head as shown in Detail 6 A5.5? There is no clear detail on the horizontal members.
Answer: Re-caulk the cap strips.
4. Question: Are glass to glass joints on TYPE C windows to be re-caulked as well?
Answer: Yes, re-caulk the glass-to-glass joints.

5. Question: SOW Section 5.1 states, “Remove failed, loose, or damaged caulk/sealant” Does this mean any sound looking and bonded sealant can remain?
Answer: Remove all existing caulking.
6. Question: It appears that caulk run over into the mortar joints of the old courthouse windows is an attempt to seal missing or cracked mortar near jambs. If cutting it out exposes hole of crack in mortar, does GSA desire reseal of those areas with the alum/grey colored sealant being used on windows?
Answer: If cutting the existing caulking exposes any holes or cracks in the block mortar reseal with caulking.
7. Question: The larger windows that are divided horizontally into thirds contain an aluminum
“u” strip that covers the caulking joint. This strip is also sealed with caulking. Are the horizontal aluminum strips to be removed to access the caulking and the aluminum strips reattached and re-caulked?
Answer: Yes, removal of the cap strip will be required to re-caulk the vertical glass to glass seam. Re-caulk the cap strip after installation.
8. Question: Are all contractors actually required to have a Tier 1 clearance given that the work is outside, or can several be escorted by individuals that are badged?
Answer: Badging will not be required since all work is outside the building.
9. Question: Some windows included in the SOW to be re-caulked have vertical joints of windowpane butted to windowpane with a caulking seal between them. Please confirm if this caulking joint is to be removed and re-caulked.
Answer: Yes, re-caulk the vertical glass to glass seam.
