About this file
This document contains responses to questions regarding a General Services Administration solicitation for design services related to the Building 53 Limited Scope & Tenant Backfill Project at the Denver Federal Center. The solicitation is a 100% small business set-aside for lead design architect and engineering services involving the renovation of Building 53 and tenant backfill. Responses indicate that while a large firm may act as a major subcontractor, the small business prime must demonstrate its own capabilities and past performance without relying on a subcontractor's experience, as a joint venture or mentor-protégé agreement is required to consider a subcontractor's qualifications. Firms are advised that the small business prime needs to show its own abilities and previous relevant work.

RFI #3 – Building 53 Limited Scope & Tenant Backfill Project- RFIs
December 17, 2019
8. We are a large business and were approached by a small business to team on the
Phase 1 Design Excellence submission for the Building 53 renovation and tenant backfill project. Understanding that this is a 100% small business set aside, is it possible to offer an association and Lead Designer to the small business firm at this stage? If not, would it be acceptable to join their team as a design consultant, which would occur in Phase 2, if they are shortlisted?
Answer: Without an approved MPA & JV you would not be able to review the past performance of the "large firm". They can be a major subcontractor, but the small business needs to demonstrate their own capabilities and past performance.
9. After reviewing the solicitation for the Building 53 project at the Denver Federal Center we wanted to request a clarification. We are a small firm and are considering using another larger firm as a design sub-consultant to us. Is it acceptable to use a sub-consultant’s work experience as a means to demonstrate past performance on design for Similar Projects?
Answer: Without an approved MPA & JV you would not be able to review the past performance of the "large firm". They can be a major subcontractor, but the small business needs to demonstrate their own capabilities and past performance.
